REGULATION ORDINANCE NO. 2014403
AN ORDINANCE CREATING THE ILOILO CITY COOPERATIVE DEVELOPMENT COUNCIL
(ICCDC) AND FOR OTHER PURPOSES
Sponsored by Councilor Jose Efrain G. Trenas Ill, Co-sponsored by Councilors
Lyndon V. Acap and Armand S. Parcon, duly seconded by Councilors Liezl Joy
Zulueta-Salazar and Jason R. Gonzales
WHEREAS, the 1987 Constitution provides that the government shall promote the viability and growth of
cooperatives as instruments for social justice and economic development,
WHEREAS, Art. 2 of R.A. 6938 provides that "it is a declared policy of the State to foster the creation and
growth of cooperatives as a practical vehicle for promoting self-reliance and harnessing people power towards
the attainment of economic development and social justice";
WHEREAS, it is enacted by the City of lloilo for the furtherance of the development and growth of
cooperatives pursuant to Section 34 of R.A. 7160 - Role of People's and Non-Government Organizations - local
government units shall promote the establishment and operation of people's and nongovernmental organizations
to become active partners in the pursuit of local autonomy.

NOW, THEREFORE, be it ordained by the Sangguniang Panlungsod of the City of lloilo, in session duly
assembled, that

Art 1. - TITLE - This ordinance shall be known as "AN ORDINANCE CREATING THE ILOILO CITY
COOPERATIVE DEVELOPMENT COUNCIL (ICCDC) AND FOR OTHER PURPOSES";
Art 2. - CREATION AND COMPOSITION. - It is hereby created the lloilo City Cooperative Development
Council (ICCDC) to be composed of the following:

a) Official representative of National Government Agencies with cooperative programs including


government financial institutions (GFls) operating within the city;
b) Chairperson of the City Development Council
c) City Cooperative Development Officer
d) Chairperson of the Committee on Cooperative at the Sangguniang Panlungsod
e) Chairperson of City Cooperative Federations and Unions
f) Chairperson of Primary Cooperatives in the City
g) Official representative of other NGOs with cooperative programs as identified by the CDA.
Art. 3. - FUNCTIONS AND POWERS. - The ICCDC shall have the following functions and powers:
1. To assist in the formulation of policies on various cooperative development within the City of lloilo;
2. To harmonize and monitor the implementation of various cooperative development plans and
Projects;
3. To adopt, operationalized and monitor a Cooperative Medium Term Development Plan (CMTDP)
through the efforts of all sectors, and to develop such development plans as maybe required in line
with the CMTDP and to formulate a five (5) year development plan;
4. To share resources towards the full realization of such development plans;
5. To serve as forum for the discussion and resolutions of various problems, issues and concerns
affecting cooperative within the area, and to propose solutions to them;
6. To recognize and promote the observance of the principle of subsidiary and the universal cooperative
principles as embodied in the Cooperative Code of the Philippines;
7. To coordinate with the lloilo City Cooperative Development Office.

Art. 4. OFFICERS. - The ICCDC shall have the following executive officers:
a. Chairperson
b. Vice Chairperson
c. Secretary
d. Treasurer
e. Auditor
f. Committees with 3 members:
1. Committee on Information and Communication
2. Committee on Finance, Ways and Means
3. Committee on Monitoring and Evaluation
4. Election Committee

Art. 5. POWERS AND FUNCTIONS OF THE OFFICERS. The Chairperson shall be the overall head of the Council and shall oversee and monitor the different
activities of the Council and its members. He/she shall preside over the meetings and other gatherings by the
ICCDC.
tn his/her absence, the Vice Chairperson shall preside. The Vice Chairperson shall exercise the other
powers and functions of the Chairperson in the absence of the latter.
The Secretary shall be in charge with safekeeping of the records and shall take notes with regards to the
meeting/s and shall keep the records of the ICCDC.
The Treasurer shall be in charge with the funds of ICCDC. He/she shall make a financial report to be
reviewed by the Auditor pertinent to the activities of ICCDC and also to the ICCDC's yearly operations.
The Auditor shall assist the Treasurer and shall make a separate report to vouch the correctness of the
financial assessments.
Art. 7. ELECTIONS. - Officers enumerated in Art. 4 are elected among the members of the ICCDC.
Election of officers shall be held on the 2nd week of November annually, term starts November 15.

Art 8. TERMS OF OFFICE. - The duly elected officers shall have the term of one (1) year and shall
assume office immediately after the proclamation of the winners.
Art. 9. MEETINGS. - Three (3) months after the assumption of office by members, the incumbent
Chairperson shall convene and elect their new set of officers.
The officers of the ICCDC shall meet at least once a month on the date and place agreed upon by the
members present.

Art 10. QUORUM - For meetings in the ICCDC and/or the Officers, the attendance of 50% plus one of
the members or executive officers, as the case may be, shall constitute a quorum.
Art 11. FUNDING. - The City of lloilo shall provide an adequate budget for the ICCDC based on the
approved development plan, for its annual operations.

Art 12. SEPARABILITY CLAUSE. - In the event that any provision of this ordinance is declared invalid,
the other provisions not affected thereby shall remain in full force and effect.
Art. 13. REPEALING CLAUSE. - All local laws, rules and regulations which is inconsistent with this
ordinance are hereby repealed or modified accordingly.
Art. 14. EFFECTIVITY CLAUSE. - This ordinance shall take effect immediately.
