PURPOSE:

Veolia will collaborate with the Department of watershed Management to implement business process
initiatives that will optimize the productivity of the Construction & Maintenance (C&M) workforce.

NEED/IMPACT:
This is expected to yield sustainable and quantifiable monthly savings in labor expenditure (direct labor and
oveftime) and spending on outside contractors for routine fie1d services. The specific quantification of the
impact calculations shall be determined by joint DWM-Veolia working group. The working group
recommended impact calculation outcomes shall be presented by Veolia to the Steering Committee for approval
and acceptance of the total savings as identified on the Performance Order. If approved, Veolia will receive a
fee of 50% ofthe documented savings.

this approach, our plan is to embed a continuous improvement culture within the workforce,
develop staff accountability and ownership of initiatives, and align DWM managers and
Veolia on key value levers.
The key levers to optimization of C&M include but shall not be limited to the following: rightsizing crews and overall C&M organization workforce, increasing productivity, improvingworkforce morale and accountability, ensuring field best practices, improving network
reliability, improving planning, scheduling and tracking work, reducing backlog, insourcing
contractor work, and reducing overtime spend rates.
