Guidelines

I.

BACKGROUND/RATIONALE
T h e G S I S Scholarship P r o g r a m ( G S P ) w a s launched i n 1 9 9 8 a s part o f t h e
S y s t e m ' s corporate social responsibility o f helping t h e deserving a n d
underprivileged earn a college degree f r o m schools that provide quality
e d u c a t i o n . S i n c e its inception, t h e G S P P o l i c y a n d P r o c e d u r a l G u i d e l i n e s ( P P G )
h a s been continually revised t ofurther improve the program and ensure that the
n e e d s of s c h o l a r s will b e m e t .
In line w i t h t h e Priority C o u r s e s f o r A c a d e m i c Y e a r ( A Y ) 2 0 1 4 - 2 0 1 5 t o 2 0 1 7 - 2 0 1 8
which w a s released b y the C o m m i s s i o n o n Higher Education ( C H E D ) , certain
a m e n d m e n t s a r e reflected in t h e existing G S P P P G in order t o support t h e
g o v e r n m e n t d e v e l o p m e n t a l efforts that will a d d r e s s a n d close t h e g r o w i n g g a p
b e t w e e n t h e number o f unemployed college graduates a n d t h e nation's
manpower requirements.
Further, in recognition of the needs of Persons With Disabilities (PWD),
Indigenous People (IP), and Solo Parents (SP) as defined under Republic
Act No. 8972 (So/o P a r e n t s ' Welfare
A c t o f 2 0 0 0 ) , the G S I S , through the
GSP, shall allot scholarship slots solely for the children of our members
from the aforementioned sectors.

II.

OBJECTIVE
1.

T o provide a clear-cut s e to f policies a n d procedural g u i d e l i n e s t h a t will


s e r v e a s r e f e r e n c e a n d g u i d e t o all m e m b e r - g r a n t e e s a n d s c h o l a r s u n d e r
the G S P ;

2.

T oi m p r o v e policies that will lead t o a n i n c r e a s e i n t h e n u m b e r o f s c h o l a r s


w h o are able t o complete their course and earn a college degree f r o m a
school that provides quality education;

III.

3.

T o help the G S P scholars keep up with the current academic standards and
m e e t the m a n p o w e r d e m a n d s of the country; and

4.

To provide assistance to our qualified P W D , I P and S P members and


allot a number of slots exclusively for them.

POLICIES
1.

ELIGIBILITY O F T H E M E M B E R S T O NOMINATE A S C H O L A R
All active G S I S m e m b e r s (with p r e m i u m p a y m e n t s for t h e last six (6) m o n t h s )
m a y nominate, provided that:
1.1

T h e y are permanent e m p l o y e e s in the government, w h o are regular


G S I S m e m b e r s a t t h e t i m e o f application, w i t h a t least t h r e e (3) y e a r s
of service;

1.2

T h e y a r e a t s a l a r y g r a d e ( S G ) 2 4 o r b e l o w o r its e q u i v a l e n t job level;


and

1.3

T h e y have incoming college freshmen-dependents w h o have been


a c c e p t e d i n a n y 4 - o r 5-year c o u r s e o r i n priority c o u r s e s ( A n n e x A )
identified b y t h e C H E D , i n a H i g h e r E d u c a t i o n Institution ( H E I ) w i t h its
o w n c h a r t e r o r a s c h o o l qualified b y t h e C H E D a s L e v e l s I V a n d III,
A u t o n o m o u s or Deregulated (Annex B).

2. S Y S T E M O F A P P L I C A T I O N
T h e m e m b e r i s a l l o w e d t o n o m i n a t e o n e (1) s c h o l a r w h o m e e t s t h e f o l l o w i n g
qualifications:
2.1

M u s t b e a child o f a m e m b e r , i n c l u d i n g t h e c h i l d o r d e p e n d e n t o f
solo parent-member a sdefined under The Solo Parents' Welfare
Act;

2.2

A n i n c o m i n g c o l l e g e f r e s h m a n w h o is a c c e p t e d in a 4 - o r 5 - y e a r c o u r s e
in a n y of t h e f o l l o w i n g s c h o o l s :
a.

