OrganizationalSetup

is composed of five (5) members, with a representation[1] of the City

Mayor who presides as Chairman of the Board. Its composition likewise
includes a representative of the City Treasurer, a representative of
the Sangguniang Panlungsod, and two other representatives, from the
Bus Operators and Business/Civic Sector, respectively.

Among its prominent functions is the fact that it has been vested by law x x
x to promulgate rules and regulations governing the operation,
administration, and maintenance of the said terminal x x x., and however,
despite this policy of autonomy, recent years later and after numerous
programs (to include the reorganization of the City Government in 1996 which
incorporated the DCOTT with the City Economic Enterprise Mgt.) has
integrated the management of the DCOTT within a system of supervision and
management. Since the Reorganization of the City Government of Davao in
1996, there occurred certain changes in the management of the Terminal.
The Reorganization saw the creation of the Economic Enterprise Management
Office which centralized the operations and supervision of the income
generating units and entities of the City Government under one office. Hence,
the Davao City Overland Transport Terminal became a unit of the same
office.

The Terminal employs a comprehensive organizational structure with a total

of 41 plantilla personnel and 49 job order/ contract of service personnel.
This present organizational structure has likewise been formalized only on
CY 2007 with the initiative of present management of DCOTT.

Within this organizational set-up, the Davao City Overland Transport

Terminal delineates its functions within five particular sections, each
assigned with its own personnel, and these are:

v Operations Section - this Section is supervised by one plantilla

personnel with the position of Transportation Regulation Officer III and is
divided into 3 subsections which takes charge of the general operations of
the terminal and to address concerns relative to bus operations, satellite
terminals (van and jeepney), and check points.

v Maintenance Section - this Section is assigned to maintain the

upkeep of the terminal as well as the maintenance and repairs of its
amenities, it is supervised by one plantilla personnel with the position of
Electrician II with subsections comprising the facilities upkeep and
sanitation

v Enforcement and Security Section - due to the present security

situation, this section is assigned to provide security and enforce the policies
of the terminal, it is comprised of 46 in-house security personnel (plantilla
and job order/ contract of services), 1 team of SCAA personnel from Task
Force Davao, and 1 K9 Unit comprising of 2 dog handlers and 2 bomb sniffing
dogs

v Administration Section - supervised by one plantilla personnel with the

designation of Administrative Officer, the section is charged with the
administration of the terminal, the responsibilities of which are delegated
into 4 different subsections namely personnel (for human resource concerns
such as duties/ assignments, training and leave benefits), budget and supply
(for preparation of annual budgetary expenditures, procurement of supplies),
records (charged with the proper accounting assets and properties of the
terminal), and concessionaires (the responsibilities of this subsection include
the billing of commercial establishments as well as documentation and
regulation of porters and peddlers).

v Public Assistance Section - this Section shall cater to Public

Assistance and Information dissemination for departing and arriving
passengers primarily on bus fares, tariff rates, passenger complaints, etc. It
is comprised of one Public Assistance Center and three Public Assistance
Counters strategically located within the terminal. This Section is likewise
charged with the maintenance of the terminal Breastfeeding room for
lactating mothers with infants
