The overall decline of the Bulgarrian researc
ch system has been a result of

both objectiive econom
mic factors, ssuch as the

ttransition recession, the sharp decrease in government reve nues, the
ffinancial crissis of 1996
1997, the ffledgling private sectorr, etc., and tthe lack of
a coherent national re
