This document describes GBFD-160203 CSFB QoS, including its technical principles, related
features, network impact, and engineering guidelines.

2 Overview

Overview

All MSs involved in this feature are GSM/LTE dual-mode or multi-mode MSs.
The FDD-based LTE is not distinguished from the TDD-based LTE in this document. FDD
stands for frequency division duplex, and TDD stands for time division duplex.

2 Overview

2.1 Introduction
The CSFB QoS feature provides the following functions:
l

Very-early TCH assignment based on CSFB call identification


The access delay of CSFB calls is longer than that of common calls. To decrease the access
delay of CSFB calls, the very-early TCH assignment based on CSFB call identification
function is introduced. This function enables the BSC to perform very-early TCH
assignment for the CSFB calls identified by CSFB call identification, decreasing the access
delay of CSFB calls.

CSFB voice quality assurance


This function includes the following sub functions:
CSFB preemption and queuing
During the initial access of a CSFB call, the priority of the CSFB call is increased. If
no channels are available, the CSFB call can preempt channels occupied by lowerpriority calls or non-CSFB calls with the same priority as the CSFB call. If the
preemption fails, the CSFB call joins a queue.
Full-rate channel preferred for CSFB calls
The BSC preferentially allocates TCHFs to CSFB calls.
CSFB VAMOS prohibition
CSFB calls cannot serve as candidate VAMOS calls. In the VAMOS feature, the BSC
multiplexes two candidate VAMOS calls onto the same VAMOS channel.
NOTE

TCH is short for traffic channel.


TCHF is short for full-rate traffic channel.
TCHH is short for half-rate traffic channel.
CSFB is short for circuit switched fallback.
VAMOS is short for voice services over adaptive multi-user channels on one slot.

2.2 Benefits
The CSFB QoS feature provides the following benefits:
l

The very-early TCH assignment based on CSFB call identification function helps decrease
the delay in the establishment of a CSFB mobile originated call (MOC) or CSFB mobile
terminated call (MTC) by 1s to 1.5s.

The CSFB preemption and queuing function helps increase the assignment success rate of
CSFB calls when TCHs are congested.

The full-rate channel preferred for CSFB calls function and the CSFB VAMOS prohibition
function help improve the voice quality of CSFB calls.

Technical Description

On a CSFB-enabled network, an MS camping on an LTE cell can originate a CS call or receive


a CS paging message after being migrated to a GSM cell using CSFB. The call procedure in
CSFB is similar to that when the MS camps on a GSM cell. When SUPPORTCSFB
(BSC6900,BSC6910) is set to SUPPORT(Support), the BSC can connect CSFB users to a
GSM cell.

3 Technical Description

3.1 Overview
The CSFB QoS feature includes the following functions: very-early TCH assignment based on
CSFB call identification, CSFB preemption and queuing, full-rate channel preferred for CSFB
calls, and CSFB VAMOS prohibition. If all of these functions are enabled and the very-early
TCH assignment based on CSFB call identification function is triggered by a CSFB call, then:
l

The CSFB preemption and queuing and full-rate channel preferred for CSFB calls functions
do not take effect for the CSFB call.

During the very-early TCH assignment, the CSFB VAMOS prohibition function does not
take effect for the CSFB call. After the very-early TCH assignment is complete, the CSFB
VAMOS prohibition function takes effect for the CSFB call.

3.2 Very-Early TCH Assignment Based on CSFB Call


Identification
When CSFBIMMASSENSW(BSC6900,BSC6910) is set to ON(On) and the current cell load
is less than the value of ImmTchLoadThres(BSC6900,BSC6910), the BSC performs very-early
TCH assignment for the following CSFB calls:
l

CSFB mobile originated calls (MOCs) identified by the CSFB MOC identification function

CSFB mobile terminated calls (MTCs) identified by the CSFB MTC identification function

The very-early TCH assignment procedure for CSFB calls is the same as that for common calls
on GSM networks. For details, see Assignment and Immediate Assignment Feature Parameter
Description.

3.3 CSFB Voice Quality Assurance


The CSFB voice quality assurance function includes the following sub functions:
l

CSFB preemption and queuing

Full-rate channel preferred for CSFB calls

CSFB VAMOS prohibition

3.3.1 CSFB Preemption and Queuing


During the initial access of a CSFB call, the priority of the CSFB call is increased. The CSFB
call can preempt channels or join a queue if no channels are available. The CSFB preemption
and queuing principles are similar to the eMLPP principles. The differences lie in the following
aspects:
l

Preemption policy for calls with the same priority as a new call
With eMLPP, a new call can only preempt lower-priority calls but cannot preempt channels
occupied by calls with the same priority as the new call.
With CSFB preemption and queuing, a CSFB call can preempt channels occupied by both
lower-priority calls and non-CSFB calls with the same priority as the CSFB call.

