Foreword
Between 17-21 June 2012, the Romanian resort Neptun-Olimp hosted the
11th edition of the Regional Energy Forum, FOREN 2012. Organized every two
years by the Romanian National Committee of the World Energy Council (RNCWEC), FOREN Conferences have already become a key traditional event for the
Romanian and European energy community.

FOREN 2012, focused on National and regional policies and strategies


Security of power supply, was designated by the World Energy
Council London Office as the official WEC event for the Central and
Eastern Europe region. Its main goal was to support WECs mission of
facilitating a dialogue on energy policies for a sustainable future
worldwide. The Regional Forum FOREN 2012 was organized in collaboration
with the WEC Member Committees in the CEE region, under the patronage of
the Romanian Government and WEC Central Office in London, and was
unanimously praised by all the participants in the technical, social and
exhibition events as a success.

The main issues of the Central and East-European region were debated during
FOREN 2012 by the 732
energy industry, representatives of the executive management and members
of WEC Member Committees from the CEE region, high ranking officials from
government, local and regional authorities, policy makers from leading national
and foreign energy companies, leading representatives of academia and
education, investors and developers, renowned experts from research and
200 noteworthy personalities in the energy
field led the 13 main events and the 5 technical communication sessions of
FOREN 2012, as chairs, secretaries, members and speakers.

2012 outlined some of the most current topics currently debated by the policy
makers at global and regional level: energy policies for ensuring security of
supply; electricity markets and the regulating framework; regional policies on
fossil fuel resources; clean coal technologies; energy efficiency and
environmental protection for a sustainable future.
FOREN 2012 also hosted an impressive international technical exhibition in
which over 60 energy companies, firms and institutes presented their newest
achievements.

The opening session of FOREN 2012 which gathered almost 400 attendees was
chaired by Mr. Iulian Iancu, chairman of RNC-WEC, and among the main
speakers there were:

Constantinescu, Chief Adviser to the General Manager of DG Energy,
European Commission; Ambassador Vladimir Rakhmanin, Deputy General
Secretary, Energy Charter; Konstantin Staschus, General Secretary ENTSOE; Lee Jong Moo, former President for Asia, Adviser to the Daegu 2013 World
Energy Congress Hosting Committee, Korea; Frank Hajdinijak, CEO of E.ON
Romania; Luca dAgnese, CEO of ENEL Romania.
During the Opening Session, Mr. Ioan Dan Gheorghiu, vice-chairman of RNCWEC, conveyed the message on behalf of the Romanian Prime Minister, Mr.
Victor Ponta, who expressed his appreciation for the collaboration of energy
companies and policy makers in the region and addressed thanks to the World
Energy Council for its steady support to the Member Committees in Central and
Easter Europe, in countries including Romania, Bulgaria, Serbia, the Czech
Republic, Greece, Poland, and the Baltic states.
In his turn, Mr. Iulian Iancu, chairman of WEC Romania underlined that
FOREN 2012 took place in a period of great challenges which should gather
together all energy experts and strategic and economic policy makers to
identify the best solutions and promote only the ones which will prove to be
publicly accepted. The Forums conclusions will be taken into account by the
Romanian Government for its future energy policies, said Mr. Iancu on this
occasion.

The event facilitated the approach and understanding of energy issues in a
global context from economic, politic and social points of view and emphasised
the need for an increased attention to the compromises required by the energy
policy trilemma: 1) ensuring the security of power supply; 2) the stringent
need to protect the environment and reduce greenhouse gas emissions; and 3)
the need to find out the most beneficial solutions for supporting countries with
reduced energy access, needed to solve up the key energy issues in the
extended region.

Key Messages

The great challenges staying ahead the worldwide energy


sector should mobilize all energy experts and policy
makers to identify the best viable solutions and promote
only those which are publicly accepted.

Special efforts are needed to achieve binding the national


targets of EU member states and cooperation mechanisms
such as to meet the 20-20-20 Targets set by the EU
package Energy-Climate Change: a 20% reduction in
greenhouse gas emissions, a 20% improvement in energy
efficiency and a 20% share for renewables in the EU
energy mix.

Central and Eastern Europe feels the lack of an adequate


gas infrastructure, especially in the South-Eastern region,
where Russia is still the only supplier. Large- scale
construction of pipelines to bring gas from the Caspian
basin into the heart of Europe is slowly progressing, due
to a small number of suppliers. Geopolitical uncertainty in
the Middle East and the South-Eastern Mediterranean
raise security issues regarding natural gas supply.

