Leadership/decision making

All policies dealing with Roma inclusion, whether national or international, including the
Decade, place the primary responsibility on the Governments, but also often involve
other actors. Besides the Governments, International partners, Romani communities
(through Romani civil society) and specialized bodies dealing with particular aspects of
the Decade process (such as Roma Education Fund providing policy advice and funding in
education or Decade Secretariat providing technical support and overall coordination)
have significant role in the Decade.

Other international initiatives

Decade exists in a universe of international initiatives dealing with similar or related


issues. The key international initiatives of this type are: European Union Framework for
National Roma Integration Strategies up to 2020, Council of Europes Ad-hoc Committee
of Experts on Roma Issues (CAHROM), Organization for Security and Cooperation in
Europes Action Plan on Roma and Sinti.
