Introduction
1.1
OVERVIEW
The Region of Waterloo Transportation & Environmental Services Department produces the
Water and Wastewater Monitoring Report annually with input from the Region's Planning,
Housing and Community Services Department (PHCS). The purpose of this report is to:

provide a basis for water use and wastewater flow forecasts required in preparing the
capital budgets and user rates;

update Regional Council with respect to remaining uncommitted capacities of water supply
and wastewater treatment infrastructure;
5.
provide a basis for engineering staff to provide comment on the water and wastewater
aspects of development applications.
The 2011 Water and Wastewater Monitoring Report (2011WWWMR) will be one of a number of
inputs used in assessing the needs for Regional Water and Wastewater Infrastructure, in
preparing the annual Capital Budget and Capital Forecast, and in formulating responses to
development applications.
Water use and wastewater flows are forecast to the year 2021. Table 1 provides a summary of
remaining capacities by service area. A summary of small water supply systems is provided in
Table 2. A glossary is included in Appendix A. Wastewater and water data is tabulated in
Appendices B and C respectively. Table 3 and the figures and tables in Appendix D summarize
the status of plans (commitments) for each water and wastewater service area. Sample
calculations can be found in Appendix E.

Population and development data, including building permits issued, have been updated to
December 31, 2010.
The maps and commitment tables in Appendix D have been updated to reflect year end
2010 conditions.
At a City of Cambridge Council Meeting on February 8, 2010 a staff report was presented
and approved recommending that wastewater allocation be formally reserved for the
Boxwood Industrial Subdivision in the Preston Wastewater Service Area. Further analysis
was conducted and a commitment of 1,860 m3/d will be included in this years commitments
for the Preston WWTP. The committed flow will be reviewed annually and revised according
to the rate of build-out of the subdivision.

Water consumption patterns and wastewater flows are a function of yearly weather
fluctuations. In 2010, the annual precipitation through the year was generally close to the
average amount. However, the snow melt that typically occurs around March was less than
average due to a decreased snow fall in the winter of 2009-2010.

With the adoption of the Places to Grow: Growth Plan for the Greater Golden Horseshoe,
municipalities are now required to provide for a minimum of 40% of new residential units
(phased in with full implementation by 2015) within the existing built-up areas. As a result, the
2012 WWWMR will assign the available capacity into Reurbanization and Greenfield areas.
Details on how this will occur will be developed in conjunction with local municipalities and the
development industry.
2.0
Methodology
The current methodology for calculating uncommitted reserve capacity is outlined in the MOE
publication Calculating and Reporting Uncommitted Reserve Capacity at Sewage and Water
Treatment Plants, March 1995. The formula for calculating the Uncommitted Reserve Hydraulic
Capacity is defined below:

It is important to understand that no servicing capacity is held for infill development, or for lands
that have zoning in place that would allow development to proceed without additional planning
approvals. Except for site plan approvals, all Planning Act approvals, including plans of
subdivision, zoning amendments, and consents require acknowledgement by the Region of
Waterloo Water Services Division that water and wastewater servicing capacity is available
before final approvals are given. The available capacity expressed in this report as
Commitments is the capacity available to service all future Planning Approvals (subdivisions,
condominiums, consents, zoning amendments, part lot control and minor variances) and/or
building permits issued for all development outside of residential plans of subdivision.
The MOE recommends that commitments by the municipality to provide servicing should be at
the Draft Plan Approval Stage. This has been the Region's practice in the past but was
changed in 1997 so that servicing commitments are essentially made at the registration stage of
development. Details on this change are contained in Section 2.1.
Appendix E includes two charts that document the calculations used to generate all of the
tabulated water and wastewater results in Appendices B and C, respectively.
2.1
SERVICING AGREEMENTS
In 1996, the Region and the Province completed negotiations concerning the transfer of review
functions to the Region. One of the review functions transferred is the allocation of water and
wastewater capacity. Prior to the transfer, the Region was in the process of finalizing the
Planning for Infrastructure Agreement (PIA), the primary purpose of which was to allow the
Region to allocate water and wastewater capacity at the registration rather than the draft plan
approval stage.
On December 12, 1996, Council approved a number of recommendations relating to the
transfer of review, including the manner in which water and wastewater servicing capacity is
allocated. On January 1, 1997, the Region unilaterally implemented the PIA. All developments,
including those with previous draft approval, are now required to enter into a servicing
agreement with the Region that allocates capacity, if available, to the development for a limited
time. When the plan is registered prior to expiration of the agreement, servicing commitments

