4.1 INTRODUCTION
Child population encompasses that proportion of the total population of the country which
lies in the age group of 0-6 years which is an important indicator since it overlooks a delicate
segment of the population.
India is the second most populous country in the world where 13.12 percent of her population
lies in the tender age bracket of 0-6 years as per the provisional Census 2011 figures. The
decline in total child population since Census 2001 stands at 5,030,327 where the decline in
rural child population is 8,885 which is in contrast to the increase in urban child population
reported as 3,855.
The highest rural and urban child population have been reported from Uttar Pradesh whereas
the lowest figures for both the above mentioned categories are recorded from Lakshadweep.
The chapter deals with rural-urban classification of data upto the district and tahsil level. In
addition there is a detailed comparison of the states rural-urban child population with the
figures reported at the national level, with its neighbouring states and among the Empowered
Action Group (EAG) states as well.

4.2 RURAL-URBAN CHILD POPULATION IN INDIA AND


MADHYA PRADESH
As per the provisional Census 2011 figures, India has recorded an aggregate child population
of 158,789,287 which comprises of a rural child population of 117,585,514 and an urban child
population of 41,203,773. In terms of absolute figures the total child population has witnessed
a decline of 5,030,327 from 2001 to 2011. It is interesting to note that there has been a sharp
decline of 8,884,983 in rural India coupled with an increase of 3,854,656 in the urban areas.
Madhya Pradesh has recorded a total child population of 10,548,295 which can be segregated
into a rural child population of 8,132,745 and an urban child population of 2,415,550. In
the decade 2001-11, Madhya Pradesh has witnessed a decline of 233,919 in terms of child
population which is much lower than the figure reported at the national level. From 2001 to
2011, a decline in rural child population of 310,999 and an increase in urban child population
of 77,080 has been observed for the state. Statement 4.1 shows the child population for India
and Madhya Pradesh across the Census Rounds of 2001 and 2011 respectively.

The proportion of child population in the age group 0-6 years at the national level is 13.12 percent
where the rural child population proportion comprises of 14.11 percent of the total while the
urban child population accounts for 10.93 percent. For Madhya Pradesh, the proportion of
child population stands at 14.53 percent where the rural child population proportion is pegged
at 15.48 percent and the urban child population is 12.04 percent. A similar trend is observed
for both India and Madhya Pradesh where the decline in the proportion of child population
is greater in the rural areas as compared to its urban counterpart as shown in Statement 4.2.

4.2.1 Top and bottom five State/UTs by child population


From the perspective of rural child population, the top five states with the highest figures
are Uttar Pradesh (24,248,066), Bihar (16,899,426), Rajasthan (8,319,914), Madhya Pradesh
(8,132,745) and West Bengal (7,535,228). The lowest numbers, in ascending order, are observed
in Lakshadweep (1,771), Chandigarh (4,255), Daman & Diu (7,231), Andaman & Nicobar Islands
(26,547) and Dadra & Nagar Haveli (27,675) as shown in Statement 4.3.

For child population in urban India, Uttar Pradesh (5,480,169) has secured the first rank
followed by Maharashtra (5,402,522), Tamil Nadu (3,243,269), Gujarat (2,817,927) and Andhra
Pradesh (2,790,402). The states recording the lowest child population include Lakshadweep
(5,317), Andaman & Nicobar Islands (12,950), Sikkim (14,039), Daman & Diu (18,649) and
Dadra & Nagar Haveli (21,521) as shown in Statement 4.4.
For both rural and urban India, Uttar Pradesh has recorded the highest child population and
the lowest has been observed in Lakshadweep.

4.3 MADHYA PRADESH AND EAG STATES


Statement 4.5 outlines the total share of child population in the Empowered Action Group (EAG)
states as a percentage of the total child population in the country. EAG states comprise 53.2
percent of the total child population in the country where the share in rural child population
stands at 59.5 percent and for urban child population it is seen as 35.3 percent. Among the EAG
states, Uttar Pradesh has reported the maximum share of rural (20.6%) and urban (13.3%) child
population while on the other hand Uttarakhand has registered the minimum rural (0.8%) and
urban (0.9%) child population figures. In terms of share of child population, Madhya Pradesh
has secured the fourth position in rural child population with 6.9 percent and second position
in urban child population by reporting a figure of 5.9 percent.

At the national level, the proportion of rural child population is recorded as 14.1 percent and
urban child population stands at 10.9 percent. Among the Empowered Action Group (EAG)
states, Bihar has secured the highest rank in terms of proportion of child population for both
rural (18.4%) and urban areas (14.4%) whereas Orissa is seen in last position in the rural (12.4%)
and urban areas (10.0%). Madhya Pradesh is ranked fifth in terms of rural child population
(15.5%) and sixth from the perspective of urban child population figures (12.0%). A comparison
of the proportion of child population across 2001 and 2011 for the EAG states can be studied
from Statement 4.6 and Figure 4.2.

