How lucky many of us have been living in Highland Lakes to have
had Tim as our courier. Tim exemplifies the postal workers
creed. We will miss his charming, warm personality and his friendliness. If he ever had a bad day, it was hidden very, very well.
Now its time to say good-bye to Tim, one of the best U.S. Postal
workers to have ever stepped up to our mailboxes every day.
All our best to you Tim and your family!! We hope you enjoy your
retirement!! We will dearly miss you!!

The Highland Lakes Herald is the official news medium of


the Highland Lakes Condominium Association, serving all
residents, groups and organizations.
The Association and its Board of Directors control and are
responsible for the contents of the Herald.
The staff of the Highland Lakes Herald serves on a voluntary
basis. Editorials reflect the opinions of the staff and are not
construed as representative of the general membership of
the Association.
The Herald welcomes comments, suggestions and articles
from its readers. All material submitted for publication
in the Herald must be true, factual, and newsworthy. The
editor reserves the right to withhold items from publication
pending verification of facts. In some cases where items
are of a critical or controversial nature, the editor reserves
the right to solicit comments from those with opposing
viewpoints.
Materials submitted for publication are to be given to the
receptionist in Highland House. All materials submitted
must be signed, but signatures will be withheld upon request.
Communications to the Herald should be in writing. No
material will be accepted for publication in the upcoming
issue after the 20th of the month.

SUBJECTS DISCUSSED:
1. Memorial Plaque: Name plates have been engraved. Special Thank you to Stan Roberson for engraving. A work order to
install was placed.
2. Employee Appreciation Lunch: Lunch was served on Thursday, July 21. We received a nice thank you note from the
Maintenance staff.
3. Budget: Committee accepted the budget as proposed.
4. Civic Concern Collection: It was brought to the attention of the committee that Civic concern donations have been at a
low. In order to boost donations, a suggestion was made to do a community-wide drive with door pick-up. It was suggested
working with the Court Liaisons to increase awareness.
5. Renovation Updates: A phased plan prepared by R Berlin and Assoc. (based on round table discussion results) was presented to the group for a Committee discussion. We are now waiting for budget approval.
6. Library: Members will re-shelve books at 10:00 a.m., Saturday, August 20th. It was discussed that a plan to weed out old
books should take place in the very near future as space is limited.

SUBJECTS DISCUSSED:
1. Pool/Lifeguards: Things at the pool are going smoothly. Erin, our lifeguard, had a baby girl last month. Another lifeguard
has resigned. Joe has hired a new lifeguard.
The diving board is still on order. Two have arrived damaged. There is only one company that can supply the diving board
that we need. Joe continues to contact the company for a delivery date.
Having a no back flip rule on the diving board was discussed. It was agreed that these can be dangerous and divers have been
observed nearly hitting their heads on the board. The new rule will be enforced next year.
There was concern expressed about not having two lifeguards on duty, one at each end, when there are several people in the
deep end, and there are enough lifeguards working. Joe will discuss with Drew, Head Lifeguard.

2. Karaoke Party: The karaoke party with late night swim was July 23rd. There were over 100 residents and guests who attended. The weather was great. The food was cheap, plentiful and good. The karaoke DJ's were entertaining and a few brave
souls got up to karaoke. It was a fun evening.
3. Hot Dog Daze: The last hot dog daze of the season will be August 13th noon - 2 pm. Chili dogs will be served in addition
to the regular menu.
4. Pool Closing Party: It's hard to believe it is almost the end of the pool season already! The pool closing party will be September 4th. Please bring a dish to share by 4 pm. Food will be served at 4:30.
The pool closes on Labor day at 8 pm.

SUBJECTS DISCUSSED:
1. Barb Balok opened with discussion in regards to the "Civic Concern" box that has remained empty for some time. The Clubhouse Committee has a plan to support "Civic Concern" on a community-wide basis by contacting all of Highland Lakes
courts. The plan is to put a flyer in the next Herald announcing a pick-up of donations placed on the porches prior to the date
of the collection. There are many families in our community who need our help.
2. Stan will contact all Court Liaisons to invite them to the potluck on September 8th with details and time of the event, which
is 6 p.m. on the clubhouse terrace. Please bring your own beverage and dish to pass.
3. It was noticed by Lorraine Scully and myself that our new Waste Mgmt. company (Advanced Waste Mgmt.) picked up trash
on Wednesday night vs. Thursday and are wondering if the pick-up schedule has changed. Joe will be contacted to clarify
the schedule.
4. It was reported that the Community Garden is thriving and the neighborhood deer are also enjoying some fresh vegetables
when they are able to clear the fence.