State universities and colleges (SUCs) that have reached Level IV


o r III o f S U C L e v e l i n g c o n d u c t e d b y t h e C H E D

b.

Private H E I s with A u t o n o m o u s o rDeregulated status a s classified


by C H E D

c.

H E I s w i t h o w n c h a r t e r (i.e. University o f t h e P h i l i p p i n e s o r
Mindanao State University)

a n integral part hereof.
NUMBER OF SCHOLARSHIP SLOTS
3.1

T w o hundred (200) scholarship slots shall b e awarded annually t o


qualified member-applicants with the lowest a n n u a l basic salary. T h e
slots shall b eallotted proportionately per region. T h e s e shall b e based
o n t h e e x i s t i n g m e m b e r s h i p c o v e r a g e per region, p e r y e a r . T h e s l o t s
designated f o r each region shall b e awarded t o applicants w h o s e
parents are assigned in that particular region a n d w h o qualified under
the following categories:
Category A

- qualified applicants with d e p e n d e n t s


in 4 - or 5-year c o u r s e s

accepted

Category B

- qualified applicants with dependents accepted


in 4 - o r 5-year C H E D - i d e n t i f i e d priority c o u r s e s

3.2

Further, among the qualified applicants, the combined sectors of


lowest-salaried PWD, IP, and S P applicants shall be assured of at
least twenty (20) slots out of the 200 slots.

3.3

I n c a s e s l o t s a l l o t t e d f o r a r e g i o n a r e left u n f i l l e d d u e t o t h e a b s e n c e o f
qualified applicants in that area, they can b e passed o n t o n o m i n e e s
f r o m o t h e r r e g i o n s t h a t a r e m o s t q u a l i f i e d f o r t h e s l o t s (i.e.,
parentm e m b e r h a s the lowest annual basic salary).

SELECTION PROCESS
4.1

Parent-member
applicants
w h o meet
the
abovementioned
qualifications and have the lowest annual basic salary shall b e given
priority.

4.2

All qualified applicants shall b e ranked according t otheir a n n u a l basic


salary based o n G S I S M e m b e r Service Profile database.

4.3

In selecting applicants who will be given slots, all qualified


applicants with the lowest annual basic salary shall be prioritized.
The initial round of selection for the first 180 slots shall be based
on the lowest annual basic salary observing the regional
distribution of slots. Of the 180 slots, the first 100 shall be given
to lowest-salaried Category B applicants. The remaining 80 shall
be given to lowest-salaried applicants regardless of category.

4.4

Of the 180 qualified applicants, those coming from the combined


sectors of PWD, IP, and S P shall be tagged. If at least 20 have
been tagged a s applicants from these sectors, the remaining 20
slots shall be filled by the lowest-salaried applicants regardless of
category to complete the 200 slots. If not, the lowest-salaried

PWD, IP, and S P applicants shall be prioritized for the remaining


slots allotted for them, regardless of category or regional
allocation.
4.5

F u r t h e r , In t h e e v e n t t h a t t h e m e m b e r - g r a n t e e a p p l i e d a n d q u a l i f i e d b u t
d i e s prior t o t h e r e l e a s e o f t h e G S P r e s u l t s , t h e s c h o l a r s h i p m a y still b e
a w a r d e d t ohis/her dependent. T h e legal s p o u s e or t h e guardian of the
dependent,
in case
t h e deceased
member-grantee
is a
w i d o w / w i d o w e r , will t h e n b e authorized t o e x e c u t e t h e S c h o l a r s h i p
C o n t r a c t in b e h a l f of t h e d e c e a s e d m e m b e r - g r a n t e e .

