POLITICAL NEUTRALITY

By: Clyde Albarico Cadapan

The concept of political neutrality requires that all employees ensure that
they are not publicly active in any political affairs and do not intend to publicly
engage in such activities during their employment. Every government employee
must practice political neutrality not only because it is mandated by the commission
and the law but also because it prevents biased critical decisions may you be a high
ranking government employee or a clerk. To be honest, it is kind of hard to achieve
true political neutrality. Political neutrality means you need to be gray instead of
choosing black or white. The ability to choose is human nature and you are limited
to choosing none. However, does it really matter? For me, and for what the
commission believe, no.
I have practiced political neutrality even before I decided to enlist myself into
government service. When I was a student, I remember myself to not care about
debates about politics may it be a healthy one or not. Until now, I do not encourage
myself to join such trends. Another way to show my compliance to political
neutrality is to give my full service to the public no matter what political party they
support and a part of.
However, I believe that the scope of this mandate is limited only to the public
activities of a government employee in any political affairs. I can still be able to
support someone by voting for him or her provided that I am not promoting his or
her candidacy.
