This document outlines general information, instructions and requirements to be complied by Vendors.

GENERAL INSTRUCTIONS
2.1
The language for all correspondence, documents, drawings, Instructions, Manuals etc. shall be English and they
shall state the name of Company, Purchaser, Project Title, Contract No., Requisition Number, Item number and
Service, Title / Description of item etc. as appropriate.
All revised documents/drawings submitted by vendor to the purchaser till final Review/approval is obtained shall
be at no additional cost and/or time to the purchaser.

Metric system (MKS/SI Systems) shall be used for documents/drawing/measurement unless otherwise specified.

GENERAL
3.1.1
Bids shall accompany answers to specific questions and requirements in part A, irrespective of whatever is stated
in the body of Vendor's quotation and/or covering letter.
3.1.2
Similarly, any reservation not explicitly highlighted as an answer to this requirement in part-B will not be binding
on purchaser/purchaser's consultant.
3.2
3.2.1
Vendor shall clearly highlight deviations, if any, from specifications in Form'B' (enclosed) irrespective
of whatever is stated elsewhere in the offer. Any deviation not stated in above form will not be
considered and it will be presumed that vendor will comply with all other requirements stipulated in
the material requisition.
b)
Vendor shall make a specific mention in the covering letter of his bid that "all requirements stipulated in
bid documents of the material requisition, other than those specifically stated in deviation list covered in
Form 'B', shall be met".
c)
Vendor shall furnish answers to questions listed in enclosed Form A-Technical Questionnaire and
submit along with his offer. Also required with bid, Form C to G (as applicable) duly completed.

In addition to documents listed in VDRS, the Vendor shall furnish such additional documents which are essential
for safe and guaranteed operation and maintenance of the supplied equipment/material.
c)
It is normally presumed that all work connected with this Material Requisition would be handled at Vendors own
premises. However, if Vendor finds it unavoidable that certain portion be handled elsewhere at sub vendors
premises, then Vendor shall provide (1) names, (2) addresses (3) track records of such sub-vendors along with the
bid. Purchaser/Purchaser's Consultant reserves the right to accept or reject such sub-vendors. If the bid does not
contain this list, it will be presumed that entire work of this Material Requisition will be handled at the Vendors
premises only.
d)
List of bought out items like electric motors, instruments, control panels, valves, fittings, etc. needed for this
Material Requisition along with names, addresses and track records of respective sub-vendors, along with the bid.
Purchaser reserves the right to reject any sub-vendor. Vendor shall not change sub-vendors after placement of
order.
e)
If Vendor intends to avail services of outside party or consultant (s) for design, then the name, address and track
record of such consultant (s) should be submitted.
f)
The Vendor will submit a list of similar jobs handled in past by him along with the details of client, year of
completion and copies of any feedback information received by him from clients regarding the functioning of
equipment/material supplied by him.
g)
Personnel
Vendor shall provide competent and authorized technical and commercial representatives of all disciplines for
technical and commercial discussions at bid evaluation stage. Normally discussions will be held at purchaser's /
Consultant's office. A notice period of about 7 to 10 days for bidders will be given for such discussions.
3.3
3.3.1
a)
Personnel
Vendor shall make available competent and authorized technical and commercial representatives for a kick-off
meeting prior to commencing work as per purchase order.
During design and/or manufacture if Purchaser/Purchaser's Consultant finds it necessary to discuss, some matters
relating to the order, then vendor shall provide competent and authorized technical and/or techno-commercial
personnel for such discussions. Such meetings are normally held at purchaser's/ purchase consultants premises.
Notice for such meetings in the above cases will be given as in Para 'g' above.
b)
If during design/detailed Engineering/manufacture of the ordered items the vendor discovers any
discrepancies/conflicts in the purchase requisition documents, he shall obtain clarification in writing from the
purchaser / purchaser's consultant before proceeding with the work.
In the event of errors occurring during manufacture, vendor shall alert the purchaser immediately giving all details.
c)
Vendors compliance to specification does not relieve him of his responsibility to provide equipment and
accessories of proper design to meet the operations, maintenance and safety requirement of supplied material.
d)
Vendor on whom the purchase order is placed is responsible for the due compliance of the order by himself his
manufacturer, sub-vendor, supplier etc.