are permanent. If the Servicing Agreement expires prior to registration of the plan,
commitments are withdrawn and the developer must once again request confirmation of
servicing based on current, not the previous, available capacity. Beginning in 1997, the
WWWMR was modified to track servicing agreements.
Since 1996, the time of the registration of a plan of subdivision has traditionally been the point at
which the capacity of water and wastewater systems is committed to new subdivisions in
accordance with Ministry of the Environment policies. However, a significant portion of all
residential development occurrs outside of plans of subdivision. Under the current water and
wastewater capacity allocation procedure, no servicing capacity is reserved for lands that are
not within a residential plan of subdivision, including lands that have zoning in place that would
otherwise allow development to proceed without additional planning approvals. This type of
development is expected to increase, particularly in the City of Waterloo where there is little
remaining designated greenfield area and a large number of applications for site plans already
in process. This issue was not addressed in this report, but it is anticipated that it will be
addressed in the 2012 WWWMR.
Section 51 (24) (i) of the Planning Act obliges the Region to ensure the adequacy of utilities
and municipal services. In addition ROP Policy 5.D.1 states that the servicing requirements of
approved development will be monitored to ensure that the total system capacities are not
exceeded, and to provide sufficient lead time for the planning, design, approval, financing and
construction of new facilities.
The 1996 Regional Council Report included a new condition requiring an Agreement for
Servicing. However, before future, unbuilt service capacity is considered, three criteria must be
met:
1. The capacity expansion project must be imminent for construction and thereby included
within the first five years of the Ten Year Capital Forecast;
2. There must be a sound technical basis for the anticipated new capacity associated with
the project, as a result of completion of the Environmental Assessment, a suitable
Master Plan or other Regional engineering evaluation; and,
3. Approval of new draft plans of subdivision will be guided by Area Municipal Staging of
Development programs and will not exceed 50% of the estimated capacity of major
planned service capacity projects or 75% of minor planned projects.
It is important to note that the actual service capacity to be delivered from a future project
cannot be guaranteed until a Certificate of Approval is issued by the Ministry of the Environment
(MOE).
2.2
POPULATION DATA
Population estimates for each service area were updated in March 2011. The Regional
population estimate reflects year-end 2010, although a mid-summer population estimate is also
used in some calculations for alignment with peak water usage period. The base for these
estimates is the 2006 Census of Canada, but additionally includes students and the
undercoverage (an estimate of those who were missed in the census). Building Permit activity
as reported by the Area Municipalities was used to update this base. Vacancy rates
(extrapolated from CMHC data), demolitions, university/college student enrolment, and
assumptions about the average number of persons per dwelling unit (PPU) also influence the
numbers.
The population estimates in this document are intended to be used only in the context of water

and wastewater servicing requirements in the Region as they only reflect occupant data within
the mapped bounds of each water and wastewater service area. It is important to note that
service area boundaries do not necessarily match municipal settlement area boundaries. At this
time, the available data does not distinguish individual units that, despite being within a service
area, are not connected to the service. Therefore, there is some unavoidable over-counting of
units.
On-going review of existing population distributions, together with changing PPUs and vacancy
rates, has resulted in some local adjustments to population estimates. These adjustments have
not been carried back to previous years, and therefore incremental growth cannot be calculated
from the numbers in this report.
Forecast populations are based on the Province of Ontarios Places to Grow: Growth Plan for
the Greater Golden Horseshoe (2006) which anticipates a population for the Region of Waterloo
of 729,000 in 2031. The 2021 forecasts in this report were reviewed in light of current
information, and are left unchanged from last year. These forecasts reflect the municipal
distributions in the ROP, which has been approved by the Province, pending appeals to the
Ontario Municipal Board. These forecasts will be reviewed after the completion of the
Implementation Guideline for Population and Employment Forecasts later this year.
2.3
DEVELOPMENT DATA
Development data for each service area, shown in Appendix D, were updated in March 2011
with subdivision plan status, current to year-end 2010. Additionally, for registered plans, units
are differentiated based on building permit data received from Area Municipalities to indicate
whether they are unbuilt (no building permit issued) or building permit issued but not yet
occupied representing dwelling units assumed to be unoccupied by year-end 2010. Typically a
six-month lag is assumed between the time a residential building permit is issued and when that
unit is occupied. For larger apartment buildings, however, the lag time can be much longer and
estimated occupancy dates are delayed accordingly.
Additionally, the commitments were converted from the number of units in plans (draft
approved, registered) as shown in previous years reports to an estimate of population within
those units in the 2011 report. The conversion from units to population was based on a persons
per unit (PPU) factor which varies with the housing type of the unit.
The PPU factors are as published in the Region of Waterloo Land Budget (June 2009), Section
4.1.8, Person per Unit Values for New Development. Multiple units are calculated using 50%
townhouses and 50% apartments, while unspecified are calculated with 75% single detached
and 25% semi-detached. These PPUs are summarized in the table below:

Pending plans do not have a commitment to water and/or wastewater servicing and are not
included in any of the development data presented in this report.
Draft approvals are granted based upon the availability of uncommitted units, but no

commitment to servicing is made until the Region and the developer sign a Servicing
Agreement. Essentially, this means that water and wastewater capacity is not committed until
registration of a plan of subdivision, thereby preserving capacity until construction of units is
about to begin.
A summary of commitments and a figure for each service area are provided in Appendix D.
2.4
WATER FLOWS
Actual water use data, where available, was analysed and interpreted in order to forecast future
per capita water use. In order to help temper the impact of anomalous years, a five year
average of maximum day water use per person is used to calculate the maximum day per capita
flow. The five year average of maximum day water use per person is then multiplied by the
population to get the Maximum Day Design Demand for the current year, and is also multiplied
by the population forecasts to get the future design demands.
Maximum day demands are used for demand forecasts in most of the systems with the
exception of the Integrated Urban System (IUS) where Maximum Week Demand is used.
Further details about the use of maximum week are given below.
Where sufficient actual water data is not available or where there is significant data variation
during the year as in the case of some of the 12 small communal systems, MOE and Regions
design guidelines were used to generate estimated current and future water use. The future
water use values generated were compared to MOE values and other values published in
recent reports (including the Water Supply Master Plan (WSMP)) and are felt to be realistic. If
future trends change from those projected in the population forecasts, or if person per unit
values change, or if the ratio of residential to non-residential development varies, or if additional
water demand management programs are implemented and effective, water use will vary from
the projections of this report. These projections will be re-evaluated in the yearly WWWMRs.
Water use statistics and forecasts for each service area are included in Appendix C.
2.4.1 Maximum Week Demand
The maximum week approach was introduced in the 94WWWMR report. The Tri-Cities Water
Distribution System Model (TCWDSM) has made it possible to do extended time simulations of
the Integrated Urban Water Supply System (IUS). The simulations verified that through the use
of water stored in reservoirs to balance daily peaks the supply system functioned adequately on
a maximum week demand basis. This is only possible in the Tri-Cities due to the TCWDSM and
the relatively large amount of water stored in reservoirs. The maximum week demand is
approximately 10% lower than the usual maximum day demand. The Region of Waterloo is
believed to be the only municipality in Ontario that has MOE approval to use the maximum week
demand approach. This report continues to use the Maximum Week Demand for the IUS. The
maximum week demand approach is not used in any of the other water systems due to
limitations of the water storage facilities.
2.4.2 Water Use Efficiency Measures
The MOE Guidelines do not allow anticipated water use reductions to be used in calculating
future demands, but require future water use projections to be based on historical water use
trends. The 2011 WWWMR uses the historic maximum day demand to predict future maximum
day demands using the population forecast.
As the Region's Water Efficiency Master Plan (WEMP) is implemented and other factors remain
the same, future maximum and average day per capita water are expected to decline from
current levels, thereby affecting a decline in future demand projections. Mandatory water