SUBJECTS DISCUSSED:
1. Plymouth Nursery had a landscape designer look over an area of evergreens in front of the clubhouse foundation plantings
to develop a plan for redoing the area. Two more landscapers to be asked to participate in quoting on the project.
2. Removal of yew cluster west of the south entrance to the clubhouse, very old looking and a lot of brown needles. Quote from
a landscaper to pull out the cluster seemed high, discussed having maintenance pull it out. White Annabelle Hydrangea
recommended for replacement.
3. Discussed a letter received from the Board regarding the Serenity Garden spreading beyond what was believed to be its originally proposed boundaries. Considerable discussion followed in defense of the garden as it is, in particular regarding an oval
covey, an approximately 8' by 8' area covered in redwood chips, that eventually led to a proposed recommendation to allow
this area to remain outside of the defined border. Proposed recommendation approved by a 10 to 1 vote.
4. A co-owner has refused to allow Friendship Garden to use their water spigot any more. Property manager will look into having maintenance attach a water line to the feed into the building and then burying a water line from there into the Friendship
Garden area.

RECOMMENDATIONS TO THE BOARD: Recommend that the oval covey area near the Serenity Garden with the
redwood chips that measures approximately 8x8 ft. and is enclosed be allowed to remain.

SUBJECTS DISCUSSED:
1. Joe told us about the phragmites spraying. We also discussed the various companies that perform this service and the pros
and cons of each.
2. Discussion on trees, especially the crabapples. Replacement trees recommended are Serviceberry, Redbud, and less likely a
disease resistant crabapple. The committee agreed that an assessment of the trees and stages of health would be an important
tool to use for decision making. We are going to do this assessment.
3. Proposal that containers have lids, to reduce the amount of trash thrown around the property, especially the lake areas. Joe
said he will look into getting more information on these containers. We also discussed the recycling, noting that the success
of the program is causing issues with the dumpster. Ecology is supportive of maintaining the program and will look at ways
to make it less unsightly.

Dear Resident,
On August 15, 2016, Tom Byrne decided to resign from the Highland Lakes Condominium
Board of Directors and concentrate on other efforts. His work was unparalleled and he gave
this community years of volunteer service and dedication. His knowledge in the financial
field permitted Highland Lakes to timely conduct capital improvements and provided stability
for the assessments of our co-owners. As a resident himself, Tom always kept the entire
community as his number one priority. He will be missed by residents, Board and staff, and
we wish him well.
The Board has taken steps to ensure that the community continues to run efficiently. Our
Management Team is well versed in day to day operations of the community and their
knowledge and experience is more than sufficient to help guide us into the future.
The Board is taking steps, guided by our bylaws, to fill this position and continue to
effectively manage our community.

Telephone scams aimed at senior citizens are on


the rise. Recently, Elaine Horwath, a Highland
Lakes Resident, was the target of such a scheme.
Elaine reported that she answered a private call supposedly from a
grandson in another state. When she asked the name of the caller, the answer was your
oldest grandson! She then addressed the caller by the grandsons name, thereby giving a name
to the caller.
The grandson then proceeded to spin a yarn. He said that a friend won a trip to Peru for
two and asked him to go along. He claimed that they were driving along in a car when they saw
a couple on the side of the road that were in need of help. He said they were on the way to the
hospital when they were stopped by the police. The police searched the car and found guns and
drugs. They were then taken to the police station where they called the American Embassy. He
said that the embassy required $950.00 to free them. Elaine said she would send the money.
The caller then said he would have to go upstairs to talk to the embassy officials and that Elaine
would soon get a return call regarding the payment details. He warned her not to tell anyone.
They hung up.
Elaine placed a call to Arizona and found that the grandson had never left the United States,
and the whole story was a fabrication. It is a fact many people, especially seniors, have fallen
victim to telephone scams. It is always wise to be skeptical of calls from private or unknown
persons. There are many con-artists out there who want your money and will tell tall tales to get
it!

pneumonia vaccine in the Clubhouse Highland Room.