After placement of Purchase Order, the vendor shall abide by the requirements of the purchase requisition
documents except for the deviations accepted by the purchaser vide 'Form B' enclosed to the purchase requisition.
However during the execution of the order, the vendor feels that additional deviations are necessary for executing
the order, the vendor shall immediately request the approval of the purchaser and purchaser's consultant of the
proposed deviations giving the following details.
P.O. number and description.
P.O. item No., Tag No./Equipment No. etc.
Drawings and documents affected by the request.
Description and reason for request with enclosures as required.
Effect of this request on price and time schedule.
It should be clearly understood that the purchaser is not obliged to entertain and approve such requests from
Vendor. However in the interest of work purchaser may at his sole discretion entertain and approve such requests
partly or completely. Only after receipt of purchasers written approval the vendor should go ahead with the
deviation requested in keeping with the approval received.
If the requested deviation is not accepted by the purchaser the vendor shall be bound by purchase requisition
requirements.
3.3.2
a)
All applicable drawings, data sheets, catalogues and other technical documents, in requisite number of copies, as
specified in "vendor data requirement schedule" shall be submitted.
Design calculations for equipment and sizing calculations for control and safety valves etc., shall also be submitted
for approval if specified.
b)
After completion of manufacture, final inspection and release for despatch, vendor shall submit in requisite number,
as specified in vendor data requirement schedule, "as built" drawings, data sheets duly signed by final inspection
authority, for inclusion into operation manual for the project to be compiled by purchaser/ consultant.
c)
Operation and maintenance manual(s) in requisite numbers shall be submitted along with equipment/supplies.
d)
List of spares, tools, tackles, installation aids, chemicals, initial fill of lubricants etc. supplied shall be submitted
along with despatch documents.
e)
Details of any facilities/accessories required for erection and/or pre-commissioning but not included in the vendors
scope of supply shall be furnished well in advance for erection and/or pre-commissioning.
f)
A consolidated list of all deviations raised and approved by purchaser and/or their authorized representatives during
execution of order shall be submitted prior to despatch of equipment. This list will also be attached as an annexure
to the "Operations and Maintenance Manual" to be submitted by vendor.
g)
Details of packing and protection provided for transportation of equipment to site shall be submitted. This
document should also contain detailed instructions for handling and storage at site.
h)
Equipment weight certificate as per Form H (enclosed) including 'COG' shall be sent along with equipment

SUPPLIES
a)
Vendor shall supply all commissioning spares, tools and tackles, initial fill of lubricants, chemicals and such
consumables along with main equipment.
b)
Items such as gaskets, gland packing seals etc. used during final testing, but needs to be changed before
commissioning shall be separately identified, packed, labelled and supplied along with main equipment.
c)
Any loose items and/or equipment which are to be fitted by vendor at site before commissioning shall be properly
identified, packed, labelled and supplied along with main equipment.
d)
Calibration aids, gases etc. that are in vendor's scope of supply shall also be supplied along with main equipment.

INSPECTION
Vendor shall have a system to ensure that all inspection, measuring and test equipment used to produce the product
ordered are calibrated and fit for use. Vendor shall do all that is necessary to comply with purchase requisition
document with regard to Inspection/Quality Control requirements, submission of reports, certificates etc. and
provide every assistance for inspection / witnessing of tests by purchaser's representative or by a third party
appointed by purchaser.
Company/Purchaser's representative shall have the right to reject any material/equipment that is found to be of
unacceptable quality or workmanship or fails to comply with purchase requisition requirements.
5.1
INSPECTION NOTICE
Vendor shall give purchaser a notice (as agreed during QA/QC review) of forthcoming 'Witness' and 'Hold'
activities.
The notice must be communicated by letter or telex and shall include the following.