Due to the increasing importance of liquefied natural gas


and the potential development of shale gas in Romania
and Poland, the regional gas market could grow globally,
which might change the gas price structure and the type
of long-term contracts.

The latest significant developments of wind and solar


resources in the CEE region, supported by European and
national policies, claim for the urgent need to extend and
strengthen the existing electricity transmission networks,
which cannot currently cope with the electricity supplied
from renewable sources.

Conclusions and Recommendations


Based on the papers presented, keynotes addresses and discussions they
generated within FOREN 2012 Important Events and Communication Sessions,
a series of conclusions and recommendations have emerged, which should be
brought to the attention of local and regional policy makers by the participants,
for analysis and future action.
FOREN 2012 main general conclusions and recommendations, structured on
the Forum topics will be presented below:

Energy policies to ensure the security of power


supply at a regional level; towards the PanEuropean target model for the internal market
Conclusions

The deadlines imposed by EU third legislative package on the energy


market development must represent significant objectives for the market
operators in Romania and the Central and Eastern Europe
The efforts of EU Member States to implement the European directives are
mainly aimed at:
o Security of electricity supply: mitigating the dependence on imported
energy resources by using indigenous fuels and renewable energy
sources; diversifying energy import sources by using nuclear fuels and
natural gas.
o Sustainable development: increasing energy efficiency by modern,
clean and safe technologies; promoting electricity and heat cogeneration in highly efficient plants running on natural gas; reducing
the negative impact of the energy sector upon the environment
Through the long-term energy strategy, the countries around the Baltic
Sea aim at adjusting their electric power system infrastructure such as to
enable synchronous operation with the Western European power system.
Development of the electricity market in the Republic of Moldova is highly
dependent on electricity market development in Ukraine due to the
Eastward orientation of their power system infrastructure.
Romania has implemented some of the of the Third Legislative Package
guidelines and will contribute to develop good practice codes on grid
connectors, develop internal electricity market and system operation.
ANRE, Transelectrica and OPCOM in Romania are interested in developing
market coupling price mechanisms with the Czech Republic, Slovakia and
Hungary.

Recommendations

Regional energy market achievement requires specific solutions, based on


decentralized markets, implemented through national control and regional
cooperation
Regional markets development has to be made in line with the trends
towards achieving the single European market by improving bilateral
energy trade practices, standardization of contracts, transparency of
market activities, identical market measures and price calculation methods
The energy sector should develop in compliance with the European Union goals
Energy efficiency increase should be met throughout the whole chain: resources
generation transmission distribution consumption/conversion
New investments should be promoted in the energy sector
The most efficient and clean technologies for heat and power generation
should be promoted, together with the most efficient use of primary energy
resources.

Gas resources and the appropriate infrastructure to


develop the regional security of supply
Conclusions

The level of security of supply in Eastern and Central Europe grows due to
the diversification of the sources (natural gas, liquefied gas, shale gas),
increase of the underground storage capacity and interconnection
improvement of additional adjacent networks
Shale gas represents a valuable unconventional resource and a great
opportunity for the future, European hesitations in this field being not
justified and not enough motivated
Romania can represent an important stability and security factor in the
region, due to its resources, specialty expertise and important gas storage
capacity
Energy networks interconnection degree is still poor in Central and Eastern
Europe, which reduces security of supply for the region and the capacity to
establish an open trade market
Most users in the area depend on a sole supplier who takes advantage of
its dominant position and creates arbitrary discrimination among
customers.

Recommendations

Major investment efforts are necessary in the cross-border transport


infrastructure for developing a functional natural gas regional market
Increasing gas supply security needs a regional way of thinking, which has
not to be influenced by national interests
Increasing underground storage level of natural gas to cover seasonal
demand fluctuations, even under crisis situations, claims for the adoption
of the appropriate decisions in this respect

Controversies on the hydraulic fracturing technology used for shale gas


exploitation processes are gradually attenuating, based on the
technological advancements, the regulations in the field and the degree of
public awareness. Therefore a long term strategy for infrastructure
investments should be set up, which has to consider the unconventional
gas sources
An appropriate strategy should be developed, meant to bring the new
Black Sea gas and crude oil deposits to the market
The rational and efficient use of natural gas requires appropriate
regulations at national level
WEC Romania is proposed - to organize an event focused unconventional
gas recovery, within which the activities in this field should be clearly
explained and some definitions and specific terms should be reviewed.

