Enacted in 1995
Objectives:
The State to provide social
justice in all phases of National
development and adopt an
integrated and comprehensive
approach to health development
which shall endeavor to make
essential goods, health and other
social services available to all
the people at affordable cost.
(Art.13 sec 11)
-Gives priority for the needs of
the underprivileged, sick elderly,
disabled, women and children.
-motivate and encourage senior
citizens to contribute to nation
building.
-encourage valued family
tradition of caring for the senior
citizens.
Who are S.C.-resident citizens of the PH
-at least 60 years of age
(including retired govt or private
enterprise employees with
income not more than 60k per
annum)
OSCA- Office for senior citizens
affairs
-established in every
city/municipality headed by a
councilor
Functions:
-plan, implement, and monitor
programs for S.C.
-draw up list of available and
required services for S.C.
-regularly update list of S.C. and
issue I.Ds valid around the
country
Privileges:
-20% discount to the utilization
of transportation services, hotels,
restaurants, recreation centers
and purchase of medicines.
(private establishments may
claim the cost as tax credit.)

from a contagious disease,
mentally unfit, or whose

physician-denied benefits of the
center)
