Provision of Security Services for UPOU Headquarters
In accordance with the Government of the Philippines (GOP) General Appropriations Act of 2016, the UP Open
University (UPOU) through the Bids and Awards Committee (UPOU-BAC) intends to apply the sum of Four Million Six
Thousand Pesos (PhP 4,006,000.00) only, this being the Approved Budget for the Contract (ABC), for the project
Provision of Security Services for UPOU Headquarters (ITB Reference No. 16-08-003). Bids received in excess of the
ABC shall be automatically rejected at bid opening.
UPOU now invites bids for the project Provision of Security Services for UPOU Headquarters. The contract
period shall be for one year starting from the issuance of the Notice to Proceed. Bidders should have completed, within
five years from the date of submission and receipt of bids, a contract similar to the project and equivalent to fifty percent
(50%) of the approved budget for this contact. The description of an eligible bidder is contained in the Bidding
Documents, particularly in Section II. Instructions to Bidders.
Bidding will be conducted through an open competitive bidding procedure using a non-discretionary pass/fail
criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as
the Government Procurement Reform Act. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or
organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines,
and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino
citizens pursuant to RA 5183 and subject to Commonwealth Act 138.
A complete set of bidding documents may be purchased from the address below and upon payment of a
nonrefundable fee for the bidding documents in the amount of Four Thousand Pesos (P4,000.00) only. It may also be
downloaded from the website of the Philippine Government Electronic Procurement System (PhilGEPS) provided that
bidders shall pay the nonrefundable fee for the bidding documents not later than the submission of their bids.
UPOU will hold a Pre-Bid Conference on 8 September 2016, 1:30 PM at the UPOU Headquarters, Los Baos,
Laguna, which shall be open to all interested parties. Only those who have purchased the bidding documents shall be
allowed to attend and participate in the pre-bid conference.
Bids must be delivered to the address below. All bids must be accompanied by a Bid Securing Declaration (BDS)
and at least one of the forms and the amount of which shall be equal to a percentage of the ABC stated in ITB Clause 18.
Bid opening shall be on 20 September 2016, 1:30 PM at the UPOU Headquarters, Los Baos, Laguna. Bids will
be opened in the presence of the bidders representatives who choose to attend at the address below. Late bids shall not be
accepted.
UPOU reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time
prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
Interested bidders may obtain further information from the BAC Secretariat, Supply and Property Management
Office (SPMO), UPOU Headquarters, Los Baos, Laguna and inspect the bidding documents from 8:00 AM to 5:00 PM
Monday to Friday.