Oil resources and the appropriate infrastructure to


develop the regional security of supply
Conclusions

Oil production in CEE countries can substantially increase by implementing


new recovering techniques
Since oil production is essential for economic development, oil price has to
remain within normal affordability limits
Modernization of the transport infrastructure and achievement of new
connections are objectives which require major technical, economic and
financial efforts
The exploitation of the shale oil and gas reserves can be one of the most
realistic solutions for covering energy demand and ensuring security of
supply
The development of unconventional fossil resources requires the existence
of a simple, transparent, clear and predictable legislation
The best tool for increasing the regional security of supply is to develop of
the natural gas underground storage activity, as Romania has a very high
raw potential
Existence of a high potential of energy savings by improving energy
efficiency at the consumer level and the need to develop educational
programs to this purpose.
Increasing the performance of the energy sector and improving supply
security triggers of several challenges, the most important being price
affordability
The competitive power and gas markets are considerably more complex
and fragile than most other markets, as they mainly depend upon external
factors
Hydrocarbons price has an unpredictable and capricious evolution.

Measures must be taken to keep oil price within affordable limits for all
social classes
Major technical, economic and financial efforts are necessary to rehabilitate
and modernize oil and gas transport infrastructure
Special care must be given to the exploitation of unconventional fossil
resources, as well as to setting up the appropriate legislation for ensuring a
sustainable energy future
Development of unconventional fossil resources requires the public social
acceptance and ensuring the necessary investments
All policy makers have to collaborate each others such as to shape a
regional energy policy based on co-operation and a continuous dialogue,
required for achieving the worldwide goals, in order to increase supply
security and set up achieve the single energy market by 2014
It is necessary to re-evaluate the centralized heating system and reduce
the degree of energy poverty
It is necessary to promote natural gas in the energy mix
It is necessary to keep on researching unconventional gas impact upon the
environment
It is necessary to adapt institutional, legislative and market elements, as
well as the third EU legislative package, in order to meet the Acquis
Communitaire
The provisions of the national energy strategy must be harmonized with
the current legislative provisions
Some rehabilitation, maintenance, security and monitoring issues of the
national gas and oil transport system must be solved, in order to increase
the activitys efficiency, along with the environmental efforts
It is necessary to participate in regional or international interconnection
projects for linking the source areas to the consumption areas
Investments for various hydrocarbon interconnection and/or transport
projects should be recovered, in the context of international gas prices
decrease.

Power in Central and Eastern Europe

WEC Member Committees in the CEE region have similar activities and are
trying to adapt their own efforts for the implementation of WECs decisions
to their national situation
The lacking cross-border connections represent a major challenge for
achieving a free and open energy market in the CEE region, which is a
major goal of the EU
The existence of a single gas supplier for the CEE region, its geopolitical
strategy, the uncoordinated national policies and the lack of European solidarity
create major discrepancies in achieving security of electricity supply

The optimal energy mix for each country depends on its specific conditions,
and the efforts to renewable energy sources should consider the lack of
food in certain areas, but also the ability to include them in the power
system
Due to the current situation in Europe, there are doubts regarding the
predictability concerning the construction of the gas pipelines meant to
diversify Europes supply with sources brought from the Caspian Sea
It is high time one should develop all known alternative e gas sources
(natural gas, liquefied gas, shale gas).

Recommendations

The complexity of developing and improving energy regulations requires a


deeper collaboration among specialists; the documents of the International
Electrotechnical Commission (IEC) must be considered as white papers
and acknowledged as such by all energy specialists
The regulations regarding the development of modern power distribution
systems must be conceived having in view Smart Grids implementation
Energy mix in Romania and other countries will keep on including nuclear power,
which is still competitive versus coal power (even combined with CCS)
The necessary energy mix for ensuring supply security must be selected by
specialists, depending on the specific conditions, and must take into
account the capacity to include the sources into the energy system
The decisions made in the power sector have to consider financial
affordability and public acceptance
Special attention must be paid to investing in the new generation of energy
specialists (time, money, education, training, predictability), for their being
able to face the future energy challenges and increase the smartness
level of the system.

