Foreword
Between 17-21 June 2012, the Romanian resort Neptun-Olimp hosted the
11th edition of the Regional Energy Forum, FOREN 2012. Organized every two
years by the Romanian National Committee of the World Energy Council (RNCWEC), FOREN Conferences have already become a key traditional event for the
Romanian and European energy community.

During the Opening Session, Mr. Ioan Dan Gheorghiu, vice-chairman of RNCWEC, conveyed the message on behalf of the Romanian Prime Minister, Mr.
Victor Ponta, who expressed his appreciation for the collaboration of energy
companies and policy makers in the region and addressed thanks to the World
Energy Council for its steady support to the Member Committees in Central and
Easter Europe, in countries including Romania, Bulgaria, Serbia, the Czech
Republic, Greece, Poland, and the Baltic states.
In his turn, Mr. Iulian Iancu, chairman of WEC Romania underlined that
FOREN 2012 took place in a period of great challenges which should gather
together all energy experts and strategic and economic policy makers to
identify the best solutions and promote only the ones which will prove to be
publicly accepted. The Forums conclusions will be taken into account by the
Romanian Government for its future energy policies, said Mr. Iancu on this
occasion.

The level of security of supply in Eastern and Central Europe grows due to
the diversification of the sources (natural gas, liquefied gas, shale gas),
increase of the underground storage capacity and interconnection
improvement of additional adjacent networks
Shale gas represents a valuable unconventional resource and a great
opportunity for the future, European hesitations in this field being not
justified and not enough motivated
Romania can represent an important stability and security factor in the
region, due to its resources, specialty expertise and important gas storage
capacity
Energy networks interconnection degree is still poor in Central and Eastern
Europe, which reduces security of supply for the region and the capacity to
establish an open trade market
Most users in the area depend on a sole supplier who takes advantage of
its dominant position and creates arbitrary discrimination among
customers.

Measures must be taken to keep oil price within affordable limits for all
social classes
Major technical, economic and financial efforts are necessary to rehabilitate
and modernize oil and gas transport infrastructure
Special care must be given to the exploitation of unconventional fossil
resources, as well as to setting up the appropriate legislation for ensuring a
sustainable energy future
Development of unconventional fossil resources requires the public social
acceptance and ensuring the necessary investments
All policy makers have to collaborate each others such as to shape a
regional energy policy based on co-operation and a continuous dialogue,
required for achieving the worldwide goals, in order to increase supply
security and set up achieve the single energy market by 2014
It is necessary to re-evaluate the centralized heating system and reduce
the degree of energy poverty
It is necessary to promote natural gas in the energy mix
It is necessary to keep on researching unconventional gas impact upon the
environment
It is necessary to adapt institutional, legislative and market elements, as
well as the third EU legislative package, in order to meet the Acquis
Communitaire
The provisions of the national energy strategy must be harmonized with
the current legislative provisions
Some rehabilitation, maintenance, security and monitoring issues of the
national gas and oil transport system must be solved, in order to increase
the activitys efficiency, along with the environmental efforts
It is necessary to participate in regional or international interconnection
projects for linking the source areas to the consumption areas
Investments for various hydrocarbon interconnection and/or transport
projects should be recovered, in the context of international gas prices
decrease.

WEC Member Committees in the CEE region have similar activities and are
trying to adapt their own efforts for the implementation of WECs decisions
to their national situation
The lacking cross-border connections represent a major challenge for
achieving a free and open energy market in the CEE region, which is a
major goal of the EU
The existence of a single gas supplier for the CEE region, its geopolitical
strategy, the uncoordinated national policies and the lack of European solidarity
create major discrepancies in achieving security of electricity supply
The optimal energy mix for each country depends on its specific conditions,
and the efforts to renewable energy sources should consider the lack of
food in certain areas, but also the ability to include them in the power
system
Due to the current situation in Europe, there are doubts regarding the
predictability concerning the construction of the gas pipelines meant to
diversify Europes supply with sources brought from the Caspian Sea
It is high time one should develop all known alternative e gas sources
(natural gas, liquefied gas, shale gas).

CCS will contribute to the achievement of the European 2020 Strategy for
energy and climate change
The best utilization of geothermal resources could lead to an increase of the
countrys energy potential and contribute to pollution reduction, by also
reducing CO2 emissions into the atmosphere.

Electricity price is a strong market signal, and its increase should consider
public acceptability and the need for system development
Keeping in operation electricity transmission and distribution network
requires considerable human and material efforts
Investments are a matter of survival for power companies
A large part of the investments are determined by the need to adjust the
electricity transmission system to the new structure of electricity
generation sources
Developing energy projects requires a serious analysis of multiple risks and
addressing them by specialized operators.

Coal-fired power plants will keep on generating cost-effective and competitive electricity by a and safe operation by also observing the environmental
protection.
In Romania lignite will still be a long-run competitive energy carrier for
power generation, even at a cost of 30/ton of CO2
Important rehabilitation projects meant to reduce environmental pollution
have been developed or are in progress at all power plants in the Oltenia
Power plants retrofitting should consider the use of latest technologies, to
operate at critical or supercritical parameters, with combined cycles in
cogeneration plants, for ensuring further reductions of emissions from coalfired power plants
Increasing CO2 prices can be a strong incentive to keep on implementing
modern technologies aimed at mitigating environmental pollution.
Approaching coal-fired power plants in Romanias longrun strategy will
require energy efficiency improvement and of CO2 emission mitigation.
Desulphurisation plants commissioned in Oltenia have met the proposed
performance indicators.
Reducing SOx emissions can be achieved by using the new type of multiple
stage burner.
Recommendations
The decisions for the modernization of power plants must take into account
the operating performance indicators, the duration, the available financial
means and the political will for adopting the decisions and the proposed
goals.
CCS technology development also requires an appropriate legislation for
CO2 transport and its permanent storage
A performant management and state-of-the-art technologies are required
to meet performance indicators of power plants.

Energy efficiency has a crucial role in the strategic energy goals of each
state: security of supply, sustainable development, competitivity with
European partners
Recommendations
The great importance granted to the balancing market is yet another proof
that the power system must be perceived as a whole and should be treated
as a single entity in order to ensure a consistent leadership and maximum
efficiency
Power quality represents an extremely topical issue. Problems, solutions
and case studies, were presented, the most important ones being:
automatic voltage regulation networks at low voltage networks, energy
quality monitoring at generators within medium voltage networks, impact
of the single longitudinal unbalance upon power quality, improvement of
power quality improvement at isolated users.