efficient fixture installation in new residential development required as of 1996 will also reduce
the water needs of future developments.
2.4.3 Water Supply Capacity
"System Capacity" for the IUS is based on Firm Well Capacity, as reported in the 2007 Water
Supply Master Plan Update, plus the Mannheim Water Treatment Plant capacity as defined in
Phase III of the LTWS, and Phase I of the Aquifer Storage and Recovery (ASR) system.
Groundwater production capabilities often deteriorate over time, creating a normal variation in
the production capabilities of individual wells from time to time. When the production capability
of a well drops significantly it is necessary to rehabilitate the well to attempt to regain the original
capacity. The effectiveness of the rehabilitation may result in a capacity that is somewhat less
or more than original capacity. The capacity calculation has taken this factor into account.
The Region will be updating in 2011 the Water Supply Master Plan which will review in detail the
existing water supply sources within the IUS. This study will evaluate the yielded efficiency of
each of these sources in a short to medium time frame. Findings and recommendations
forthcoming from the master plan will be incorporated into future versions of the WWWMR.
2.5
WASTEWATER FLOWS
Annual Average Day Wastewater Flow is normally used to determine requirements for
wastewater treatment facilities. Wastewater statistics and forecasts by service area are
included in Appendix B.
Historically, the available capacity at each wastewater treatment plant was determined by using
the adjusted per capita flows multiplied by the projected population. Adjusted per capita flows
are determined for each plant according to the methodology of the MOE described above and
are then statistically adjusted to the 85% confidence level (identified as 85% flow or Adjusted
Flow). The Adjusted Flow is an adjusted average flow, which corresponds to a flow with an
85% probability of not being exceeded. This methodology accounts for seasonal variations in
flow and protects against over-committing flows at the treatment plants. Adjusted flows
continue to be used to evaluate the impact of seasonal variations at the WWTPs, especially in
systems subject to elevated I/I contributions.
A major change in the 2011 WWWMR is that the unadjusted five year average will now be used
for development planning and approvals. Both the average flow and the adjusted average flow
are shown on the charts in Appendix B, but remaining capacity at each plant will be determined
by using the unadjusted average flow, as outlined in the MOE guidelines for the calculation of
uncommitted capacity.
This change in methodology was brought about by a number of factors:
Success of the Regions water efficiency programs which is contributing to a downward
trend in water usage which provides some stability
Increased efforts of I&I reduction which is responsible for reducing the peak wet weather
flows seen at the treatment plants
Consistency with MOE Guidelines and Master Planning methodology
Intrinsic to the per capita flow is a number of contributing factors above and beyond the simple
residential usage. These additional factors include; I/I, Industrial Commercial and Institutional
(ICI) flows, and flows from developments that are not currently explicitly tracked (site plans). It
is assumed that the ratio of residential population to employment (equivalent population)

relevant. Construction of these facilities will ensure water supply to the IUS for the next 50
years and beyond. Anticipated new supplies will be updated through the Water Supply Master
Plan starting in 2011.

3.2.2 Waterloo Wastewater Treatment Plant (WWWTP)

Even though current flows are below this treatment threshold, the Region is undertaking
upgrade to the plant that will improve the effluent quality. It is expected that the MOE will limit
the plant capacity to the flow the treatment will be upgraded to which is 57,500 m3/day. As
outlined in Section 2.6 above, the effective rated capacity at the Waterloo WWTP is 54,600 +
(57,500 54,600)/2 = *56,050 m3/d.
Flow during 2010 at the WWWTP was recorded at 42,007 m3/d, which is down about 9% from
2009. The 5-year Average Flow is 45,994 m3/d.
Using the 5-year average per capita flow of 0.3649 m3/c/d, there is capacity to service
approximately 10,100 additional people in the Waterloo Wastewater Service Area as of
December 31, 2010. The expected rated capacity of 57,500 m3/d could service a population of
approximately 157,600 people.
Flows at this plant have also shown unusual variation over the last few years. The City of
Waterloo has undertaken a study to identify areas of excessive I & I. The City is progressing
with investigations in the high priority areas.
3.2.3 Galt Wastewater Treatment Plant (GWWTP)
The rated capacity of the GWWTP is 56,800 GWWTP Rated Capacity

approximately 43,200 additional people in the Galt Wastewater Service Area as of December
31, 2010. The present rated capacity could service a population of approximately 131,000

Flow from Industrial Road Service Area (IRSA) which is high in organic loading had previously
been directed to the Preston Wastewater Treatment Plant. Diversion of the IRSA flow from
Preston to Galt commenced in the fall of 2009. At year end 2010, approximately 70% of the flow
was being diverted to the GWWTP. Due to some hydraulic limitations in the diversion chamber,
it is not possible to direct 100% of the flow to Galt at this time. Improvements to the hydraulic
conditions in the chamber are required before 100% can be obtained. It is anticipated that by
the middle of 2011, 100% of this flow will be diverted to GWWTP.
Observations at the Galt WWTP were undertaken to assess the impact this diversion would
have at the operations at the plant. It has been confirmed that the plant can accommodate the
flows and loading from the IRSA and no reduction in rated capacity will be necessary at Galt.
3.2.4 Preston Wastewater Treatment Plant (PWWTP)

