1.0

OBJECTIVE

This Method Statement is to define the method to be used to ensure that the street
light fittings are dismantled and installed correctly and acceptable and shall conform
to the Contract Documents and Specification.

WORK METHODOLOGY

3.1 PREPARATORY WORK


a) To ensure obtain start work approval from local authority and consultant
especially for the dismantling existing street lighting
b) Should there be any existing street lighting to be dismantling for construction
access work, contractor to provide temporary lighting and maintained to the
satisfaction of PDP and local authorities.
c)

All materials and documentation relevant to this particular section of works


shall be checked and verified ensuring that these are correct and approved
type.

d) Areas where in to start permanent works shall be checked ensuring that they
are ready for the said installation.
e) Obtain existing services drawing and piloting record prior to start any
excavation work.

3.2 DISMANTLING WORKS


3.2.1 Dismantle of the Pole and Cable
a) To identify location/area of street lighting that to be dismantles
b) Mark the affected street lighting pole
c) Shutdown the power supply from the feeder pillar which involves in the
dismantling of the street lighting.
d) Test the incoming cable at street lighting to make sure no power supply and
ground the cable to discharge the remaining current in the cable.

e) Dismantle the street lighting incoming cable


f) Use the sky lift to dismantle the lantern from the pole
g) Unscrew the bottom part of the pole from plinth while holding the pole using
sky lift
h) Bring down the pole and detached apart from base to top
i) Load the pole into the lorry and store it to designated area.
j) Request for inspection.
3.2.2

Dismantle of Cable

a) Shutdown the power supply of the feeder pillar.


b) Disconnect all cabling from feeder pillar.
c) Excavate until cable are located.
d) Pull all cable to the ground and roll and tight them.
e) Make good all excavated soil into original condition.
f) Load all cable into the lorry and store it to designated area.
3.2.3 Dismantle of Feeder Pillar
a) Shutdown the power supply
b) Unscrew bolt and nut at the feeder pillar
c) Use the backhoe to lift the feeder pillar into the lorry
d) Clear all other material at the feeder pillar
e) Load the feeder pillar into the lorry and store it to designated area.

3.3 NEW INSTALLATION


3.3.1 Installation of Precast Concrete Plinth
a) To deliver designated site numbers of precast concrete plinth according to
drawings
b) Identify and mark the locations at which street lighting pole to be planted

c) Excavate to required depth as per approved drawing and specification


d) Lower the precast plinth into the holes with backhoe
e) Connect to adjacent cable pit with a length of uPVC for cable duct. Pull power
supply cable from cable pit into the plinths elbow pipe an out top of the plinth
f) Back fill and cover plinths leaving only the top of plinths visible.
3.3.2 Installation of Pole and Lantern c/w Internal Wiring
a) Assemble poles, arms and fitting on the ground
b) Pull internal wiring cable from pole arms to the termination board inside the pole
service door
c) Attached and adjust lanterns to the arms/spigot and tighten the brackets and
terminate the wire in the lanterns termination block
d) Wrap the pole with the lifting belt and lift it with crane/backhoe. Insert the main
supply loop in and out cables into the pole. Care to be taken to cover the lifting
points with rags or thick cardboard to protect poles paintwork (if applicable)
e) Bolt on a set of nuts onto the foundation bolts. Place poles bottom pole flangebase over the foundation bolts and sit the pole flange the foundation bolt nuts.
Screw on the locking nuts on to the foundation bolts at the top of the flange base.
f) Check and adjust the verticality of the pole with liquid level gauge before the nut
in place. Attach remaining pole fitting any.
g) Check the underground loop in and out cables insulation with and earth
insulation test before terminating the cables into the ight fitting ballast box
termination block.
h) Check the insulation and earth continuity of the pole lighting cable with earth
insulation tester and multi-meter respectively before the cable is terminated at the
pole terminal block.
i) Carry out the adjustment to the aiming of the light fitting according to approved
calculations and drawing and lock fitting into placed by tightening all the
adjustment bolt/screw

3.3.3 Installation of Feeder Pillar


a) Identify and mark the locations at which feeder pillar is to be located.
Excavate the required plant dimension.
b) Construct the reinforcement bars and formwork for plinth according to the
specified design
c) Place inside the center of the formwork structure the 100mm PVC pipe for
cable entry with the foundation I-bolts place around it.
d) Pour in concrete mix and leave to set
e) Once concrete is set, place the Feeder pillar onto the plinth using backhoe
and screw the locking nuts to the foundation bolts.
f) Power supply cable is pulled from the cable pit through the plinths elbow
pipe and top of the plinth (if cable is already available in the cable pit)
g) Back filled and covers plinths to the desired ground level.
3.3.4 Installation of Underground cable
a) After identifying cable route, cable sizes and quantity of cable to be laid,
excavate along the cable route the trenches to the required depth.
b) Fill the trench with sand to some level according to specification
c) Lay the 150mm HDPE corrugated pipe in the trenches (for JKR
specification), fill in sand until cover the pipe. Lay multi stand rope and
backfill with sand to some level as per specification and backfill the rest with
excavated soil or suitable material.
d) Commence the installation of underground cable into the buried corrugated
pipe (JKR specification) and direct cable buried to the trench with cable
marker (DBKL specification). Equipment used comprise of cable rollers,
hydraulic jacks and support.
e) Cable drum to be transported by truck or lorry directly to the installation area
if possible. If not the cable drums have to be transported by forklift or rolled
by manpower from designated unloading/storage area.

