under Section 22 of this Code, shall regulate the use of streets, avenues, alleys, sidewalks and other
public places and approve the construction, improvement, repair and maintenance of the same;
WHEREAS, the Iloilo City Government is a fund recipient of Tourism Infrastructure
Economic Zone Authority (TIEZA) for the construction of an eight (8) storey one-stop Scenic
Elevator to be constructed on viable portion of the existing Iloi1o City Hall Building.
WHEREAS, WV Cosculluela & Associates, architect and designer of the Iloilo City Hall
Building has identified the left rear side of the building along Ortiz Street as the only possible site for
the Scenic Elevator due to site and building limitation.
WHEREAS, the proposed I I-person capacity Scenic Elevator on the Iloilo City Hall Building
shall not only enhance the newly constructed lloilo City Hall Building but also to showcase the
meandering pathways of the nationally renovated Iloilo River and Iloilo's magnificent landscape.
NOW, THEREFORE, be it ordained by the Sangguniang Panlungsod of the City of Iloilo, duly
constituted, that
Section 1. - Approved Specification and Capacity. - The project shall consist of the
construction of an 8-storey Scenic Elevator shaft with an approximate lobby floor area of 20 square
meters (including elevator unit) at ground level and a 10.50 square meters lobby at the top level (8th
floor- including elevator unit). Access shall only be availed at the ground level and gm floor.
The ground level shall have a small lobby with accessibility ramp to accommodate loading
and unloading of passengers.
To ensure compliance with Batasang Pambansa Bilang 344
(Accessibility Law), the existing ramp found beside the main entrance door shall be retained.
Section 2. - Location. - The elevator shaft shall be located on the left side rear portion of the
lloilo City Hall Building along Ortiz Street. It shall occupy an area of approximately twenty (20)
square meters with one side running parallel to the building measuring 7. IO meters and with depth of
+/-2.53 meters.
Section 3. - Sidewalk Extension, Road Right of Way (RROW) and Loading Bay. - The
existing side walk along Ortiz Street is pegged at +/-2.5 meters from boundary line and road right of
way (RROW) along Ortiz Street varies from 7.60 to 8.20 meters.
To compensate the sidewalk for Scenic Elevator, a 1.20 meter sidewalk shall be constructed
from the outer face of the elevator shaft toward the center of the road. It shall run from the edge of
street curb (found at the comer of Calasanz Street and Ortiz Street) towards the main entrance lobby
with a length of+/- 27.00 meters, leaving the RROW at approximately+/- 6.0 meters wide. (Refer to
attached Drawing/Graphic Illustration as Annex "A" hereo1)
Section 4. - Costs. - Cost of Labor and Construction shall be shouldered by Tourism
Infrastructure Economic Zone Authority (TIEZA). However, maintenance and labor cost for
operation of the Scenic Elevator once installed shall be for the account of the City Government.

Section 5. - Effectivity. - This Ordinance shall take effect immediately upon approval of the
Sangguniang Panlungsod.
