GOVERNOR ROQUE AND

MANUELA ABLAN FOUNDATION


A private, non-profit, non stock corporation established to continue the legacy of public
service started by Ilocos Norte Governor Roque B. Ablan, Sr. and his wife, Manuela
Mining R. Ablan.
Ablan, Sr. defended the rights of workers as a labor lawyer during the pre-war era. As
governor of Ilocos Norte, he initiated the construction of the provincial hospital. When
the second world war broke, Governor Ablan defended the country from Japanese
forces. The patriot is believed to be killed in action and his body was never recovered.
Mrs. Ablan, on the other hand, continued the legacy of her husband by being active in
social service. She was an administrator of the Philippine Red Cross and Northern
Christian College. She passed away in December 2005.
The GRAMAF endeavors to bring hope to young individuals from the Province of Ilocos
Norte by providing high school and college scholarship grants.
It encourages women, out-of-school youth, persons with disabilities, and senior citizens
to help themselves rise from poverty through livelihood programs.
It also aids the sick and malnourished by organizing medical missions and other health
care related activities.
It likewise offers those in need with opportunities to access educational and man-power
training programs, as well as other youth and sports development activities.
