Budgets, Sports Fields, School Redesign, Oakland Unified at the White House, and More...
Happy Summer! This newsletter provides an overview of some key actions the School
Board took in June, before our summer recess, and some great developments that have
occurred over the break. There are also opportunities at the bottom for you to engage, a
call for someone to help me write this newsletter, and openings on our parcel and audit
advisory committees, and the Measure N Commission. Remember, school starts August
24!

At our final meeting of the 2014-2015 school year, the Board of Education adopted the budget for
the fiscal year that started July 1, and the Local Control and Accountability Plan that outlines
how we will use funds designated for students who are English Language Learners, from lowincome households, or in foster care.
The numbers in our budget are large, and yet in my opinion much more funding should be directed
to public education in California. I am glad that more funds are arriving, and that the State is
now reimbursing the money it withheld during the Great Recession. And I am mindful that
California continues to spend less on average per pupil than other states, even though we have
more wealth here.
On June 24, the School Board approved re-design plans for Fremont High School, Castlemont High
School, McClymonds High School, and Frick Middle School. The proposals were developed by
teams from each school that included teachers, school staff, students, parents, and community
members. Teams were able to visit other schools across the country and locally to inform their
designs. These schools have the next year to plan for the launch of the new programs in August
2016. You can read more about the plans for each school here.
I am pleased to report that over the summer, we will be installing a soccer field at Oakland
International High School, next to the Rickey Henderson (baseball) Field of Dreams. Last spring I
convened the Temescal Playing Fields Advisory Committee with representatives from Oakland
Tech, Oakland International, and Emerson Elementary school, along with parents, sports team
leaders, and school and city officials and staff. The Advisory Committee looked at athletic field
needs at all three school sites, and came up with a plan to create much needed soccer space at
Oakland International by slightly reducing the outfield of the Rickey Henderson Field. They also
have developed plans for a softball field and additional outdoor play space at Emerson
Elementary School. I will continue to work with Superintendent to see this entire project is
completed. You can learn more about it here.
Earlier this month, a team from Oakland Unified was invited to Seattle to share with City and
school district leaders how Oakland has used a range of strategies to reduce suspensions by 47%.
This is part of our ongoing work to reduce the disproportionate suspension of students of color.
Do you like to write, to know whats happening at our North Oakland schools, and be familiar with
the issues before the School Board? I have an opening for a writer/reporter to help publish this
newsletter on a more regular basis. I anticipate this position to be about 10 hours/month. For
more information, drop me a line with your qualifications and a writing sample.
Right now in Alameda County, there are 100 kids on a waiting list for a Court Appointed Special
Advocate (CASA). The CASA program recruits, trains, and supports volunteers people like you
and me to speak and act as advocates for the best interest of abused, neglected children and
youth in the juvenile courts. These kids dont have parents or guardians who can speak up for
them. Volunteers advocate on behalf of the childrens educational, safety, health and mental
health, and related needs. A small amount of your time can make a huge difference.
EVENTS
On Thursday, July 30, the Alameda County Labor Council and the Campaign for a Healthy
California are hosting a celebration of the 50th anniversary of Medicare. The Labor Council is
inviting the community to join the rally at 11 a.m. in front of Oakland City Hall.
On Saturday, September 12, the seventh annual Volunteer Fair offers a one-stop shop to find a
volunteer opportunity with Oaklands schools. The 30 volunteer programs represented at the Fair
provide flexible opportunities for you to commit as much time as suits your schedule. In addition,
each group at the Fair offers full training for their volunteers.