Plant location and date on which the items will be ready for inspection.

ADDITIONAL/TECHNICAL NOTES

SCOPE
The scope of supply shall include design, manufacture, testing, packing and supply of Sacrificial type Cathodic
Protection system without monitoring facility for B55-5, B-157, ZC Platforms Jacket Structures and B-127
Platform Jacket structure and J-Tube complete with Slender Stand Off type Sacrificial Anodes, mounting
accessories in accordance with Functional Specification for Offshore Structures FS 4001, Rev. 6.

CONFLICT
In the event of conflict between Additional/Technical notes, Specification, Data sheets, Codes & Standards the
following order of priority shall govern.

GENERAL/TECHNICAL REQUIREMENTS
1.1 Sacrificial Type Cathodic Protection System shall be provided for Offshore Jacket Structure of B55-5, B-157,
ZC Platforms and B-127 Platform comprising Jacket structure and J-Tube. The Cathodic Protection System
shall be without Monitoring Facility.
1.2 The Sacrificial Anode Cathodic Protection System Design, Selection, Installation and Testing shall be in
accordance with relevant standards, Recommended Code of Practices, Specification, Data sheets, Installation
Notes & Drawings. The CP System shall be designed for operating life of twenty five (25) years.
1.3 The basic parameters to be considered in CP system design for jacket structures as follows:

1.4 Vendor shall consider the Surface area for B-127, B55-5, B-157 and ZC Platforms as indicated in
ANNEXURE-1/2/3/4 attached.
1.5 Vendor shall supply Mounting Accessories as required for slender standoff Anodes. Vendor shall furnish
Anode Installation Drawing along with the Bill of Materials for mounting accessories required for Anode
Installation. The mounting accessories shall be supplied by the Purchaser.

1.7 Vendor shall submit Anode Location and Distribution Drawings for Purchaser/Owners Review/Approval.
1.8 Complete calculations shall be submitted to Purchaser/Owner for Review/Approval.
1.9 Vendor shall furnish all Drawings and Documents as listed in Vendor Document Requirement Schedule
(VDRS) for Review/Approval after the Placement of Order.
1.10 Anodes distribution on structural members of jackets shall be based on advanced computer modeling
techniques such as Boundary Element Method (BEM) to ensure uniform current distribution.
1.11 Vendor shall consider 10% contingency on the total Surface Area indicated in the Data sheet while
calculating the total number of anodes.
1.12 The Vendor shall note that the Details of Surface Area of Structure given in the Data sheets are indicative. It
shall be responsibility of Vendor to calculate the Total Surface Area of Structure to be protected from the
detailed Approved for Construction Structural drawings.
1.13 Vendor shall have final and total unit responsibility for the design and performance of all equipment
furnished by him.

1. SCOPE
This specification defines the minimum requirements for the material selection,
design, manufacture, supply and installation of a sacrificial type cathodic
protection system with monitoring facilities (wherever required) for offshore
structures. The structures include all offshore structures like platform jackets,
clamp-on structures on existing platforms, flare or bridge support tripods, SPM
including PLEM and other appurtenances permanently attached to any of the
structure.
2. CODES & STANDARDS
2.1. Design and installation of the cathodic protection system shall be in
accordance with good marine engineering practice in corrosion protection and
compliance with the latest revisions of following Codes & Standards:

