This is a first step toward learning more about foster care and
what is involved in opening your
home to children who need families to thrive.
Did you know 3.3 million
children are victims of abuse
each year, resulting in over
251,000 new children and
teenager placements in the foster
care system annually? The vast
majority of children enter foster
care because of their parents inability to care for and protect
them. Children in foster care
want what ALL children need
a strong supportive family to
help them live up to their greatest
potential in life.
If you can offer help for a
child, please join us September
22. The library is located at 560
S. Main St. in West Milton.
Those having questions, or to
RSVP, should contact Kathy

Professor Harold Hill descends on River City, Iowa, to con the
town into organizing a young peoples band and, along the way, selling them 76 Trombones. But he didnt count on meeting Marian
the Librarian, hearing Till There Was You and finding the love of a
good woman and a gaggle of youngsters to tender his fast-talking,
sham artist heart.
Director Jim Hooper returns to the Tipp City Players at the helm
of the production and will be supported by music director Jennifer
Hewitt and choreographer Khyrsten McCann. Also in the production
is Todd Varvel as the lead, Professor Hill. Todd is reprising the role
his father, Paul, mastered back in August of 1975. That show was the
first production Tipp City Players put on stage.

area schools announce Free & reduced Price meals

and Free Health Care Information for Qualifying Families

Valley Echoes

Area schools have announced their 2016/2017 policy for free and reduced-price meals for students unable to
pay the full price of meals under the National School Lunch and School Breakfast Programs. Your school will
have a copy of the policy, which may be reviewed by any interested party. Federal Income Eligibility Guidelines
will be used for determining eligibility. Children from families whose annual income is at or below the Federal
Guidelines are eligible for free and reduced-price meals. To apply for free and reduced-price benefits, households
should fill out the application and return it to the school. A complete application is required. Households which
currently receive Special Nutrition Assistance Program Benefits (SNAP, formerly known as food stamps) or Ohio
Works First (OWF) funds for a child must provide the child's name, the SNAP or OWF case number, and signature
of an adult household member on the application. Households which do not receive SNAP or OWF must provide
the names of all household members, the last four digits of the Social Security number of the adult signing the
application, or state "none" if the adult does not have a Social Security number, the amount and source of income
received by each household member (state the monthly income), and the signature of an adult household member.
If any of this information is missing, the school cannot process the application.
FREE HEALTH CARE: Families with children eligible for school meals may be eligible for FREE health
care coverage through Medicaid and/or Ohio's Healthy Start & Healthy Families programs. These programs include coverage for doctor visits, immunizations, physicals, prescriptions, dental, vision, mental health, substance
abuse, and more. Call 1-800-324-8680 for more information or to request an application. Information can also be
found on the web at http://jfs.ohio.gov/ohp/consumers/familychild.stm. Anyone who has an Ohio Medicaid
card is already receiving these services.
Information provided on the application is confidential and will be
used only for the purpose of determining eligibility and may be verified at any time during the school year by
school or other program official. To discourage the possibility of misrepresentation, application forms contain a
statement above the space for signature certifying that all information furnished is true and correct. Applications
are being made in connection with the receipt of federal funds. Schools or other officials may check the information on the application at any time during the school year. Deliberate misrepresentation of information may subject
the applicant to prosecution under applicable state and federal laws. Households will be notified of the approval
or denial of benefits.
Foster children are categorically eligible for free meal benefits regardless of the household's income. If a
family has foster children living with them and wishes to apply for such meals, contact your school for more information.
Under the provision of the policy, school superintendents will review applications and determine eligibility.
If a parent or guardian disagrees with the decision on the application or the result of verification, the decision
may be discussed with the determining official on an informal basis. If a formal appeal is desired, the household
has the right to a fair hearing. Contact your school for additional information.
Households may apply for benefits any time during the school year. If a household is not currently eligible
and if the household size increases or income decreases because of unemployment or other reasons, the family
should contact the school to file a new application.
In accordance with the Federal civil rights law and U.S.
Department of Agriculture (USDA) civil rights regulations and policies, the USDA, its agencies, offices, and employees, and institutions participating in or administering USDA programs are prohibited from discriminating
based on race, color, national origin, sex, disability, age, or reprisal or retaliation for prior civil rights activity in
any program or activity conducted or funded by USDA.
Persons with disabilities who require alternate means of communication for program information (e.g. Braille,
large print, audiotape, American Sign Language, etc.) should contact the Agency (state or local) when they applied
for benefits. Individuals who are deaf, hard of hearing, or have speech disabilities may contact USDA through
the Federal Relay Service at (800) 877-8339. Additionally, program information may be made available in languages other than English. To file a program complaint of discrimination, complete the USDA Program Discrimination Complaint Form (AD-3027), found online at www.ascr.usda.gov/complaint filing cust.html. and at any
USDA office, or write a letter addressed to USDA and provide all of the information requested in the form. To
request a copy of the complaint form, call (866) 632-9992. Submit your completed form or letter to USDA by:
MAIL: U.S. Dept. of Agriculture, Office of the Assistant Secretary for Civil Rights, 1400 Independence Ave.,

