funding would be used for water and wastewater infrastructure improvements including
the demolition of several abandoned buildings to provide for a public right-of-way, the
relocation of two streets and the creation of another, the construction of a riverfront
public boardwalk and park consisting of several retail/civic pavilions, the repair of the

As the committee continues its work on the Fiscal Year 2009 Energy and Water Development
appropriations measure, I ask that you give every consideration to funding an important Section
205 flood control study in my congressional district.

The Fiscal Year 2008 Energy and Water bill included $98,000 for the initiation of a feasibility
study for the City of Findlay, Ohio, which recently saw three of its worst floods in history in a 13-
month period. These floods devastated the city, causing significant financial damage to the
downtown business district and displacing hundreds of residents. The city is fully prepared to
provide matching funds for the completion of this feasibility study, for which I am requesting
$152,000 in federal funds in FY09.

To the best of my knowledge, this request is not directed to an entity or program that will be
named for a sitting member of Congress, is not intended for use by an entity to secure funds for
other entities, and meets or exceeds all statutory requirements for matching funds where
applicable. I certify that my wife and I have no financial interest in this issue.

Should this request be included in the bill, I will place a statement in the Congressional Record
describing how the funds will be spent and justifying the use of taxpayer funds for this project.