Thank you to those of you who kindly spent your morning joining as a Cabinet last Thursday! We appreciated the hearty conversation
especially about the status of your recommendations around protecting Oaklanders, the process for and state of debates. There was
much to consider around the key questions posed: Given some serious bandwidth challenges, what should be prioritized for the following
9 months? What would be the best process for outreach and deliberations for key issues?
The variety of feedback is being taken very seriously and we will be back to you particularly those who raised a hand or who had ideas
about how to shape an Advisory Committee. If you have further ideas about a process by which to reach out to people who would like to
serve on an Advisory Committee and/or how to shape that work, please let Tomiquia know. In the room thus far, we heard interest from

Thank you for your continued commitment to addressing the housing crisis in Oakland. City staff and many
partners have been doing their part to protect and build -working diligently since our last meeting to lay the
groundwork for the policies and strategies outlined in Oakland at Home. However, sometimes the process
of doing so is especially challenging for a variety of reasons and we think you could help. If you are willing,
we would like to reconvene the Housing Cabinet and provide updates on the progress and set-backs since
our last meeting, then receive feedback and advice from Cabinet members on the efforts. Specifically, we
seek feedback and advice on work currently underway to expand renters protections and services, the
County Affordable Housing Bond, the emerging City Infrastructure Bond and the draft Public Land Policy.
The goal of this meeting will be to coordinate efforts, troubleshoot roadblocks, and lay the groundwork to
communicate more effectively in the future. Also, the Cabinet recommended that the City set up an
Advisory Group and we will ask who is interested in serving on this going forward.
Based upon feedback we have received from Cabinet Members, we would like to schedule this meeting for
9:00am to 11:00am on Thursday, June 16th at the Mayors Conference Room in City Hall. Please be on the
lookout for an agenda and some materials closer to this date.
We are aware that the housing crisis has tensions higher than they have ever been. This is why it is
imperative that we meet and ensure that these policies are refined and strategies are implemented.

1. Final report:Thank you to the dozen reviewers who quite thoroughly reviewed the final draft report. (There
were over 1400 edits and comments -mostweintegrated thanks to the steadfast skill of Ethan Guy.) The
report is being polishednow and will be released shortly. An even more complete report with all appendices
will be available later in the spring on a website.
2. Media:There will be articles by local press featuring an overview of the City's ongoing housingworkand the
Cabinet'srecommendations in the weeks to come.
3. Community events: A report launch and/oropen house withcommunity conversations, information sharing
and troubleshooting individual housing issuesis being contemplated. Additionally, SPUR Oaklandis shaping
some spring forums that will feature aspects of the topstrategies-including some of you as panelists.
4. The Mayors Office is currently setting up a CoordinationTeam with 5-10 people -mostly from within City
government-to meet regularly to ensure strategies are on track, issues are addressed expeditiously, the
network of talent and resources to help execute continues expands, and new opportunities are folded into
the work strategically.
5. We areendeavoring to set up a meeting with Mayor Schaaf andCouncilmembers to see which strategies
and action steps are most interesting to each ofthem and chart thebest wayto support them in 2016.
6. A smallconsultant scope is being shaped to help work with stakeholders on the renters' services,
protections and enforcement issues.
7. The NOAH and Public Lands Workgroups have more work to do and have resumed doing so already.
8. Surveying and planning work to advance the potential County HousingBond is underway.
9. Lastly, look for an invitation from Mayor Schaaf to a simpleevent in March toappreciate your contributions.

Our City is undergoing a renaissance that creates unprecedented possibilities for economic
growth, job creation and new investment in the public realm. However, in our region, the
population growth and a burgeoning economy have contributed to the housing crisis. Every
month, increased rents and home values in Oakland continue to astound while longtime
Oakland residents are left struggling to resettle due to rent increases or evictions. Although
our City has made substantial efforts to increase housing stock and protect renters, these
actions are insufficient if we want Oakland to remain diverse.
Thus, the Mayor is in process of forming a housing cabinet chaired by Claudia Cappio and
Heather Hood and would like you to participate. I have included some information below and
attached regarding the schedule of upcoming meetings. Please advise if you are able to
participate in the cabinet.