4.6

I n c a s e o f a tie, t h e p a r e n t - m e m b e r with t h e longest length o f service


shall b epreferred. S h o u l d a m e m b e r a n d his/her s p o u s e both qualify,
o n l y o n e (1) slot shall b e a w a r d e d t o t h e family.

4.7

A member can only nominate one (1) scholar per academic year.
However, a member may have more than one (1) child/dependent
receiving scholarships at the same time, provided that the
scholarships were granted in different school years.

4.8

Moreover, in case a grantee does not submit requirements within


thirty (30) days from the first day of publication of the list of
qualifiers in a newspaper of general circulation, the slot shall be
awarded to the next-in-rank qualified applicant from the same
region, subject to the approval of the President and General
Manager. Thereafter, the name of the next-in-rank awardee shall
be posted in the GSIS website.

5. D U R A T I O N O F S C H O L A R S H I P
T h e scholarship shall b e in force for the duration o fthe 4 -o r 5-year course
c h o s e n by t h e scholar, unless earlier terminated d u e t ofailure o ft h e scholar
to comply with the G S P T e r m s and Conditions and/or the school's rules and
regulations.
6. S C H O L A R S H I P B E N E F I T S
A scholar shall be entitled to the following benefits during his/her 4 - or 5-year
course:
6.1

A c t u a l c o s t o f t u i t i o n a n d m i s c e l l a n e o u s f e e s n o t t o e x c e e d P40,000.00
per academic year, regardless of the number of terms ( n o t t o
include s u m m e r c l a s s e s a n d provided that t h e c o u r s e is finished within
t h e r e g u l a r d u r a t i o n p r e s c r i b e d b y t h e s c h o o l f o r t h a t 4- or 5-year
course); and

6.2

A monthly stipend o f P2,000.00.

7. S C H O L A R S H I P T E R M S A N D C O N D I T I O N S
7.1 E N R O L M E N T
7.1.1

T h e s c h o l a r s h a l l enroll in t h e t e r m i m m e d i a t e l y f o l l o w i n g t h e
a w a r d of t h e s c h o l a r s h i p a n d e v e r y t e r m t h e r e a f t e r , in a n y
s c h o o l identified in A n n e x B.
N o deferment of enrolment shall be allowed, except for
meritorious r e a s o n s such a s but not limited to sickness, injury,
transfer of residence or threat to security a n d safety, but only
once during the course and subject to the approval of the G S I S
and the school.

7.1.2

T h e s c h o l a r shall enroll in full load for e a c h t e r m , a s prescribed


by the curriculum of his/her chosen course.
E n r o l m e n t in a l o a d l e s s t h a n t h e r e q u i r e d l o a d p e r t e r m m a y
be allowed, provided that the scholar shall graduate within the
duration of the course.

7.1.3

T h e s c h o l a r m a y enroll in s u m m e r c l a s s , p r o v i d e d t h a t t h e
actual tuition a n d miscellaneous f e e s shall be at his/her
expense. Likewise, monthly stipend shall not be provided.

7.1.4

In c a s e of d e l a y in t h e r e l e a s e of r e s u l t s of t h e g r a n t e e s , t h e
m e m b e r - g r a n t e e w h o deferred enrolment or enrolled his/her
d e p e n d e n t in a non-accredited school and/or c o u r s e not
identified in C a t e g o r y A or B for t h e 1 st s e m e s t e r / t e r m d u e to
f i n a n c i a l difficulties m a y still b e c o n s i d e r e d in t h e G S P ,
provided the member-grantee transfers his/her dependent to
a n accredited school ( A n n e x B) not later t h a n t h e 2 n d
s e m e s t e r / t e r m of t h e s a m e a c a d e m i c y e a r a n d finish within t h e
4- or 5-year course program. Further, t h o s e considered under
C a t e g o r y B c a n o n l y enroll in C H E D - i d e n t i f i e d priority c o u r s e s
(Annex A). Otherwise, the scholarship grant shall be forfeited.
T h e scholar h a s to start a s a n e w enrollee for that t e r m , hence,
t h e e x p e n s e s incurred f r o m t h e previous t e r m will not be
shouldered/reimbursed by the G S I S .