Role of governments, international organizations and


NGOs in solving the energy Trilemma
Conclusions

Energy Trilemma represents the three main vectors of sustainable


development: security of supply; social equity and environmental impact
mitigation
Drawing up European and national strategies has a major role in achieving
the energy goals, taking into account all forms of primary energy, with a
special focus on renewable energy sources.
Technology and energy efficiency are essential factors for solving the
Energy Trilemma
The energy sector has a significant impact on economic development The
transitory derogations set forth in the 2009/29/CE Directive can be an
opportunity for Romanias power sector, which faces a severe lack of
modernization funds.

The Energy Trilemma is a set of problems to be globally addressed, such as


not to become antagonistic; solving up a problem should not impact the
other aspects
Not all resolutions can be perfect, however distortion of the overall problem
should be avoided
Financing sources for power system modernization should be identified
The strategic and economic policy makers should most carefully address
power sector, which is a strategic sector in a countrys economy
Debates on the new energy challenges should be a priority on the agenda
of the governmental decision makers
It is necessary to amend the legislation on SHP construction, so that
investments in this field include the development area for complex uses.

Smart Grids
Conclusions

Smart Grids represent a concept of power grid modernization which


integrates electric and computing technologies at any point in the grid,
from generation to end-user
Smart Grid networks are power, gas or water networks which can smartly
integrate the behaviour and actions of all the participants in the
generation, transmission, distribution and consumption of power/gas/
water, ensuring the economic efficiency and supply security for power
and/or natural gas.
The basic technologies for achieving Smart Grid which are still under
development, set out: the active participation of energy users; adapting to
all the generation and storage options; development of new products,
services and markets; ensure the quality of power/natural gas/water at the
level of the 21st century; optimize asset utilization and their efficient
operation; location of incidents, prevention, isolation and re-use; immunity
to physical and cyber attacks and also to natural disasters. To achieve
these goals, grids must become more active, allowing the integration of
new technologies under development which will bring about numerous
benefits.
Implementation of Smart Grid concept at the level of the energy system
requires the optimization of the whole system, namely of generation,
distribution and part of consumption.
Smart Grids represent a very current and complex issue, and the solutions
proposed for their implementation have reached a high degree of maturity.
Expanding and solving large scale Smart Grids is an important technical
and financial effort which must given equal importance both by the present
experts and also by the future generations of specialists.

Economic and government decision makers should grant all necessary


financial support for Smart Grids implementation
Producers, distributors and electricity users should be aware of the
importance and utility of smart grids for the entire power system.

Renewable energy sources and energy efficiency in


Central and Eastern Europe
Conclusions

The development of renewable energy projects must consider public


acceptability and be part of a long term energy strategy
The development of wind farms and solar facilities projects must
implement high performance equipment to ensure an efficient use of
energy resources
While developing wind and PV projects, the conditions set forth by the
system operator should be fulfilled, as regards power quality at the point of
connection to the public electric grid
The national solutions, models and mechanisms would have to fully comply
with the European wide provisions integrated into the European internal
market
Adoption of the European Commission regulation, REMIT, which will
provide a framework for reporting, monitoring and supervision applicable
to wholesale electricity markets will increase the integrity and transparency
for the benefit of end users and avoid market abuse, which, in a Member
State could influence both the wholesale prices of electricity and natural
gas, regardless the national borders, and retail prices paid by consumers
and small business enterprises
Romanias electricity spot market registered a steady growth of trading
volumes and performance indicators, proving its full maturity on
quantitative and qualitative indicators and providing a full relevant
reference price set by the day-ahead market.
Currently, there are on-going projects meant to diversify the product
portfolio available to market participants in order to trade electricity in due
time, through auction sessions on centralized markets, such as to meet
liquidity needed to set up relevant price signals for different future delivery
horizons.

Recommendations

Setting the appropriate Romanian legal framework is urgently claimed for


the development of renewable energy sources, without which the
uncontrolled and speculative development of the renewable energy sector
is encouraged

To ensure power system stability, investors in wind turbines have to


collaborate with Hidroelectrica in order to develop optimized solutions
including SHPs.
Implementation of wind and solar farms must be based on a careful study
of the energy potential, without affecting protected areas and the areas
used for food production
Biomass and hydro power projects should be sustainable
An adequate legal framework is required to promote small output PV power
plants (below 1 MW), taking into account their particulars
The current legislation for energy auditors training in authorised centres
has to be amended
Ranked on the 88th green level Romania requires strong actions to become
a powerful country in this respect
The legal framework should be improved and adapted, through the new
Electricity and Natural Gas Law and also through the 220/2008 Law
There should be a balance between competition and regulation
Customer awareness should be strengthened on the advantages of Smart
Grids and also ontheir adopting the best solutions for energy conservation
and energy efficient use.