It has been a rough year for us, and this really means a great deal, McCoy said. This is the culmination
of everyone working together and pulling together. With everything we have been through, to be honored in

Dick McCoy was a well-known and highly respected second-generation hardware store owner who joined
his father in creating seven Orme locations throughout Southeastern Ohio. Orme Do it Best Hardware was

11, McCoy was president of Orme Hardware and had recently been elected to the Do it Best Co-Ops Board
of Directors. Karen McCoy said that the award came as a total surprise to her, and that may even be an understatement.
She said that when she attended the state hardware show in May, she was walking down the hall where
all of the award-winning banners were hanging for each of the winning hardware stores. That was when she
first saw her stores banner hanging with the others. I was very surprised and very pleased, she said.
We wanted to surprise her by putting it up on a banner at the show, Rusk said. I think that Orme Do It
Best Hardware was an easy selection for the magazine. Orme Do It Best Hardware has had a lot of success
in finding and rehabilitating underperforming stores. That goes back to Dick McCoy and to his father before
him. They were great at looking for opportunities, seeing the value in independent retailing in each of the
communities in which they served, and giving them quality service and quality pricing. This store carries on
the tradition of excellence for the Orme family of stores. You can tell they take a great deal of pride in this
business. He added that Dick and his father excelled at providing much-needed expertise and advice in growing a hardware business to each of their stores, and Karen McCoy has now continued that tradition.
When the McCoys moved into the Berlin location in German Village several years ago, they quickly gave
back a great deal and made themselves part of the community. Karen McCoy said the plaques that each of the
stores received will serve as a constant reminder of her husbands gracious attitude and caring for the community around them.
These stores are Dicks, and I am honored to be overseeing them, his wife said. We feel so honored to
be recognized because since we began, this has been a process of everyone working together to make something special.
Orme Do It Best Hardware stores are located in Berlin, Cambridge, Newcomerstown, Cadiz, Newark and
Arcanum.

Painting The Town Of Avignon, France

Ginger and I just returned from our river cruise to southern France. Its always nice to travel, but its
just as nice to get back home.
We had a wonderful trip from Avignon to Paris. We witnessed everything southern France had to
offer. From fine wines to truffles. The meals on the Viking river long ship were out of this world.
The tours were tremendous, and the optional tours exceptional.
Ginger and my oldest daughter Kelly were planning a trip to southern France to enjoy the art of painting through the countryside. Once the trip was booked, the France massacre shootings put a sudden
halt to the trip. Both husbands were a little skeptical of two women traveling to France by themselves,
and the trip was cancelled.
I decided to book a river cruise to southern France so Ginger could at least see the countryside she
was supposed to paint in. Our flight to Paris from Dayton was more than tiring. Tack on the short trip
to our Viking long ship in Avignon, and we were both beat.
The entire trip included Avignon, Arles, Vivier, Tournon, Vienne, Lyon, and Paris. Makes me tired
just typing the names.
One of Gingers favorite excursions was our day in Avignon. I planned an excursion of Van Goghs
footsteps and a painting class at the end of the tour. When Ginger saw the itinerary, she immediately
asked, Whom am I going to paint with?
Its going to be me, I revealed.
Lets do it! she rejoiced.
When we finished the walking tour of where Van Gough lived, drank, and painted his famous Starry
Nights, we were escorted to a private art studio. Our first lesson was to try our hand at his impressionist style. I was handed a small picture frame, and told to mock his lines. This was only the second
time in my life I had held a paintbrush. I just couldnt master the dot and dash style. We were then
handed a pile of Vincents paintings dating back to 1889. We were told to frame the area of the painting
we chose, and to start painting. When do we start the art lessons? I thought to myself.
The picture I chose had three sailboats beached on the sandy land. I quickly noticed three other sailboats in the foreground. You could barely make them out. I traded my huge canvass for a smaller one
about the size of a bathroom tile.
As we painted, the instructor kept reminding everyone that we had very little time to complete our
masterpieces. I looked over at Ginger, and she seemed a little stressed. Of course, I had finished my
painting an hour ago. When I finally quit, I examined my painting and came to the conclusion that
my three-year-old great-granddaughter Athena could have done a better job.
Everyone had a great time. Especially Ginger. Its something she will remember the rest of her life.
THIs weeks BOTTOm lINe: I, too, will remember my painting, but not for the same reason.
I wonder if Athena could give me art lessons.
i want to be famous but unknown! ~ edgar Degas
