NCDP CHAIRPERSON PATSY KEEVER (AYCOCK) HELD 13 ILLEGAL NC
CONGRESSIONAL DISTRICT CONVENTIONS IN UNCONSTITUTIONAL
DISTRICTS THE FEDERAL COURT RULED VIOLATED 14TH AMENDMENT
EQUAL PROTECT CLAUSE AND THE VOTING RIGHTS ACT
WHICH DISENFRANCHISE NC AFRICAN AMERICANS VOTERS.

North Carolina Democratic Party (NCDP) Chairperson Patsy Keever (Aycock) knowingly and did
deliberately direct the District chairpersons in the 13 unconstitutional Congressional Districts
to ignore the Federal Court Ruling and decisions to hold conventions and conduct the
elections of delegates and NCDP Council of Review Committee (COR) members.
NCDP Chairperson Patsy Keever (Aycock) throughout her public service on the NCDP as a State
elected officer and Executive Council Committee member, has had a track record of ignoring the
NC state laws, State Board of Election laws/Regulations, the NCDP Plan of Organization
Constitution/By-Laws (POO) and Roberts Rules of Order, and now the Federal Court 3 Judge
Panels decision and Order.
The African-American Caucus Auxiliary, in conjunction with some of the NC democrat member
signatures from approximately 52 Counties of African American and minority Democratic members,
filed (on June 6, 2016) their Grievance/Petition, to reveal a factual and evidentiary summary of the
chairpersons and her willing participants knowingly and deliberately, committed negligent/wrongful
acts, conduct and behavior in difference to the requirements to serve as a member of the NC
Democratic Party from 2-8, 2015 to the present. Chairperson Keever (Aycock) without penitence
failed and/or refused to perform her required duties and responsibilities pursuant to the POO, and
her oath of office.
On or before February 17, 2016 the Federal Court 3 judge panel decided and ruled that: 1.) the NC
Congressional Districts were unconstitutional and they violate the 14 th Amendment of equal
protection clause and violated the Voting Rights Act; 2.) ordered the NC legislatures to redraw the

Congressional Districts maps; 3.) that no elections can be held until the maps are redrawn and
filed with the Court no later than February 12, 2016.
The GOP filed a request to stay the Courts ruling, decision and order. Fortunately for the NCDP,
the Court denied the GOP request to Stay the Courts ruling, decision and order.
The NCDP Chairperson (on Feb. 5th 2016 and Feb. 9th, 2016) held 2 Press Conferences and
stated as follows:
1. NCDP STATEMENT OF FEDERAL COURT REDISTRICTING RULING stating Todays decision
marks an important step towards ensuring the integrity of North Carolinas democratic process. Its
clear that Republicans in Raleigh have sought to suppress the vote of those with whom they disagree
and rig the electoral process through partisan gerrymandering. This decision is welcome news that
should begin to restore basic fairness to North Carolinas congressional elections.
2. NCDP STATEMENT ON DENIAL OF STAY IN REDISTRICTING CASE and stated The Court
has now spoken once again, The Republican districts are unconstitutional and must be redrawn
immediately. Is time for Governor Mc Cory and legislative Republicans to quit stalling and restore
integrity and basic fairness to North Carolinas congressional elections.
The NC Legislature redrew the 13 Congressional District maps and filed them with the court as
ordered.
On or about May 26, 2016 the Federal Court 3 Judge Panel decided and ruled the NC newly
drawn congressional District maps are valid. Unfortunately, the NCDP Chairperson did not hold a
press Conference to make a comment.DO YOU BELIEVE SHE REALIZE SHE DIRECTED THE
NCDP Congressional District chairpersons to violate the 14 th Amendment equal protection clause
and the Voter Rights Act???
The end result is that the NC 13 congressional districts have been forced to participate in an illegal
District convention held in an unconstitutional District, where they participated in elections that
were negligently wrong at best, and was illegal the very worst. The Delegate elections, approving
wrongful resolutions and holding elections for the NCDP Council of Review Committee members
who would not be representing the resident voters in the proper congressional Districts. Please
examine one of 13 different examples, wherein the election held in the old 13 th congressional

District (of Wake, Wayne, Wilson, Franklin, Nash counties) was around Raleigh in the East. The
newly drawn maps have the 13th congressional District in the western part of NC (in Davidson,
Davie, Iredell, Guilford and Rowan counties) 5 totally different counties. Therein is the problem of
an elected individual that does not reside in the counties of the 13th congressional district, yet they
are being represented by a non-resident voter, that the new 13 th resident voters did not have the
opportunity to vote for their representative. NO THANKS TO NCDP CHAIRPERSON PATSY
KEEVER (AYCOCK).
The other most concerning problem is the election of the NC national democratic delegates for the
DNC convention, without certification. Each of the 13 NC Congressional District did not conduct
the convention as require. Especially, when it comes to credentialing the May 21, 2016 voting
delegates in attendance of the District Convention. There were various issues and problems in
determining who could and could not serve as a delegate in the 13 NC District Conventions.
According to John Brooks NCDP chair of the Council of Review Committee (COR) . The
reason that this is so important for conventions, is that they are electing delegates to a national
convention, and because these committees determine the accuracy of the multiplier number used
in giving weight to the votes cast. This multiplier number is the number of delegates to which each
county at a convention is entitled. This number is controlled by the number of valid delegates
elected to the convention. Some lists submitted do not have the maximum number of delegates
listed and this reduces the multiplier number. Some lists include the names of registered
Republicans and independents and these names, after verification, are deleted from the lists,
further reducing the multiplier number. This year there was no determination of the legitimacy of
the delegates on the lists submitted, and therefore there was no verification of the accuracy of the
multiplier numbers used. A normal credential committee report to a convention for inclusion in the
minutes of the convention will list both the number of votes to which each county is originally
entitled and the number to which each county is actually entitled after the verification process is
completed. In the absence of valid adopted credential committee reports, there can be no
validating of any balloting. Such balloting is VOID AB INITIO
The above example clearly reveals the violation of the Voting Rights Act and how it violates the
equal protection clause of the 14th Amendment.

VOID AB INITIO the May 21, 2016. the 13 NC Congressional District Conventions, because
NCDP chair (Patsy Keever (Aycock) and the 13 District chairpersons) did, knowingly and
deliberately, if not illegally, conduct conventions in unconstitutional congressional Districts.
The AAC-NCDP Auxiliary (where the majority of African-American democratic voters reside within
52 of the 100 NC Counties) believe they have been stripped of their constitutional equal protection
directly and/or indirectly, as well as disenfranchised because of the Voting Rights Act violation.