5.2.8. Interference
Suitable arrangement to prevent interference in cathodic protection
system on bridge-connected structures shall be made by the vendor.
5.2.9. Clamp-on structures:
Vendor shall calculate the exact surface area based on structural
drawings and furnish details of the same. The surface area of all the
components as defined in section 5.2.3 shall be considered for cathodic
protection. External surface area only shall be considered for
conductors, conductor guide support framings, clamps including
stiffeners, stubs and anode clamps. Both external and internal surface
area shall be considered for conductor guides and conical plates. In
addition to the above, 10% contingency, especially for fasteners and
other fixtures of clamps, shall be included in total surface area to be
protected.
5.2.10. The complete surface area of PLEM shall be considered for cathodic
protection.
5.2.11. Submerged surface area and splash zone surface of SPM shall be
considered for cathodic protection.
5.3.Anode Material
Anodes shall be GALVALUM-III or Equivalent (Al-Zn-In) alloy suitable for
protection of steel in submerged marine environment. They shall not have any
mercury content. The potential of the sacrificial alloy material shall be (-)
1.08V or more negative referred to a silver/silver chloride reference electrode.
The Electro-chemical efficiency of anode material shall be minimum 2500
AH/Kg after four (4) days of operation as per DNV RP B 401.
6. TESTING AND INSPECTION
6.1. Anode Composition analysis:
Anode composition analysis shall be undertaken by methods agreed upon in
advance. Two samples from each melt shall be taken for chemical analysis.
The samples shall be taken in the beginning and at the end of casting from
the pouring string. Checking of closed circuit potential and practical mass
consumption shall be done for each 15 ton produced anodes. The test
samples may be separately casted or cut directly from an anode. Amperehour capacity test shall be carried out be weight loss method only.

6.2. After casting, the inspection of the anodes shall be done to ensure that:
6.2.1. AH capacity of anodes shall not be less than the figures considered for
design i.e. no negative tolerance shall be permitted.
6.2.2. Closed circuit potential shall be within (+) 10 mV and (-) 50mV of the
guaranteed value. For example, for design value of (-) 1.08 volts,
anodes having closed circuit potential less negative than (-) 1.07 Volts
shall be rejected.
6.2.3. The anodes shall have minimum net weight (Gross weight minus core
weight) within a tolerance of + 2.0% to 1.0%. However, overall
negative tolerance shall be 0% to ensure that is no short fall in total
alloy weight.
6.2.4. Dimensions shall be within tolerance limits indicated in the approved
drawings. No negative tolerance shall be allowed in standoff
dimensions.
6.2.5. At least one anode per delivery or at least 0.5 percent of the anodes
shall be subjected to destructive testing to check that the casting is to
an acceptable standard, each anode shall be cut at 3 of the most
relevant locations. The cut surface shall generally be free from visible
pores and slag/dross inclusions. The lack of bond or void between
anode core and anode material shall not exceed 5%.
As an alternate to a destructive testing, a non-destructive testing by
radiography may be used to check for lack of bond or slag/dross
inclusions if so permitted by the Company or its authorized
representative.
6.2.6. Anode to steel insert shall be checked for electrical continuity. The
resistance between the connector and the body of the anode shall not
exceed 0.005 ohm.
6.2.7. The anodes shall be free from mechanical defects like cracks,
shrinkages, excessive flash, surface projections, laminations, cold laps,
surface slag etc. as consistent with good casting practice. Criteria for
accepting these shall be as per NACE STANDARD RP 0387-99.
6.2.8. All the above Inspection / tests shall be witnessed by Company or its
authorized representative.
6.2.9. All anodes shall be delivered with material certificate from the Vendor
stating batch identification number and chemical analysis.
6.3. All work, materials, and equipments shall be subjected to inspection by
Company at all reasonable times. However inspection by the Company shall
not relieve the Vendor of his responsibility under terms of contract.

9.3.1. The monitoring system shall also include four monitored anodes which
shall be located at two different elevations on the structure with two
anodes at each elevation.
9.3.2. The monitored anodes shall be identical to those supplied for the
structural protection system and have the same physical characteristics
but suitably modified so that current outputs can be electrically
measured at the monitoring panel. The anodic material of the
monitoring anodes shall be electrically insulated for those parts of the
anode core to be welded to the structure with an insulation resistance,
of not less than one mega ohm(when dry) and reducing to not less than
one thousand ohms(when wet). Prefabricated isolating joints with
suitable mechanical properties shall be utilized.
9.4. Monitoring panel
The monitoring panel shall be located in the switchgear room or other
suitable location in safe area. The panel shall be of sheet steel (14 SWG)
construction with an enclosure protection equivalent of IP-51 or NEMA-12.
The monitoring panel, as a minimum, shall contain the following;
a) Selector Switches, manually operated, one for each reference electrode
and monitoring anode.
b) Voltmeter with capability to measure the potential difference between
the structure and each of the reference electrodes.
c) Ammeter with capability to measure the current output of each of the
monitored anodes.
d) Built in Meter calibration facility for checking the calibration and
accuracy of the instruments.
e) Mimic diagram showing the platform jackets to be cathodically
protected shall be included on the front of the panel. Positioning of all
reference electrodes and monitored anodes shall be marked distinctly
on it. Different colours shall be used for marking structures, monitored
anodes and reference electrodes. The positions of reference electrodes
and monitoring anodes get illuminated when they are selected for
voltage or current readings respectively. LED displays may be used for
this purpose.