4.4 MADHYA PRADESH AND NEIGHBOURING STATES


Statement 4.7 shows a comparison of the rural and urban child population between Madhya
Pradesh and its neighbouring states of Uttar Pradesh, Chhattisgarh, Gujarat, Maharashtra
and Rajasthan. In the cluster of the above mentioned states, both for 2001 and 2011, Uttar
Pradesh has recorded the highest child population in rural and urban areas while Chhattisgarh
has reported the lowest. A similar trend is observed for Madhya Pradesh which stands in third
position in terms of rural child population and fourth in respect of urban child population both
for 2001 and 2011. For Madhya Pradesh, from 2001 and 2011, there has been a -3.55 percent
decline in rural child population and a 2.61 percent increase in urban child population.

MADHYA PRADESH
It is seen that in rural Madhya Pradesh, Rewa district has the highest child population in
absolute terms at 294,393 followed by Dhar (290,943), Satna (264,145), Sagar (261,467)
and Khargone (256,402). The districts where the lowest figures are recorded include Harda
district at 68,026 followed by Bhopal (71,278), Neemuch (76,721), Anuppur (79,769) and Datia
(85,803) in ascending order as shown in Statement 4.8.

The rural gender-wise segregation for male and female child population is evident from
Statement 4.9. In terms of male child population, it is seen that Rewa district has recorded the
highest at 156,211 followed by Dhar (151,690), Satna (138,288), Sagar (135,974) and Khargone
(132,444). Among the districts which have recorded the lowest male child population, Harda
has reported a minimum number of 35,338 followed by Bhopal (37,140), Neemuch (39,952),
Anuppur (40,863) and Umaria (44,279).

For the urban areas, the district which shows the highest child population is Indore (286,302)
followed by Bhopal (222,016), Jabalpur (149,673), Gwalior (142,196) and Ujjain (89,956).
Urban districts which have recorded the lowest child population are Dindori (4,318), Alirajpur
(8,176), Sidhi (12,786), Jhabua (12,948) and Umaria (13,099) in ascending order as shown in
Statement 4.11

(151,635), Bhopal (115,961), Jabalpur (78,535), Gwalior (77,790) and Ujjain (46,996). The
bottom five districts in this category include Dindori (2,180), Alirajpur (4,215), Jhabua (6,753),
Sidhi (6,784) and Umaria (6,817) as shown in Statement 4.12.

The urban female child population figures reveal that the highest numbers are reported from
Indore (134,667) in first position followed by Bhopal (106,055), Jabalpur (71,138), Gwalior
(64,406) and Sagar (43,273). Among the five low ranking districts are seen Dindori (2,138),
Alirajpur (3,961), Sidhi (6,002), Jhabua (6,195) and Umaria (6,282) in ascending order as shown
in Statement 4.13.

From the above mentioned statements, it is clearly evident that the majority of child population
resides in the rural areas as compared to the urban settlements. Further it is seen that the
absolute difference between the district recording the highest child population figures and the
district recording the lowest, for males and females, is more pronounced in the urban areas as
compared to the rural areas.

4.5.1 Proportion of child population in districts of Madhya Pradesh


For the rural areas, Jhabua has secured the highest proportion of child population of 20.9
percent followed by Alirajpur (20.2%), Barwani (19.8%), Singrauli (18.3%) and Sheopur (17.3%).
Among the bottom five districts of the state are Balaghat (12.4%), Seoni (13.1%), Neemuch
(13.2%), Narsimhapur (13.2%) and Mandsaur (13.4%) as per Statement 4.14.

The gender-wise distribution in terms of proportion of child population in the rural areas can
be studied from Statements 4.15 and 4.16 respectively. The ranking of the top five districts
of the state in regard to proportion of male and female child population in rural areas shows
a similar pattern where Jhabua is seen in first position with a share of 21.6 percent for male
child population and 20.3 percent for female child population. However, this is not the case
when the bottom five districts of the state are taken into consideration. In terms of male child
population, the lowest proportion is seen in Balaghat (12.8%), followed by Narsimhapur (13.2%),
Seoni (13.3%), Jabalpur (13.6%) and Chhindwara (13.6%). On the other hand, the bottom five
districts for female child population are Balaghat with the lowest proportion of 12.1 percent
followed by Neemuch (12.8%), Seoni (12.9%), Mandsaur (13.0%) and Narsimhapur (13.1%).

4.8 CHILD POPULATION (ABSOLUTE FIGURES) IN DIVISIONS OF


MADHYA PRADESH
The division wise segregation for child population and proportion of child population, in the
rural and urban areas, can be studied from Statements 4.49 and 4.50 respectively. This is pivotal
in understanding the performance of the child population indicator across the geographical
expanse of the state.
According to the figures for child population in rural Madhya Pradesh, Indore is seen as the top
ranking division across all three parameters; namely total child population of 1,490,023, male
child population of 770,672 and female child population of 719,351 whereas Narmadapuram has
registered the lowest numbers with a total child population of 361,326, male child population
of 186,750 and female child population of 174,576. A similar trend has been observed for
urban child population where Indore is in the first position with a total child population of
497,054, male child population of 262,430 and female child population of 234,624 while
Narmadapuram has reported the lowest numbers with a total child population of 89,545, male
child population of 46,854 and female child population of 42,691. The performance of all ten
division is as shown in Statement 4.49