2009, the effluent from the IRSA has been gradually diverted from Preston WWTP to Galt
WWTP, as recommended in the 2007 Wastewater Master Plan. At year end 2010,
approximately 75% of the effluent was being diverted to Galt. The benefit to Preston WWTP is
twofold: the reduction for the organic loading will no longer be required and the actual hydraulic
loading to Preston will be reduced. The rated capacity of the Preston WWTP is no longer
restricted by the organic loading, and the rated capacity is 16,820 m3/d.
Flow in 2010 at the PWWTP were recorded at 8,754 m3/d which is 3,191 m3/d less than 2009
flows. The 5-year Average Flow is 9,841 m3/d.
Over the course of 2010 the flow in the diversion chamber at Industrial Avenue and Bishop
Street was diverted from Preston to Galt incrementally by 25%, 50% then 75%. Flow monitoring
conducted in the diversion chamber indicates that the total observed flow from the IRSA that
entered the diversion chamber was 3,040 m3/d. The average daily flow through the year that
was diverted from Preston to Galt is 1,360 m3/d, or approximately 45%. The flow of 1,360 m3/d
has been subtracted from the projected future flows as shown in Appendix B. The future flow
projections will be updated annually with measured flows in future versions of this report. The
5-year Average Flow, minus the diverted flow, is 9,841 m3/d.
City of Cambridge Council approved a staff report recommending that wastewater allocation be
reserved for the Boxwood Industrial Subdivision in the Preston Wastewater Service Area.
Through consultation with the City and their consultant Dillon, the capacity that is to be reserved
for Boxwood is 1,860 m3/d. This number is included as a commitment*, and will be assessed
annually and revised according to the rate of build out of the subdivision.
Using the 5-year average per capita flow of 0.5530 m3/c/d, there is capacity to service
approximately 9,000 additional people in the Preston Wastewater Service Area as of December
31, 2010. The present rated capacity could service a population of approximately 30,400
people.

approximately 7,000 additional people in the Elmira Wastewater Service Area as of December
31, 2010. The present rated capacity of 7,800 m3/d could service a population of approximately
16,700 people.
Inflow and Infiltration are one of the causes of the unusual flow variations and high wastewater
per-capita flows at this plant. The Township, together with the Region, initiated in 1998 a ten
year program to address I&I in Elmira. Sewer reconstruction projects to separate storm water
flows and I/I from sewage flows have been completed in some areas in Elmira. However, total
wastewater flows are still seasonally impacted by rainfall and snow thawing, indicating that I/I
continue to be a problem in several areas in Elmira.
The Region has initiated a Wastewater Treatment Master Plan for the Elmira and St. Jacobs
service areas. Funds for the implementation of projects identified in these studies will be
included in future Wastewater Capital Programs and recommendations made in the master plan
will be incorporated into future versions of this report.
3.2.7 St. Jacobs Wastewater Treatment Plant (SJWWTP)
The hydraulic capacity of the SJWWTP is

approximately 1,556 additional people in the Baden/New Hamburg Wastewater Service Area as
of December 31, 2010. The present rated capacity of 5,200 m3/d could service a population of
approximately 15,400 people.
The Baden New Hamburg Water and Wastewater Master Plan is anticipated to be completed
in Spring 2011. The conclusions and recommendations made in the Master Plan study will
address future water and wastewater improvements and/or upgrades.
The projects recommended in the Master Plan will estimate the required future treatment
capacity in the plants. Once an Environmental Assessment and a preliminary deign is
completed, and that the funds for the recommended projects are included in the Capital Budget
in the next five years, up to 50% of the proposed increase in capacity can be allocated for new
development.
3.2.9 Ayr Wastewater Treatment Plant (AWWTP)
The AWWTP has a rated capacity of 3,000 m3/d.