7.2

SCHOLASTIC REQUIREMENT
T o continue to be qualified for the scholarship, the scholar m u s t m e e t
the scholastic requirements set by t h e school.

7.3

SHIFTING OF COURSE
A scholar m a y b e a l l o w e d t o shift c o u r s e only o n c e either during t h e
first or s e c o n d y e a r of his/her s t u d y d u e to m e r i t o r i o u s r e a s o n s , subject
to t h e approval of t h e G S I S , provided t h e scholar c o m p l e t e s t h e c o u r s e
within the duration o f the original course. Further, t h o s e considered
u n d e r C a t e g o r y B c a n o n l y shift t o o t h e r C H E D - i d e n t i f i e d priority
courses. N o extension shall be allowed.

7.4

TRANSFER OF SCHOOL
A scholar m a y be allowed to transfer to another school identified in
A n n e x A, based on the following grounds only:
7.4.1

Relocation of family; and

7.4.2

Threat to security and safety.

However, the course shall b efinished within the original 4 - o r 5 year duration o f the scholarship contract. N o extension shall b e
allowed.
7.5

OTHER SCHOLARSHIPS
T h e scholar m a y avail o f another scholarship grant simultaneous
with the G S I S scholarship, provided that the other scholarship grant
shall b e e x h a u s t e d first a n d t h e G S I S shall o n l y s h o u l d e r a n y
r e m a i n i n g balance o ft h e tuition a n d other m i s c e l l a n e o u s f e e s (not
t o e x c e e d P40,000.00 p e r a c a d e m i c y e a r , r e g a r d l e s s of t h e
n u m b e r of t e r m s ) a n d t h e s t i p e n d ( n o t t o e x c e e d P2.000.00 p e r
month).

7.6

SCHOLARSHIP CONTRACT
A Scholarship Contract shall b e executed between the G S I S
t h e s c h o l a r ( o r h i s / h e r p a r e n t o r g u a r d i a n , if a m i n o r ) .

7.7

LETTER OF GUARANTEE
A Letter of G u a r a n t e e ( L O G ) shall be issued by t h e G S I S in favor of
the school w h e r e the scholar is enrolled t o guarantee payment of
actual cost o f tuition and miscellaneous fees b u tnot t o exceed
P40,000.00 p e r a c a d e m i c y e a r , r e g a r d l e s s of t h e n u m b e r of
terms.

7.8

NONTRANSFERABILITYOF SCHOLARSHIP
T h e s c h o l a r s h i p g r a n t a w a r d e d t o a s c h o l a r is n o n - t r a n s f e r a b l e .

IV. P R O C E D U R A L GUIDELINES
1.

APPLICATION
Eligible G S I S m e m b e r s m a y secure a n application f o r m f r o m a n y G S I S office
or m a y download the s a m e from the G S I S website (www.Qsis.aov.ph).
Duly accomplished application f o r m s m u s t b esubmitted t othe nearest G S I S
office for processing together with t h e following:
For all applicants:
1.1

Certificate of e m p l o y m e n t of the m e m b e r * ;

1.2

Certification from the school that the scholar-designee isaccepted as a n


incoming college f r e s h m a n during the current A c a d e m i c Year*;

Additional Requirements for PWD, IP and S P applicants:


1.3

Endorsement from the head of agency/office attesting to the


veracity of claim that applicant belongs to abovementioned
sectors; and government-issued authentication i.e. PWD ID from
the local social welfare development office (LSWDO) or National
Council on Disability Affairs; Certificate of Confirmation of Tribal
Membership from National Commission on Indigenous Peoples;
and S P ID from LSWDO.

