INTRODUCTION
1.1 Background Study
The road traffic management strategy determines the objectives, roles, responsibilities,
operational principles and service portfolio of the Malaysia Public Works Department.
This strategy t a k e s into account t he organizational c h a n g e i n the transport
administration implementation and the national strategy f o r intelligent transport,
and the current challenges in terms of transport system development. Based on primary
c u s t o m e r needs and transport problems, the strategy outlines the main anticipated
impacts of traffic management services and functions in different parts of the road
network. This is followed up by the identification of the most cost- effective traffic
management functions and services as w e l l as t h e parts of the network in which
these should be applied in order to achieve the desirable impacts.
1.2 Problem Statement
On main road sections, key problems are insufficient adaptation of behavior to suit the
conditions, meeting and encroachment accidents, accidents during the festivities, poor
predictability of travel and transport and insufficient backup routes.
In congested areas, the key problems are pedestrian accidents, the p e r c e i v e d lack of
safety in school travel, t h e d i f f i c u l t y i n predicting travel a n d transport,
environmental issues, deteriorating conditions for pedestrian and public transport, and
the increase in passenger car traffic. Major city areas also suffer from traffic congestion
and incipient shortages of space reserved for traffic.
Problems in special sites such as t u n n e l s , road sections subject to c o n g e s t i o n ,
roadworks, terminals. include risk of personal injury o r fatal a c c i d e n t s , traffic
incidents a n d