Costs are as follows:

Pneumonia vaccine: $200 (subject to change)

HAP, Priority Health (formerly Care Choices), and Medicare


Part B, Blue Care Network, along with other insurance will be
accepted and will be billed as a courtesy; however, if the insurance company declines the claim you will be responsible
for the bill. Please remember to bring your insurance card
and picture ID.

SHRUB REMOVAL REQUEST FORM

Fall 2016

Deadline for removal requests is Monday, October 3rd.


All requests must be approved by a Grounds Committee
representative and must be submitted in writing to the
Clubhouse ofce. This program will take place during the
weeks of October 24 - November 4, 2016. (weather permitting).

The Association will bear the cost for the removal of the shrub(s) and recommends
that the co-owner purchase and plant a replacement shrub or some other attractive
landscaping. According to the Co-Owners Manual, SHRUB REPLACEMENT policy,
Co-owners are reimbursed $10 per shrub, up to two shrubs per year, for replacement
of dead or diseased shrubs. Please refer to Co-Owners Manual for complete details.

SHRUB REMOVAL INFORMATION


Because Highland Lakes is 45 years old, many of our
shrubs and bushes are overgrown or are in poor condition.
It has customarily been the practice that, unless the shrub
or bush is dead, the Grounds Committee will not approve
its removal. This policy has been modied somewhat, to
allow for the removal of overgrown shrubs and bushes or
those that are in poor condition. There are conditions to be
met however; these conditions are outlined on the Shrub
Removal Request Form on the other side of this yer.
The time established for the Fall 2016 Shrub Removal
Program is during the weeks of October 24-November 4.
Requests must be submitted to the Grounds Committee
NO LATER THAN OCTOBER 3, 2016 so that the Committee
has ample time to review the request. The Committee has
a mail box in the Clubhouse ofce. Be sure the form is
completely lled out.
The Association will bear the cost for the removal of the
shrub(s) and recommends that the co-owner purchase
and plant a replacement shrub or some other attractive
landscaping. The Association will reimburse you up to $10
toward a new shrub.
If such removal will necessitate a landscape plan, you must
submit that plan, along with a Grounds Request, indicating
what you are putting in as a replacement and a representative
of the Grounds Committee will inspect the planting. Please
be aware that this program will only take place during one
week in October or November, weather permitting.
Please Note: Patio shrubs and bushes are not covered for removal, they
are the Co-Owners responsibility. This program only covers the bushes
on common grounds.

BRING A DISH TO PASS

Pistachio Crusted Salmon Patties


Preparation Time: 45 minutes
Makes 6 servings
Ingredients:
1 lb. boneless salmon fillet
3/4 cup crushed pistachio
cup finely grated onion
3 large eggs
2 tsp. chopped fresh parsley
coconut oil (or oil of choice)
3/4 tsp. salt
1 tbsp. lime juice
Optional/omit of on paleo diet: Blend 1 cup greek yogurt and 1/2 cup crushed pineapple (or fruit/
naturally sweetened jam) for dipping sauce
Preparation:
Preheat oven to 350F
1. Using hands, flake salmon into chunks.
2. In mixing bowl, combine salmon with onion, parsley, salt and lemon juice. Scoop 1/2 cup portions to make patties. Place on pan and freeze for about 30 minutes. (see make-ahead instructions)
3. Dip salmon patties in egg and then in pistachio crumbs. Let dry 10 minutes before baking.
Place oil in a skillet and heat over medium-high about 3 minutes. Place patties in skillet and cook
for 3 minutes or until golden brown. Flip patties and fry another 3 minutes or until second side
is browned.
4. Place on parchment papered cookie sheet.
5. Bake for 10-15 minutes. Option: Blend greek yogurt and crushed pineapple to make healthy
dipping sauce. Fell free to substitute another fruit or natural jam to switch things up!
Make ahead: Freeze for longer to make sure the patties are firmer. Place in freezer bag and place
flat in freezer.
Ready to cook: Remove patties from freezer. Do not thaw more than prep time. Proceed to step 3.
Bake for 20-30 minutes depending on how frozen the patties are.