Clean generation technologies from coal and other


primary energy sources
Conclusions

The particular importance of Carbon Capture and Storage (CCS)


demonstrative projects and commercial implementation through an
appropriate legislation for CO2 transport and storage is stressed upon.
According to Romanias energy strategy, coal power plants will play an
important role in meeting the energy demand of the country. Thus, special
attention should be paid to the solutions meant to mitigate CO2 emissions
of these power plants.
The important economic benefits of shale gas should not affect the
interests of the local population and must not lead to environmental
pollution.
Romanias primary energy production, based on the best utilization of fossil
primary energy reserves, coal and hydrocarbons, and on uranium ore, will
have a decreasing trend.
Turning wastes to the best account represents a set of actions meant to
reduce the volume of household and industrial waste, and their full
utilization as secondary raw materials.
CO2 capture and storage inside geological formations (saline aquifers,
depleted oil reservoirs) is a new method to reduce greenhouse gas
emissions which is currently in progress to demonstrate its commercial
nature, in order to develop industrial-scale projects

CCS will contribute to the achievement of the European 2020 Strategy for
energy and climate change
The best utilization of geothermal resources could lead to an increase of the
countrys energy potential and contribute to pollution reduction, by also
reducing CO2 emissions into the atmosphere.

Recommendations

It is necessary to support studies and research to develop new procedures


for clean coal conversion into other products: synthetic chemicals,
hydrogen, etc.
The new power plants must use modern integrated gasification combined
cycle technologies (IGCC), atmospheric fluidized bed coal combustion
(AFBC), pressurized fluidized bed coal combustion (PFBC) and supercritical
fossil fuel steam boiler (SC FSB)
The national strategies should take into consideration the development of
CCs projects appropriate legal regulations on CO2 transport and storage
should be adopted
Efforts are further on required to identify potential storage areas close to
coal-fired power plants
It is necessary to use the existing domestic energy resources (ex:
bituminous coal) otherwise the countrys energy vulnerability will increase
by sharply increasing dependence on imports which would have a negative
impact upon the countrys financial resources.
A technical, economic and managerial restructuring is needed with respect
to energy complexes including lignite exploitation units
Promotion of innovative solutions and clean and efficient technologies
(power sources, such as those base on the photoelectric effect, led
illumination) is necessary, as well as and the use of renewable sources to
mitigate environmental pollution and increase security of power supply by
lowering primary energy and fossil fuel imports
New solutions must be identified for solving up the continuous waste
quantity increase
The areas affected by mining coal resources should be reconfigured, in order
to identify production and technological separations which might generate
hindrances and to make the best decisions for their rehabilitation, having in
view their final destination.

Regional approach to new nuclear projects


Conclusions

The Fukushima nuclear accident in 2011 has not generated a similar


earthquake in terms of policies and opinions for and against nuclear
energy at global level. It however generated several positive consequences
on strengthening the preventive measures, to be undertaken such as
large-scale stress tests, more exigent actions of the regulating and

operating bodies (AIEA, WANO, etc.) and increasing interest in improving


nuclear and waste management technologies.
Nuclear technology still remains a viable alternative for the decarbonisation
of power generation and ensuring the security of supply, but it still is partly
refused by the public perception
Nuclear units are unavoidable for emerging countries and represent a
branch involving highly skilled workforce requirements and horizontally
industrial development
It is noteworthy that electricity from nuclear power has a competitive price
and full attention has to be also paid to terrorist threats proliferation
Since the investment costs for new nuclear plants are high and the
financial risks are significant, new evolved financing solutions should be
developed with good results at a global level
Romania is still in favour of nuclear technology development strategy.

Recommendations

It is necessary to strengthen the preventive measures and a much more


exigence on the actions taken by the regulating and operating authorities
(AIEA, WANO, etc.)
It is imperiously necessary to improve nuclear technologies and wastes
management in order to prevent accidents.

