in Mesaieed.
The port provides stevedoring and cargo handling services for aggregate cargoes which highly demand for
construction industry.

GENERAL CONDITIONS OF THE GABBRO BERTH TERMINAL FACILITY
Notice of Arrival:
Each vessel Owner or Charterer expecting to berth a vessel or barge at GBT (Gabbro Berth Terminal) shall
give 72 hours prior notice of the arrival as per criteria.
Master of vessels must contact Mesaieed Port Control on VHF Channel 14 & 11 when in range.
Terminal Users shall comply and adhere to the Conditions of Entry- COE of the Gabbro Berth Terminal
Facility.

General Rules & Regulations:


Qatar Petroleum is the landlord of QPMC Gabbro Berth Terminal.
Berthing and unberthing of the vessel will be charged directly to QP.
All Charges are in Qatar Riyals. Stevedoring charges includes the supply of labor and supervision only.
Handling / stevedoring charges are per MT or CBM whichever is the greater.
Overtime Stevedoring Charges are per Gang per hour / Minimum per Operation.
Stevedoring Charges are normal (no overtime) based on 24 hours for bulk cargo from Saturday to Thursday.
Overtime is applicable only on Friday / holiday for bulk cargo. Overtime stevedoring charges are per gang
per hour/ Minimum per operation.
24 hours discharge is compulsory. Discharge should not be stopped on any day (i.e. Saturday to Thursday
and Friday or Public holiday).
Prior to approval, cargo vessels calling at the Gabbro Bulk Terminal for unloading cargoes are required to
be fully equipped with own handling equipment suitable for the carried cargo which able to achieve set
handling rates at the discretion of the Terminal Operator, who may in its discretion refuse vessels to call.
Subject to availability and by prior arrangement with the Operator , certain cargo handling equipment may
be hired for the purpose and charged as stated. Any specialized services as and when required must be by
written request.
Gearless bulk vessels will be accepted on approval of Terminal Operator.
Cargo handling equipment required by the vessel such as slings, spreaders, cranes,forklifts, wheel loaders,
mobile cranes and others, if available, will be charged separately according to the set tari.
The responsibility of unloading heavy lift/oversized cargoes (20 tons and above) shall remain at all times the
responsibility of the vessel, prior approval from the Terminal Operator.
Ship owners and masters of the vessels calling at the port must ensure that the cargo handling equipment
on board is suitable and in good working order for the unloading of the cargo and that the crews are qualied
and experienced in the safe and ecient handling of such cargo.
Terminal users are reminded that failure to comply with the above will result in the vessel being refused entry
to the Terminal. The Terminal Operator will enforce its Terms and Conditions when poor performance has
been identied.

Cargo Handling Rights At The Gabbro Berth Terminal:


Terminal Operator reserves the right to control and perform the unloading and handling of all cargo.
The Consignee must ensure that there is sucient yard capacity and the appointed transporter shall supply
required trucks in order to sustain the berth eciency level of 1000 tons per hour.
Failure to comply with these KPI requirements shall give the right to Terminal Operator to remove the vessel
or barge from the berth.

Vacation Berth:
Terminal Operator reserves the right to instruct a vessel to vacate its allocated berth on completion of
discharge on receipt which to advise Master of Vessel on Notice of Readiness to sail within 1 hour upon
completion.

Customs:
Customs Duty is payable on all cargo imported into the country in accordance with published tari and
regulations.
The vessel or barge agent must ensure the availability of a customs ocial 1 hour after vessel or barge
secured and 1 hour before last cargo move on the vessel or barge.
Berth hire will apply if no customs ocial is available as stated.

Immigration
Qatar Immigration rules and regulations shall apply. Shore leave or the crew leaving the vessels or barges
are not permitted. The vessel agent must engage the immigration oce.

Pollution
The provision of the Port Rules, and Regulations Mesaieed Port applies.
Garbage disposal services are compulsory.
From time to time, Terminal Operator will monitor dust pollution from cargo and its eects on the work force
and equipment with a view to rework the cargo handling procedures and applicable tari.
All MOE rules and regulations must be applied as to the specications of aggregate cargoes being imported
into the State of Qatar.

Non Performance / Non - Conformance


The Operator reserves the right to perform the following actions due to non-performance/ noncompliance
with operational procedures of Users:
When sucient transportation is unavailable to meet and support the eciency level of 1000 tons per
vessel hour, Terminal Operator shall have the right to contract additional transportation at the consignees
costs.
To replace the pre-arranged transport of the Consignees with another due to poor performance and
inability to sustain the berths required eciency level.
To remove the vessel or barge from the berth if the consignee is unable to meet the required handling rate
per hour should it be found that the constraints of yard capacity and transportation.
All costs for the removal of vessel, barge will be for the consignee account.
To arrange with the Consignee / vessel agent / operational managers the washup meeting if a vessel or
barge with poor performance are identied.
To enforce a penalty for vessels or barges that have overstayed on the berth per: LOA of vessel, barge x
QR25 x hours overstayed on the berth.

Governing Law
The terms and conditions shall be construed, interpreted, and applied in accordance with the laws of the
State of Qatar. In the event of conict and / or dispute, the parties shall submit exclusively to the jurisdiction
of the courts of the State of Qatar.

TERMINAL HANDLING CHARGES
Gabbro Berth Terminal Handling Charges Which refer to the provisions of security and
maintenance service of buildings/quayside furniture/cabins, utilities, other facilities and
equipment at the berth (such as reghting equipment,lifesaving appliances etc.)
necessary to operate the berths eciently per MT.

STEVEDORING CHARGES
Which refer to on shore related services for discharging the cargo, including provisions
of stevedores, supervision, wheel loaders, lifting gears and minimal berth cleaning.
Should there be excessive dust emissions from a vessel, a berth cleaning team will be
deployed at the berth. Additional clean-up costs will be for the consignees account.
There will be an additional charge for double handling, and penalty charges for delays
caused by the transporter, vessel, and consignee yard space.
Aggregate Cargo only free owing. Direct Aggregate cargo - stone per MT/cm
(Whichever is greater).