2. S E L E C T I O N P R O C E S S
2.1

T h e G S I S branches shall b e in charge o f generating applications from


potential scholars w h o s e parents a r e assigned in t h e region. F o r
instance, branches f r o m Region I shall generate applications from
potential scholars w h o s e parents are assigned in the s a m e region. In
c a s e s l o t s allotted f o r a r e g i o n a r e left unfilled, t h e y c a n b e p a s s e d o n t o
n o m i n e e s f r o m o t h e r r e g i o n s w h o a r e m o s t q u a l i f i e d f o r t h e s l o t s (i.e.,
parent-member h a s the lowest annual basic salary).

2.2

T h e b r a n c h e s shall c o n d u c t initial s c r e e n i n g o f applicants b a s e d o n t h e


qualifications and only submit applications with complete requirements to
the Corporate Social Advocacies a n d Public Relations Facilities
Department ( C S A P R F D ) , Corporate C o m m u n i c a t i o n s Office (CCO),
G S I S Central Office for further evaluation and processing.

2.3

T o determine w h o shall b econsidered a s scholars, the C S A P R F D shall


check and evaluate the documents submitted t oassess the candidates'
eligibility.

2.4

T h e n o m i n e e s shall b e notified through p h o n e , mail, and/or text


m e s s a g e o f t h e r e s u l t o f t h e e v a l u a t i o n . T h e list o f c h o s e n s c h o l a r s s h a l l
be posted inthe G S I S website and published ina t least o n e newspaper
of general circulation.

3. S U B M I S S I O N O F R E Q U I R E M E N T S
S c h o l a r s shall b e g i v e n thirty (30) d a y s f r o m t h e first d a y o f publication o f
t h e list o f q u a l i f i e r s i n a n e w s p a p e r o f g e n e r a l c i r c u l a t i o n , w i t h i n w h i c h t o
s u b m i t t h e following requirements at the nearest G S I S Office:
3.1

I n f o r m a t i o n S h e e t w i t h l a t e s t 2 x 2 I.D. p i c t u r e s (2 p i e c e s ) ; a n d

3.2

E n r o l l m e n t A s s e s s m e n t F o r m (if a l r e a d y a v a i l a b l e ) .

Failure t o submit said requirements within the given period shall render
the grant forfeited.
4. S C H O L A R S H I P B E N E F I T S
4.1

All p a y m e n t s o f benefits shall b e coursed through the school w h e r e


t h e s c h o l a r is e n r o l l e d .

4.2

A n y a m o u n t in e x c e s s of t h e m a x i m u m b e n e f i t s p r o v i d e d a b o v e s h a l l
be borne by the scholar. T h e scholar has the option to receive his/her
stipend either t h r o u g h t h e s c h o o l o r directly f r o m t h e G S I S Central
Office.

4.3

T h e scholar m u s t submit to the G S I S Central Office within sixty (60)


d a y s after e n r o l m e n t , t h e certified t r u e c o p y o f all his/her g r a d e s for
t h e j u s t c o n c l u d e d t e r m t o g e t h e r w i t h t h e s c h o o l billing s t a t e m e n t a n d
official receipts o f t h e current t e r m t o C S A P R F D for e v a l u a t i o n a n d
p r o c e s s i n g . F a i l u r e t o c o m p l y with t h e given 6 0 - d a y r e q u i r e m e n t will
a u t o m a t i c a l l y forfeit h i s / h e r c l a i m f o r that billing p e r i o d , u n l e s s a
written notice stating the reason for the delay issubmitted within the
s a m e period to C S A P R F D for evaluation.

4.4

In case o f reimbursement wherein payment o f tuition a


miscellaneous fees has already been made, the scholar shall
required t o s u b m i t t h e original c o p y of official receipt t o g e t h e r w i t h
assessment/billing statement. In case t h e original c o p y o f
registration f o r m i snot available, the scholar i srequired t osubmit
certified true copy.