3.2.10 Wellesley Wastewater Treatment (WEWWTP)
The WEWWTP has a rated capacity of 1,100 WEWWTP Rated Capacity
m3/d. Flow in 2010 at the WEWWTP was Average Flow
measured at 595 m3/d which is down 8% from the Commitments
previous year. The 5-year Average Flow is 730 Remaining Capacity

The wide fluctuation in flow from year to year is a result of a high level of extraneous flows to the
plant. An I/I study of the Wellesley sewage collection system recommended rehabilitation of
sections of the collection system where I/I contributions were identified and repairs were
completed in 2009. Ongoing system monitoring will evaluate the current status of I/I in the
system.
Using the 5-year average per capita flow of 0.2564 m3/c/d, there is capacity to service
approximately 921 additional people in the Wellesley Wastewater Service Area as of December
31, 2010. The present rated capacity of 1,100 m3/d could service a population of approximately
4,300 people.
3.3
SMALL SYSTEMS
3.3.1 Water
The 12 small water supply systems owned and operated by the Region are presented in
Appendix C. These systems include Branchton Meadows, and Roseville in North Dumfries,
Linwood and Heidelberg (reported as one system including that portion of Heidelberg in
Woolwich) in Wellesley, New Dundee, Foxboro Green and St. Agatha in Wilmot, and Conestogo
Golf Course, Conestoga Plains, Maryhill, Maryhill Village Heights, and West Montrose in
Woolwich.
The small rural systems present variations in their water demand patterns due to the small
serviced populations. All numbers reported in Appendix C, excluding actual average and peak
demand figures, are based on MOE and Region water usage guidelines for small communal
water supply systems. Whenever actual consumption exceeds the design demand, actual
demands are used to determine system capacity.
As a result of Provincial legislation passed in August 2000 affecting testing and maintenance
procedures for water system operators, many small private system operators have informed the
Ministry of the Environment (MOE) and the Region that they are abandoning operation of their
systems as they do not have the resources necessary to satisfy the requirements of the new
legislation. As of the end of 2007, the Region has assumed ownership of one system (Village
Heights in Maryhill) and has connected customers of three other systems (Elroy Acres in
Breslau, Heidelberg Motors and Huehn in Heidelberg) to Regional owned and operated
municipal supply systems. Additionally, the Region has, under an MOE Order, assumed
operation of two privately owned water supply systems in St. Agatha (Sararas and
Schwartzentruber).
3.3.2 Wastewater
Three small wastewater treatment systems are currently operated by the Region of Waterloo.
Heidelberg WWTP services the Alt-Heidelberg subdivision, Conestoga Golf Course WWTP
which services Phase 2 of the Conestoga Golf Course subdivision, and the Foxboro WWTP
servicing the Foxboro Green subdivision. These systems were designed and constructed to
service a limited number of units within the specific subdivisions and are not capable of
servicing any units beyond that pre-determined number.
There is one other system in Floradale that currently operates privately that the Region has an
agreement or option to eventually operate. Should the Region assume ownership and operate
this system, it will be reported on in the WWWMR.

Actual and Committed Flows
The sum of the current year actual flows and the flows anticipated from the development
currently committed. Flows are either water or wastewater as per context.
The sum of the current year adjusted flows and the flows anticipated from the

Adjusted wastewater flows are the 85% flow levels.
The total water used in a service area during a period of time as per wholesale billing
records, divided by the number of days in the period. The period is normally one year and
as such this term is equivalent to the annual average daily water use.
The per capita annual average day water use utilized in developing the water use
forecasts. Intended to account for the variables that cause the typical fluctuations of actual
annual day water use.

available water supply. Committed units were defined as:
1) dwelling units for which building permits have been issued but not yet believed to be
occupied, and are consequently not included in the base population estimate;
2) unbuilt dwelling units remaining in Registered Plans
3) units in Draft Approved plans, except plans having a special clause in the draft
agreement that specifically stipulates that draft approval does not constitute a legal
commitment to either water or wastewater servicing.

Interchangeable terms relating to water leaving the municipal water system for various
purposes. Depending on the context, these can be referring to the past, present or future.
However, in a physical sense water is not usually actually consumed when it leaves the
water system.
The adjusted average annual wastewater flow is based on the product of the population
and adjusted average annual per capita wastewater flow. The adjusted average per capita
flow is calculated as the per capita flow level that has a 85% probability of not being
exceeded in any given year assuming a normal distribution of historical per capita flows.
However, this "probability" does not account for the probability of changes in the
population forecasts.