4.8.1 Proportion of child population in divisions of Madhya Pradesh


The division-wise proportion of child population in rural Madhya Pradesh shows that Indore is
the top most division registering a total child population of 17.5 percent, proportion of male
child population as 17.8 percent and proportion of female child population as 17.1 percent.
Narmadapuram has secured the lowest position with the proportion of total child population
as well as proportion of male child population as 14.1 percent while the proportion of female
child population is pegged at 14.0 percent.
For urban Madhya Pradesh, Chambal has registered the maximum proportion with a constant
figure of 13.6 percent, proportion of male child population of 13.8 and proportion of female
child population of 13.3 percent. Jabalpur division has registered the lowest percentage of 10.6
percent as the proportion of total child population, 10.7 percent as the proportion of male child
population and 10.5 percent as the proportion of female child population. The performance of
all the division with regard to the proportion of child population in the age group 0-6 years for
the rural and urban areas can be studied from Statement 4.50.

Statements 4.51 to 4.60 and Figures 4.3 to 4.22 give an overview of the performance of the
districts, in the rural and urban areas, in terms of proportion of child population recorded in
each of them.
In Chambal division, Sheopur has registered the highest proportion of child population at
17.3 percent in rural areas and 14.2 percent in urban areas whereas Bhind is seen as the
lowest ranking district with rural child population at 14.5 percent and urban child population
proportion of 13.2 percent as shown in Statement 4.51 and Figures 4.3 & 4.4.
For Gwalior division, in the rural areas the highest proportion of child population is seen in
Guna at 17.0 percent and the lowest is registered in Datia at 14.2 percent. In the urban areas,
Ashoknagar has reported the maximum at 14.0 percent while the minimum child population
proportion is seen in Gwalior at 11.2 percent as shown in Statement 4.52 and Figures 4.5 & 4.6.
In the rural and urban areas of Sagar division, the highest proportion of child population is
recorded in Chhatarpur district at 16.6 percent in rural areas and Tikamgarh district 13.5 percent
for urban areas. On the other hand, the least is seen in Damoh where the rural proportion of
child population is pegged at 15.4 percent while the urban figure is reported as 12.4 percent as
shown in Statement 4.53 and Figures 4.7 & 4.8.
For Rewa division, it is observed that Singrauli district has reported the highest proportion of
child population of 18.3 percent in rural areas and 13.7 percent in urban areas of Sidhi district.
The minimum proportion of child population has been recorded from Rewa reporting 15.0
percent in rural areas and 11.7 percent in urban areas as shown in Statement 4.54 and Figures
4.9 & 4.10.
A look at Shahdol division reveals that Umaria has registered the maximum proportion of child
population in rural areas at 16.2 percent and Dindori district with 13.4 percent in urban areas.
The minimum percentage is reported from Anuppur at 14.7 percent for rural areas and 11.2
percent for urban areas in Shahdol district as shown in Statement 4.55 and Figures 4.11 & 4.12.
For the rural areas in Ujjain division, Ratlam has registered the highest proportion of child
population at 15.9 percent and the lowest is observed in Neemuch district at 13.2 percent.

In terms of urban proportion of child population, the maximum percentage is reported from
Shajapur district at 13.0 percent and the minimum is seen in Mandsaur, Ujjain and Ratlam with
a same proportion of child population pegged at 11.5 percent as shown in Statement 4.56 and
Figures 4.13 & 4.14.
Among the eight districts in Indore division, the highest proportion of child population for rural
areas is registered in Jhabua at 20.9 percent and the lowest in Indore at 14.3 percent. For the
urban areas of the division, the highest child population proportion is recorded in Alirajpur
at 14.3 percent and the lowest at 11.8 percent is reported from Indore district as shown in
Statement 4.57 and Figures 4.15 & 4.16.
For the rural areas in Bhopal division, Vidisha has registered the highest proportion of child
population at 16.6 percent and the lowest is seen in Ratlam at 14.8 percent. On the other hand,
for the urban areas the maximum percentage is reported from Raisen at 13.9 percent and the
minimum in Bhopal at 11.6 percent as shown in Statement 4.58 and Figures 4.17 & 4.18.
Harda district in Narmadapuram division has registered the highest proportion of child
population in rural areas at 15.1 percent and 11.9 percent for urban areas. The lowest
percentage is seen in Betul district at 13.8 percent for the rural areas and 10.5 percent in the
urban areas of the division as shown in Statement 4.59 and Figures 4.19 & 4.20.
Lastly, for Jabalpur division Katni district has registered the highest proportion of child
population which stands at 15.4 percent for the rural areas and 11.6 percent in urban areas.
In the rural areas the lowest proportion has been recorded from Balaghat at 12.4 percent and
for urban areas the minimum percentage is seen in Balaghat and Jabalpur at 10.4 percent as
shown in Statement 4.60 and Figures 4.21 & 4.22.
