The number of attacks on merchant ship in
the GoA (Gulf of Aden),off the coast of Somali
and Arabian sea increased from 2008(2012
decreased), the attacks cause serious danger
to the life of crew and safety of the ship.

From 2008 to today, China Shipping has
hold 11 anti-piracy meetings according to
new problem, new intention, new situation
appeared from worldwide, and issued a
series of prevention measures.

3.2 Establish and Perfect Procedure
Establish procedure for vessels sailing
through the GoA (Gulf of Aden), off the
coast Somali and Arabian sea.
Define vessel anti-piracy manual.

The procedure or manual includes shorebased support and monitoring, convoy
application, ship report, preparation prior
to transit, measures taken in GoA, action
taken if a piracy attack is imminent, etc.

contents of BMP (Best Management
Practices) , such as useful contact details,
checklist of GoA security measures, etc.
Modify the anti-piracy emergency plan in
the SMS and SSP.

3.3 Provide Shore-based /company Support
The shore-based provide enough supports: avoid
pirate area(Company safety department etc,carry
out a risk assessment for new voyage order),
purchase pirate insurance, advise passage plan,
equip the ship with anti-piracy installations,
rebuild safety enclosed spaces , set up emergency
procedure, provide training, apply for convoy,
release information, etc.

(1) Provide sign on training to master, chief
engineer, chief mate and SSO.
(2) Provide allowance to crew for ship
passing throughout GoA or Somali waters.

(1) Preparation
The Company vice GM must have a
telephone communication with the master
to inspirit the crew prior to transit.

The ship should keep good maintenance,
design the passage plan, install physical
barriers, prepare anti-piracy equipments,
test the communicating devices, etc.

emergency plan and evacuation plan,

(5) keep sharp Watchkeeping, add
additional lookouts, enhance vigilance,
patrol around the vessel.
(6) if a potential attack commences, sound
the alarm, activate the emergency plan,
alter Large course and carefull manoeuvre
the ship. activate the SSAS, contact the
China Navy, the Combined Navy with VHF
16, report to MARLO, IMB, UKMTO,

China Shipping suffered total 23 pirate
annoyances or attacks from 2008, no
vessel was hijacked.
The most violent pirate attack was
happened on Feb. 1, 2011. The bulk carrier
JIA NING SHAN was attack by two skiff in
three hours.

cartridges were found on board.

5.1 The pirate areas should be avoided,
deviating sometimes can be taken to
keep away from the pirate areas.
5.2 Summarize and adhere to the
former good practices and stick to the
Company anti-piracy principle.

5.3 Adhere to warship convoy or group
transit. Suggest the government to set up
civilian security company. Before the
civilian security company is set up, if
appropriately, arrange the external security
company to
send arm forces
onboard .

applicable anti-piracy equipments
must be equipped on board, The
safety enclosed spaces rebuilding or
constituting rate must be up to 100
percent. The ventilation must be good,
the communicating antenna must be
covert.
