Action Sought
Adopt Ordinance 938, an ordinance amending the adopted 2016 fee schedule and order its
publication.
Background
Each year in December, the council adopts a comprehensive city fee schedule for the
following year. Throughout the year additions or corrections need to be made to the fee
schedule to reflection changes in laws and state regulations.
The corrections and additions are as follows:
Corrections
The fee for a residential water heater was found to be higher than necessary after a
resident commented on the cost during a Coffee with the Administrator event. Staff
reviewed the fee and recommends lowering the fee from $75 + $1 state surcharge to
$55 + $1 state surcharge.
Update
Owners or renters who change the type of usage for commercial buildings may need
to comply with sections of the Minnesota Building Code that previously were not
required. By requiring commercial building owners to inform the city when their
buildings original use is being altered, and whether the change applies to one tenant
or to the entire building, staff can monitor and ensure owners/renters are aware of
any needed modification due to the new occupancy and whether the use still
complies with city zoning requirements. It will also allow the building department to
know if any remodeling permits will be required. Examples include changing
from an office space to a physician's practice or from retail use to a restaurant.