4.5

If t h e s c h o o l d e t e r m i n e s t h a t t h e s c h o l a r i s n o l o n g e r q u a l i f i e d t o
c o n t i n u e h i s / h e r s t u d i e s in t h e U n i v e r s i t y / C o l l e g e , t h e G S I S s h o u l d
b e notified of s u c h fact.

4.6

If t h e s c h o l a r i s n o l o n g e r q u a l i f i e d t o c o n t i n u e h i s / h e r s t u d i e s u n d e r
the G S I S Scholarship Contract, a written notice thereof shall be
issued to the scholar a n d his/her s c h o o l relative to t h e t e r m i n a t i o n of
his/her scholarship grant.

5. S H I F T I N G O F C O U R S E
5.1

A s c h o l a r w h o w a n t s t o s h i f t t o a different c o u r s e m u s t s u b m i t a
written request to shift a n d submit a S c h o o l Certification or
assessment that the n e w course can be completed within the
duration of t h e original c o u r s e .

5.2

T h e letter-request should be addressed to the Officer IV, C S A P R F D ,


G S I S , Financial Center, P a s a y City.

6. T R A N S F E R O F S C H O O L
6.1

A scholar w h o w a n t s to transfer to a n y of t h e s c h o o l s h e r e i n identified


m u s t submit a School Certification or a s s e s s m e n t f r o m the n e w
school that the course can be completed within the duration of the
original course and a written request with justification to transfer
school addressed to t h e Officer IV, C S A P R F D , G S I S , Financial
Center, P a s a y City.

6.2

T r a n s f e r to another school not a m o n g t h o s e herein identified shall not


be a l l o w e d a n d shall result in t h e t e r m i n a t i o n of t h e scholarship
contract.

7. S I G N I N G O F S C H O L A R S H I P C O N T R A C T
7.1

U p o n s u b m i s s i o n of the c o m p l e t e d o c u m e n t a r y r e q u i r e m e n t s a n d
formal awarding of the scholarship grant, a Scholarship Contract
shall be executed between the G S I S , represented by the Vice
P r e s i d e n t , C C O , a n d t h e s c h o l a r ( o r h i s / h e r p a r e n t o r g u a r d i a n , if a
minor).

7.2

T h e notarized Scholarship Contract shall be submitted to the


C S A P R F D within thirty (30) d a y s f r o m receipt of t h e contract. T h e
p a y m e n t of t h e tuition f e e s a n d m o n t h l y stipend shall not be m a d e
u n l e s s t h e n o t a r i z e d s c h o l a r s h i p c o n t r a c t is s u b m i t t e d w i t h i n t h e
prescribed period.

8. L E T T E R O F G U A R A N T E E
8.1

T h e G S I S - C S A P R F D shall execute a Letter of G u a r a n t e e ( L O G ) in


favor o f the school w h e r e the scholar is enrolled. Under the L O G , the
G S I S undertakes t o pay the scholar's tuition and miscellaneous fees
for t h e initial t e r m w i t h i n fifteen (15) d a y s f r o m receipt o f t h e billing
statement. P a y m e n t of fees f o r subsequent term shall b e paid within
fifteen (15) days f r o m receipt o f his/her grades f r o m the previous t e r m
a n d t h e billing s t a t e m e n t .

8.2

T h e s a m e shall b e returned t o t h e Officer I V , C S A P R F D , G S I S ,


Financial Center, P a s a y City upon signing o f the " C o n f o r m e " b y the
a u t h o r i z e d s c h o o l officials.

EFFECTIVITY
T h i s revised policy a n d procedural guidelines shall b e effective upon Board approval
a n d a p p l i c a b l e t o a l l B a t c h 18 s c h o l a r s a n d s u c c e e d i n g b a t c h e s .

REPEALING CLAUSE
All existing Board Resolutions and P P G s inconsistent herewith are likewise d e e m e d
amended.