High efficient cogeneration and centralized heat supply systems have a


high potential for saving primary energy which generally is rather poorly
capitalized
The solutions for Romanias issues on urban heating must be analysed by
experts, in the context of a legislation which supports the efficient use of
resources
Upgrading heating systems can provide increased system performance, cut
down customer prices and ensure quality of heat supplied to end users.
Modern IT and maintenance systems using the thermovision procedure can
ensure a performant heat distribution system.

contracts with a two-years grace period within which the constructor
performs the works on schedule, with no settlements)
Ensuring security of supply to end users requires a secondary legislation to
promote a favourable economic framework for the generators who can
provide ancillary system services (mainly for hydro units)
Regulations must be issued, meant to provide opportunities for achieving
the investments needed for the development of the electricity transmission
network from the funds provided by the investors, the latter ones having to
recover the money invested, according to the regulations in force

Coal-fired power plants will keep on generating cost-effective and competitive electricity by a and safe operation by also observing the environmental
protection.
In Romania lignite will still be a long-run competitive energy carrier for
power generation, even at a cost of 30/ton of CO2
Important rehabilitation projects meant to reduce environmental pollution
have been developed or are in progress at all power plants in the Oltenia
Power plants retrofitting should consider the use of latest technologies, to
operate at critical or supercritical parameters, with combined cycles in
cogeneration plants, for ensuring further reductions of emissions from coalfired power plants
Increasing CO2 prices can be a strong incentive to keep on implementing
modern technologies aimed at mitigating environmental pollution.
Approaching coal-fired power plants in Romanias longrun strategy will
require energy efficiency improvement and of CO2 emission mitigation.
Desulphurisation plants commissioned in Oltenia have met the proposed
performance indicators.
Reducing SOx emissions can be achieved by using the new type of multiple
stage burner.

Recommendations

The decisions for the modernization of power plants must take into account
the operating performance indicators, the duration, the available financial
means and the political will for adopting the decisions and the proposed
goals.
CCS technology development also requires an appropriate legislation for
CO2 transport and its permanent storage
A performant management and state-of-the-art technologies are required
to meet performance indicators of power plants.

Energy efficiency has a crucial role in the strategic energy goals of each
state: security of supply, sustainable development, competitivity with
European partners

A real industrial revolution is expected, by introducing variable speed


motors which can save, depending on the specific operation, from 3% to
60% of the current consumption.
A poor use of structural funds (POSCCE) for energy efficiency, the lack of
competent consultancy firms, and even attempts to elude the laws in force
could be noticed so far.

Recommendations

An integrated way of thinking and acting is required in order to implement


the new EU Directive support instruments, the new power and gas law
included.
Market distortions must be removed by its full liberalization, which will
increase competition and reduce energy costs even if this is a bad signal
for energy efficient use. Even if there are an European legal framework, the
adequate financial instruments and the Directive linking energy efficiency
to high efficiency cogeneration, there are still many things to do in
Romania in the near future. First of all the new Directive has to be
implemented and the policy makers need to think even now how they will
implement it in the context of the Romanian legal and regulatory
framework
Energy efficiency programs should be encouraged and made use of while
shaping the countrys energy policy, similarly to other countries.

The role of power transmission and distribution


operators in the free market
Conclusion

The great importance granted to the balancing market is yet another proof
that the power system must be perceived as a whole and should be treated
as a single entity in order to ensure a consistent leadership and maximum
efficiency
Power quality represents an extremely topical issue. Problems, solutions
and case studies, were presented, the most important ones being:
automatic voltage regulation networks at low voltage networks, energy
quality monitoring at generators within medium voltage networks, impact
of the single longitudinal unbalance upon power quality, improvement of
power quality improvement at isolated users.

Recommendations

Integration of wind farms in the Romanian power system has to consider


several essential aspects: the coherence of the regulatory framework,
ensuring reserves, identifying and assigning specific energy market
responsibilities to the distribution system operators and, last but not least,
identification and avoiding all risks related to a steep development of this
energy source.

The distributed generation networks should be strengthen based on active


power distribution system management models and solutions.
Accessing European funds must become a priority with a view to achieving
research works needed to find out the most appropriate solutions to the
current issues of the power transmission and distribution sector.
A strong short, medium and long term energy strategy is needed for the
best framework such as to encourage the necessary investments to solve
up or challenges the Romanian power system is confronted with.