f) Loading cable drum has to be done by using suitable crane. The access to
the trench should be checked before transportation
g) Location of cable drum should be planned before transportation of cable
drum.
h) To unwind the cable drum and axle is pushed through the middle of the drum
and is jacked using hydraulic jacks.
i) While unwinding, pulling of the cables should be in the direction of the arrow
on the side of the drum, which indicates the direction in the drum should be
rolled.
j) Each and every drum shall contain cables sizes and cut to the length of its
intended circuit. The cable drums shall also be marked with appropriate size
and circuit number.
k) If the cable joints are required, they shall be done accordance with
wiring/cabling regulations practiced in Malaysia such as IEE regulations by
trained personnel, unless an alternative method specified by the consultant.
l) Carry out the insulation and continuity test of the cable before any
termination.
m) Termination shall be carried out at the Feeder Pillar and also the poles
terminal block using appropriate sized cable glands and lugs.
3.3.5 Testing and Comissioning
The Luminance test shall be conducted after overall system completed. Luminance
meter shall be provided by lantern supplier with certificate of calibration.

3.4

Traffic Management & Control


The TMP shall be carried out in accordance to the approved TMP plan by the
PDP and relevant authorities.

a.

General
(i)

WPC shall appoint a competent TMP Contractor to carry out the TMP
throughout the area. The TMP Contractor shall also assist the WPC for the
necessary submission and obtain authorities approval / permits prior to
implementation of the TMP.

(ii)

WPC shall also maintain own TMP maintenance team to supplement the
appointed TMP Contractor in carrying out the duties.

(iii)

Traffic study shall be conducted for current daytime morning and evening
peak flows along existing road/highway to ensure whether daytime lane
closure/traffic diversion is with minimal disruption. If traffic is not ok for
daytime TMS, to consider night work with night TMS.

(iv)

If required due to lane closure, highway/road to be widened or realigned or


temporary diversion introduced in order to maintain par with the existing
facility.

(v)

Traffic Management Plan (TMP) shall be submitted

to relevant authorities

for all necessary approval.


(vi)

Once approval obtained, TMP is executed as per the provision and be


maintained throughout the construction period.

(vii)

For night work TMS (if any), approval shall

be

obtained from relevant

authorities i.e. JKR, DBKL, KLCH, Traffic of RMP, MHA and relevant
concessionaires.

(viii)

Submit any reports/document as per provision and requirement by relevant


authorities.

SAFETY AND HEALTH


4.1

Job Safety & Health Analysis


Job Safety & Health Analysis shall be carried on the project site. The hazard in a
particular activity and the control measures implementation shall be briefed to the
workers during safety induction session, toolbox talk and JSA Briefing. Please
refer to attached Appendix 7.2.1

4.2

Information to Personnel
4.2.1 All workers employed in the project must have CIDB Green Card, KVMRT
passport.
4.2.2 All lifting activities, WPC shall provide a Lifting Supervisor that obtains
training from KVMRT Training Centre.
4.2.3 All temporary structure shall provide a Temporary Work Coordinator.
4.2.4 All new workers and staff to attend the Safety Induction Course before
commencing works site and attendances shall be recorded in an induction
list.
4.2.5 All site personnel shall wear proper Personnel Protective Equipment (PPE)
Safety Helmet, Safety Vest, Safety Boots, water boots, etc.
4.2.6 Monthly Safety Meeting shall be held with all the contractors related to the
works.
4.2.7 All workers to attend the weekly toolbox meetings conducted by the Safety
Manager / Safety Officer held at site and attendances shall be recorded.
Highlight on the machineries and lorries movement to prevent the workers
from getting stuck and accident happen at site.

4.3

Emergency Arrangement
4.3.1 Please refer to appendix 7.2.2 for Health, Safety and Environment
Emergency Response Team and Flow Chart.
4.3.2 The Organization Chart, List of Emergency Contact Person and relevant
authorities with their contact numbers shall be showed in the Notice Board.
4.3.3 The emergency situations which may occur are shown in the table
(Appendix 7.2.4) for Job Safety and Health Analysis. The level of risk or
severity of the accident dictates the emergency level.
4.3.4 In the event of emergency, the site management staffs must evaluate the
situation and commence the necessary procedures as follow:

Raise the alarm.

Stop works.

Remain composed.

Make sure notifications of emergency or evacuation are in place for


all workers surrounding the vicinity.

Make sure all workers are assembled at designated assembly point.

Make sure first aid kits are prepared at assembly point.

All workers are told not to leave the assembly point until clear sign is
issued.

4.4

Headcount shall be conducted.

First aiders shall attend to the injured workers.

Prepare assessment reports for the losses.

Permit Requirement
Some of the working arrears require permission for the work commencement and
for certain duration and limitation by relevant authority. It requires application to
the authority or relevant parties and the WPC shall notify the PDP. Permit to start
work shall be obtained before any commencement of work.

For night work, the area of work shall be adequately lit of facilitate works and
movements on site. Warning lights, directive signs, reflective aids and barriers
shall be placed at suitable location to forewarn all potential hazards. Work permit
shall be applied to relevant party and notify WPC Safety Officer and PDP
representative before any commencement of work.