The convenors (Heather, Claudia, Michele) will be connecting with all the working
group leaders during the next few weeks to make sure we are moving forward.

work together over the past six months. We especially appreciate the extra effort the Work Group Chairs
committed and the respectful deliberations we all had. Weareconfident we have charted a practical course to

to my team and me. I also want to acknowledge that we are not done with the work as we
expected to be by the end of 2015. For those of you who were present at our meeting this past
week, you too know just how complicated our challenge is to ensure that all Oaklanders will
be confident our city will be home for many years to come. I am confident we will get that
done with a little more effort.
I am tremendously impressed and appreciative of the deep dives the Cabinet has done so far.
We are on track to do what we initially intended:
<!--[if !supportLists]--> <!--[endif]-->Recommend the top 3-5 strategies that will have the
most impact the City should focus on to solve the current housing crisis and meet the
citys population growth.
<!--[if !supportLists]--> <!--[endif]-->Ensure that the city remains economically, racially
and culturally diverse.
<!--[if !supportLists]--> <!--[endif]-->Develop a shared public-private-non-profitphilanthropic platform to execute on the top solutions to protect people where they live
now, create new homes and powerful financial solutions as needed.
Here is what you canexpect in the next couple months:
1. A draft report summarizing the research, insights and any conclusions that have
emerged thus far will be distributed by email for the Housing Cabinets and
Councilmembers review in early January. Comments will be due back to Claudia and
Heather by January 11th.
2. In that same email, there will be a survey about what your interests and
recommendations are.
3. A few Work Groups will continue to do deeper dives on a few issues such as renters
rights and services, NOAHs and refining a draft public land policy.
4. I will tap a few people for informal conversations with the Co-chairs and me in the
second week of January. A January Cabinet meeting will be scheduled for the week of
January 18th. At this meeting, there will be plenty of time to vet the merits various
strategies and consider the tradeoffs.
We respect that even if what this entails for you is as straightforward as one more long
meeting or as heavy as Chairing a multifaceted Work Group, it is more than you planned. If
you do not want to engage the issues in this way for any reason, we will certainly understand
and respect your choice.

Thank you to the Housing Cabinet - a love letter

Hello HousingCabinet members. Happy Valentines Day. Thank you for the tremendous effort you put into our
work together over the past six months. We especially appreciate the extra effort the Work Group Chairs
committed and the respectful deliberations we all had. Weareconfident we have charted a practical course to
solve Oakland's affordability crisis. Your dedication shows how much you 'hella love Oakland!'
The hard work lies ahead to implement our seven topstrategies.We hope you too areinspired to do so with the
City inone way or another. Here's what you can expectin the immediate future:
1. Final report:Thank you to the dozen reviewers who quite thoroughly reviewed the final draft report. (There
were over 1400 edits and comments -mostweintegrated thanks to the steadfast skill of Ethan Guy.) The
report is being polishednow and will be released shortly. An even more complete report with all appendices
will be available later in the spring on a website.
2. Media:There will be articles by local press featuring an overview of the City's ongoing housingworkand the
Cabinet'srecommendations in the weeks to come.
3. Community events: A report launch and/oropen house withcommunity conversations, information sharing
and troubleshooting individual housing issuesis being contemplated. Additionally, SPUR Oaklandis shaping
some spring forums that will feature aspects of the topstrategies-including some of you as panelists.
4. The Mayors Office is currently setting up a CoordinationTeam with 5-10 people -mostly from within City
government-to meet regularly to ensure strategies are on track, issues are addressed expeditiously, the
network of talent and resources to help execute continues expands, and new opportunities are folded into
the work strategically.
5. We areendeavoring to set up a meeting with Mayor Schaaf andCouncilmembers to see which strategies
and action steps are most interesting to each ofthem and chart thebest wayto support them in 2016.
6. A smallconsultant scope is being shaped to help work with stakeholders on the renters' services, protections
and enforcement issues.
7. The NOAH and Public Lands Workgroups have more work to do and have resumed doing so already.
8. Surveying and planning work to advance the potential County HousingBond is underway.
9. Lastly, look for an invitation from Mayor Schaaf to a simpleevent in March toappreciate your contributions.