Power supply for the panel shall be provided by the contractor and the vendor
shall specify the total power required for the panel.
10. CABLING
All cabling from each reference electrode and monitored anode shall be brought to
a metallic waterproof junction box, mastic filled and mounted on the
jacket/walkway level in unclassified area. The cables shall be double insulated,
abrasion, ozone and weather resistant and suitable for total immersion in seawater. The cable shall be routed through a conduit and supported from the jacket
by welded bracket. The main raiser conduit shall be clamped at frequent intervals
for adequate supporting.
11. SERVICE AFTER INSTALLATION
11.1. The vendor shall provide necessary test equipments, material and services of
a corrosion specialist and carryout performance tests at the site after jacket
installation and verify that required protection level has been achieved.
11.2. The contractor shall carry out CP survey to ascertain the effectiveness of the
cathodic protection system provided for the jacket structure. The survey
shall be carried out after 60 days of the launching of jacket (and before 180
days maximum) to ensure that the structures are sufficiently polarized.
11.3. During detailed engineering, the contractor shall develop and submit
procedure for carrying out CP survey, for Companys approval. However,
the survey procedure shall comply with the requirements of DNV standard
RP B-403. If the survey results show that the protection level is not
sufficient on any one or more than one location of the jacket member, the
contractor shall provide additional new anodes on all deficient locations so
as to raise the protection potential to required level and cost of all these shall
be borne by the contractor. The basis of redesign/redistribution and all
relevant back-up documents, as required by the Company, shall be made
available by the contractor for review and approval
12. SPARES:
12.1. Vendor shall provide spare parts needed for start-up. In addition, Vendor shall
furnish a separate priced list of recommended spares for two (2) years normal
operation and maintenance. Recommended spares shall take into account the

14.12. Routine and type certificates for cable glands, junction boxes, pull boxes

14.13. Vendor shall confirm and provide guarantee for the design life (minimum)
for reference anodes with necessary back up calculation and other relevant
data.

16. CERTIFICATION:
All offered plug and sockets or those of similar design manufactured by same
vendor:
Shall have been type tested by an authority approved by the company
Shall have been in continuous satisfactory service on offshore for a
minimum period of two years.
Shall be having current certification/approval/listing by an agency approved
by company or UL or FM.
17. PACKING AND TRANSPORATION:
The offered equipment along with their accessories shall be shipped to site packed
in wooden crates. They shall be wrapped with polythene sheets, before being
placed in the crates to prevent damage to finish. Crates shall have skid bottom for
handling.

and construction practice. No omission from these specifications shall relieve the
Contractor from this responsibility.

The Vendor shall be held accountable for furnishing all data/drawings in proper
form and quantity in accordance with these requirements. The Vendor shall also
be accountable for the documentation required from his sub-vendor.
2.
Each Vendor data item requested above must be identified by the Purchase Order
number and equipment tag number located on the cover sheet or First page of said
item and in the case of engineering drawings, on each and every drawing.

All drawings and literatures shall be in the English language and the Metric
Measurement System.
5.
The reproducible drawings, 279 mm x 432 mm (11" x 17") size and full size are to
be of such quality that Clear Legible prints can be made with Osalid type
reproduction facilities.
