Theconferencesbringtogethergovernmentofficialsandotherstakeholders,suchasNGOs,civilsociety
organizations,localgovernmentandprivatesectorrepresentativesfromaroundtheworldtodiscusshowto
strengthenthesustainabilityofdevelopmentbymanagingdisasterandclimaterisks.TheThirdUNWorld
conferenceadoptedtheSendaiFrameworkforDisasterRiskReduction20152030(http://www.wcdrr.org/prepa

TheFirstWorldConferenceonNaturalDisastersinYokohama,Japanfrom23to27May1994,adoptedthe
YokohamaStrategyforaSaferWorld:GuidelinesforNaturalDisasterPrevention,PreparednessandMitigation
anditsPlanofAction,endorsedbytheUNGeneralAssemblyin1994.Itwasthemainoutcomeofthemid
termreviewoftheInternationalDecadeofNaturalDisasterReduction(IDNDR)andestablished10principles
foritsstrategy,aplanofactionandafollowup.Furthermore,itprovidesguidelinesfornaturaldisaster
prevention,preparednessandmitigation.[5][6][7][8][9]

1.Riskassessmentisarequiredstepfortheadoptionofadequateandsuccessfuldisasterreductionpolicies
andmeasures.
2.Disasterpreventionandpreparednessareofprimaryimportanceinreducingtheneedfordisasterrelief.
3.Disasterpreventionandpreparednessshouldbeconsideredintegralaspectsofdevelopmentpolicyand
planningatnational,regional,bilateral,multilateralandinternationallevels.
4.Thedevelopmentandstrengtheningofcapacitiestoprevent,reduceandmitigatedisastersisatoppriority

communitythroughthenationalgovernmenttotheregionalandinternationallevel.
7.Vulnerabilitycanbereducedbytheapplicationofproperdesignandpatternsofdevelopmentfocusedon
targetgroups,byappropriateeducationandtrainingofthewholecommunity.
8.Theinternationalcommunityacceptstheneedtosharethenecessarytechnologytoprevent,reduceand
mitigatedisasterthisshouldbemadefreelyavailableandinatimelymannerasanintegralpartof
technicalcooperation.
9.Environmentalprotectionasacomponentofsustainabledevelopmentconsistentwithpovertyalleviation
isimperativeinthepreventionandmitigationofnaturaldisasters.
10.Eachcountrybearstheprimaryresponsibilityforprotectingitspeople,infrastructure,andothernational
assetsfromtheimpactofnaturaldisasters.Theinternationalcommunityshoulddemonstratestrong
politicaldeterminationrequiredtomobilizeadequateandmakeefficientuseofexistingresources,
includingfinancial,scientificandtechnologicalmeans,inthefieldofnaturaldisasterreduction,bearing
inmindtheneedsofthedevelopingcountries,particularlytheleastdevelopedcountries.

2005SecondWorldConferenceonDisasterReductioninKobe
TheSecondWorldConferenceonDisasterReductionconferencewasheldin
Kobe,Japanfrom18to22January2005.Thisconferencetookonparticular
poignancy,asitcamealmost10yearstothedayaftertheGreatHanshin
earthquakeinKobeandlessthanamonthafterthe2004IndianOceantsunami.
Japan'slonghistoryofseverenaturaldisasters,prominenceininternational
humanitarianaidanddevelopmentanditsscientificachievementsinmonitoring
dangerousnaturalphenomenaalsomadeitasuitableconferencevenue.[10]
Theupcomingconferencehadnotgarneredmuchattention,butduetotheDecember26IndianOceantsunami,
theattendancegrewdramaticallyandtheinternationalmediafocusedontheevent.JapansEmperorAkihito
openedtheconferenceandwelcomed4,000participantsfromaroundtheworld.[11][12]
TheWorldConferenceadoptedplanstoputinplaceanInternationalEarlyWarningProgramme(IEWP),which
hadfirstbeenproposedattheSecondInternationalConferenceonEarlyWarningin2003inBonn,
Germany.[13]

