I. INTRODUCTION
Payapa at Masaganang Pamayanon(PAMANA) is the national government'speace and
development framework to respond and strengthen peace building, reconstructionand
developmentin conflict-affectedareas.
As supportto the abovenationalgovernment'sprogram,the Departmentof Energy (DOE), in
coordinationwith Office of the PresidentialAdviser on PeaceProcess(OPAPP),has endorsed
the PAMANA project,for implementationin FY 2015,by electrifyingthe conflict-affectedand
vulnerableareas in two (2) Provincesin Mindanao using Solar PV System,targeting 150
households
with totalestimated
budgetof Php3,320,000.00.

II. STATUS OF PHYSICAL IMPLEMENTATION & FUND UTILIZATION

Thereare a total of six (6) projectslocatedin two (2) municipalitiesof two (2) provinces.
The DOE fully coordinatedthe implementationstrategies,Project ImplementationPlan and
Memorandum of Agreement with the concerned Electric Cooperatives(DANECO and
COTELCO-PPALMA)for the solarelectrificationprojectsin the abovePAMANA targetareas.

{ccordingly', the Memorandaof Agreement(MOAs) have been duly signed, notarizedand

returnedb1'the concernedECs to DOE and is now beingroutedfor the signatureof concerned

Sitios in Barangay Balatikan, Pikit, North
Cotabato. the concernedofficials of COTELCOPPALMA has already returnedthe duly signed
MOA and ImplementationArrangementfor said
oroiect.
3. For the DOE-PAMANA project in Barangay
Tandik, Maragusan, Compostela Valley,
DANECO hasjust returnedthe revisedMOA for
DOE's signature,SaidEC hasyet to submitthe
revised Project Implementation Plan for said
project.

Action taken/Recommendation/s
We are now facilitating the releaseof project
funds to the concernedElectric Cooperativefor
the implementationof PAMANA 2015project.

We are now facilitating the signature of

concernedDOE officials for the DOE-PAMANA
2015 project. We are also requesting the
concerned Electric Cooperative to submit a
Project ImplementationPlan for said PAMANA
project.

We wish to note that the implementationarrangementfor eachproject shall be presentedto the

concernedLGU officials, concernedelectriccooperative,OPAPPand AFP to smoothenthe roles
and responsibilitiesof eachconcernedstakeholders
and realizesuccessin the implementationas
well as ensureprojectsustainability.
