aptlyablindredirectionwiththelongestcallsetuptime.
(b)RedirectioninRel9furtherenhancestheredirectionbyincludingthecellinformationofthe
targetcell(PSCetc).AlsothereisafeaturecalledSIBtunnelingwherebytheSIBinfois

outgoingcall,thedeviceswitchesfromLTEto2G/3G.Acquisitionofthe2G/3Gnetworkand
setupofthecallcanemployoneoftwoprocedures:handoverorredirection.
Inthehandoverprocedure,thetargetcellispreparedinadvanceandthedevicecanenterthat
celldirectlyinconnectedmode.InterRadioAccessTechnologyIRAT)measurementsofsignal
strengthmeasurementsmayberequiredwhileonLTEinthisprocedure,priortomakingthe
handover.
Intheredirectionprocedure,onlythetargetfrequencyisindicatedtothedevice.Thedeviceis
thenallowedtopickanycellontheindicatedfrequency,ormayeventryother
frequencies/RATsifnocellcanbefoundonthetargetfrequency.Onceacellisfound,thedevice
initiatesnormalcallsetupprocedures.IRATmeasurementsofsignalstrengtharenotneeded
priortoredirection.
Consequently,CSFBwithredirectionmayrequirelesstimetoidentifythebestcellcomparedto
thehandoverprocedure.
RedirectionbasedCSFBhasvariationswithdifferingcallsetupspeeds:
WithRelease8"ReleasewithRedirectionBasic",thedevicefollows3GPPRelease8
proceduresandreadsalltheSystemInformationBlock(SIB)messagespriortoaccessingthe
targetcell.
WithRelease8"ReleasewithRedirectionSIBSkipping(3G)",thedevicefollows3GPP
release8,butonlyreadsthemandatorySIBs1,3,5and7,skippingallotherSIBspriorto
access.Inthiscase,theneighborinformationinSIB11isdeliveredtotheUEviameasurement
controlmessagingoncetheUEisinconnectedmodeonthetargetcell.Thisapproachcanbe
eitherimplicitlysupportedbytheUEandthenetwork,orexplicitlythroughDeferredMeasurement
ControlReporting(DMCR)signaling.
WithRelease9"EnhancedReleasewithRedirectionSITunneling",thedevicefollows3GPP
release9,whereSIBinformationcanbetunneledfromthetargetRadioAccessNetwork(RAN)
viathecorenetworktothesourceRANandbeincludedintheredirectionmessagesenttothe
device.ThiscanavoidreadinganySIBsonthetargetcell.
BothRelease8"ReleasewithRedirectionSIBSkipping"andRelease9"EnhancedRelease
withRedirectionSITunneling"havelargelyaddressedanycallsetuptimeissuesthatmayhave
existedwiththeBasicReleasewithRedirectionsolution.
