1. Decision No. 711/QD-TTg dated 13 June 2012 of the Prime Minister approving the
education development strategy 2011-2020;
Brief description:
Article 1. To approve together with this Decision the 2011-2020 education development
strategy.
Article 2. This Decision takes effect on the date of its signing.
Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached
agencies and chairpersons of provincial-level Peoples Committees shall implement this
Decision.
2. Decision No.89/QD-TTg dated 09 January 2013 of the Prime Ministers approval
of the project Building a learning society period 2012-2020
Brief description:
The goal of the plan is to obliterate illiteracy and promote broad education, raising the
level of computing literacy, foreign languages, professional qualifications, expertise and skills,
improving soft skills, developing personal and social environment.
Solutions are given out to raise the awareness about purpose, importance and benefits of
building a learning society and organizing the lifelong learning activities through mass media,
libraries, museums, cultural houses, clubs; consolidating network of educational institutions,
promoting the form of distance education and online education, implementing measures to
support learners to improve quality and effectiveness of lifelong learning; building
coordination mechanisms among the different levels, sectors and business organizations in
the process of building a learning society.
3. Decision No. 1559/QD-TTg dated 10 September 2015 of the Prime Ministers
approval of the project Development of distance training period 2015-2020.
Brief description:
1. The overall objective
To promote distance learning and improve the quality of distance learning programs to
meet the demands of learners, providing open, flexible and diversified learning programs,
ensuring the regional and international integration, contributing to the construction of a
learning society.
2. Specific objectives 2020
a) All degree-granting distance learning programs are accredited.
b) All distance learning programs have sufficient learning materials and supporting
equipment of international standards.
c) All managers, teachers and trainers participating in the implementation of distance
learning programs are professionally trained on distance learning.
d) Developing key distance learning providing institutions; encouraging relevant education
institutions, enterprises, organizations and individuals to supply learning materials and
technologies for distance learning.