Conferenceobjectives
ThegoaloftheWorldConferencewastofindwaystoreducethetollofdisastersthroughpreparation,and
ultimatelytoreducehumancasualties.DuetotheproximitytothedevastatingIndianOceantsunami,
developingaglobaltsunamiwarningsystemwashighontheagenda.Othertopicsincluded:

healthcareafterdisaster
earlywarningsystems
safebuildingstandards
agreeuponcosteffectivepreventativecountermeasures
aglobaldatabaseonreliefandreconstructionandacentreonwaterhazards
ThePacificRimTsunamiWarningsystemisanexampleofacosteffectivewarningsystemitsyearly
operatingcostisapproximatelyUS$4million.Theyearlyoperatingcostofahypotheticalglobalwarning
systemisestimatedatUS$30million.Thiscost,comparedtotheinternationalaiddonationsofnearlyUS$8
billionforthe2004IndianOceanearthquakeandtsunami,clearlydemonstratesthecosteffectivenessofsucha

Disasters(http://www.unisdr.org/we/coordinate/hfa)wasanoutcomeofthe2005conference.TheHyogo
Framework(HFA)wasthefirstplantoexplain,describeanddetailtheworkrequiredfromalldifferentsectors
andactorstoreducedisasterlosses.Itwasdevelopedandagreedonwiththemanypartnersneededtoreduce
disasterriskgovernments,internationalagencies,disasterexpertsandmanyothersbringingthemintoa
commonsystemofcoordination.TheHFA,whichranfrom2005to2015,setfivespecificprioritiesfor

3.Buildingacultureofsafetyandresilience

2015ThirdUNWorldConferenceonDisasterRiskReduction
(WCDRR)inSendai
TheThirdUNUnitedNationsWorldConferenceonDisasterRisk
ReductionwasheldinSendai,Japanfrom14to18March2015,
drawing6,500delegatestotheconferenceitselfand50,000peopleto
theassociatedPublicForum.SendaiisthelargestcityofMiyagi
Prefecture,innortheasternJapan.[16]Ithasaprominentstatusasitwas
hitbytheGreatEastJapanearthquake,130kilometresfromthe
epicentre.Theconferenceincludeddiscussionoftheaftermathofthe
Japaneseresponsetothe2011disasterandhowJapan'searlywarning
systemcansaveliveswhenearthquakesandtsunamisstrike.[17][18]The
conferenceincludedanannouncementofaUS$4billionfundtopreparefordisastersoverfouryears.
Moreover,theconferencecoincidedwithCyclonePamhittingVanuatu,andVanuatuPresidentBaldwin
Lonsdaleurgentlyrequestedinternationalassistanceforhispeople.[19][20]Thus,in2015,manydeveloped
nationsannouncedtheywouldpartnerwithsmallercountriestoprepareforfuturedisasterrelief
operations.[21][22][23]
TheconferenceadoptedtheSendaiFrameworkforDisasterRiskReduction20152030(http://www.wcdrr.org/p
reparatory/post2015).TheSendaiFrameworkisthefirstmajoragreementofthepost2015development
agenda,withseventargetsandfourprioritiesforaction.ItwasendorsedbytheUNGeneralAssemblyinJune
2015.[24]

SendaiFrameworkforDisasterRiskReduction20152030
TheSendaiFrameworkisa15yearnonbindingagreementwhichrecognizesthattheStatehastheprimaryrole
toreducedisasterriskbutthatresponsibilityshouldbesharedwithotherstakeholdersincludinglocal
governmentandtheprivatesector.Itaimsforthefollowingoutcome:
Thesubstantialreductionofdisasterriskandlossesinlives,livelihoodsandhealthandintheeconomic,
physical,social,culturalandenvironmentalassetsofpersons,businesses,communitiesandcountries.[25]
TheSendaiFrameworkemergedfromthreeyears'ofconsultationsandnegotiations,supportedandcoordinated
byUNISDR,duringwhichUNmemberstates,NGOsandotherstakeholdersmadecallsforanimproved
versionoftheexistingHyogoFramework,withasetofcommonstandards,acomprehensiveframeworkwith
achievabletargets,andalegallybasedinstrumentfordisasterriskreduction.Memberstatesalsoemphasised