Preemption policy when the message sent by the CN does not contain the priority of a call
With eMLPP, if the message sent by the CN does not contain the priority of a call, the BSC
does not allow the call to preempt channels.
With CSFB preemption and queuing, the BSC allows a CSFB call to preempt channels
even if the message sent by the CN does not contain the priority of the CSFB call.

Method of processing preempted calls


With eMLPP, if a handover for the preempted call fails, the BSC drops the preempted
call.
With CSFB preemption and queuing, if a handover for the preempted call fails, the BSC
cancels the preemption to prevent call drops.

Queuing processing

With eMLPP, if a call fails to preempt channels, the BSC determines whether to allow the
call to join a queue based on the value of BSCQAD(BSC6900,BSC6910) and instructions
from the CN.

With CSFB preemption and queuing, if a CSFB call fails to preempt channels, the BSC
allows the CSFB call to join a queue regardless of the value of BSCQAD
(BSC6900,BSC6910) and instructions from the CN.

For details about eMLPP principles, see eMLPP Feature Parameter Description. When both
the GBFD-115001 Enhanced Multi Level Precedence and Preemption (EMLPP) feature and the
CSFB preemption and queuing function are enabled, non-CSFB calls preempt channels
according to eMLPP principles, and CSFB calls preempt channels according to CSFB
preemption and queuing principles.

3.3.2 Full-Rate Channel Preferred for CSFB Calls


When CSFBOPTIFREN(CSFB FR Optimization Enable) is selected for
CSFBVOQULENSURSW(BSC6900,BSC6910), the full-rate channel preferred for CSFB calls
function is enabled. In this situation, the BSC preferentially allocates TCHFs to CSFB calls
without considering the value of TCHBUSYTHRES(BSC6900,BSC6910) and prohibits TCHFto-TCHH handovers in a cell.

3.3.3 CSFB VAMOS Prohibition


When CSFBNOUSEVAMOS(CSFB VAMOS Pairing Prohibit) is selected for
CSFBVOQULENSURSW(BSC6900,BSC6910), the CSFB VAMOS prohibition function is
enabled. In this situation, the BSC does not select CSFB calls as candidate VAMOS calls for
channel multiplexing.

Related Features

4.1 Prerequisite Features


GBFD-511313 CSFB
The CSFB QoS feature requires the GBFD-511313 CSFB feature.
The very-early TCH assignment based on CSFB call identification function in the CSFB QoS
feature requires the CSFB MOC identification and CSFB MTC identification functions provided
by the GBFD-511313 CSFB feature.

5 Network Impact

Network Impact

5.1 System Capacity


After the full-rate channel preferred for CSFB calls function is enabled, the proportion of TCHFs
increases, thereby decreasing system capacity and increasing cell congestion.
After the CSFB VAMOS prohibition function is enabled, the VAMOS channel multiplexing
proportion decreases, thereby decreasing capacity gains delivered by VAMOS.

5.2 Network Performance


The functions included in the CSFB QoS feature differently impact network performance.

Very-Early TCH Assignment Based on CSFB Call Identification


l

Decreases the delay in the establishment of a CSFB MOC or CSFB MTC by 1s to 1.5s.
Due to the high transmission rate over TCHs, the connections between MSs and the radio
network can be quickly established.

Increases the TCH congestion rate. The very-early TCH assignment for CSFB calls causes
more TCHs to be occupied on the network. If the proportion of CSFB MSs is 10%, the
TCH congestion rate may increase by 0.30.5%.

Slightly decreases the high quality indicator (HQI). If TCHs use a tighter frequency reuse
pattern than SDCCHs, the HQI decreases by 0.10.3%.

CSFB Preemption and Queuing


l

Increases the assignment success rate and handover success rate of CSFB calls. The increase
value is associated with the TCH congestion rate. If the TCH congestion rate is 2%, the
assignment success rate of CSFB calls increases by 0.51%.

Increases the call drop rate due to traffic congestion by 0.1% or less.

5 Network Impact

Full-Rate Channel Preferred for CSFB Calls


l

Improves voice quality of CSFB calls. The MOS increases by 0.2 to 0.3 for the CSFB MSs
that are allocated TCHHs before this function is enabled and allocated TCHFs after this
function is enabled.

Increases the TCH congestion rate in congested cells. The increase value is strongly
associated with the cell traffic model and proportion of CSFB MSs in cells. The increase
in TCH congestion rate brought by enabling this function is the same as that brought by
increasing the value of TCHBUSYTHRES by proportion of CSFB calls.

Slightly decreases the HQI. If the proportion of CSFB calls is less than or equal to 15%,
the HQI (proportion of receive quality bands 0 to 4) decreases by 0.3%, and the call drop
rate increases by 0.1% or less.

CSFB VAMOS Prohibition


l

Improves voice quality of CSFB calls. The MOS increases by 0.2 to 0.4 for the CSFB MSs
for which VAMOS channel multiplexing is performed before this function is enabled and
is not performed after this function is enabled.

Increases the TCH congestion rate in congested cells. The increase value is associated with
the proportion of VAMOS MSs, proportion of CSFB MSs, and cell traffic model. The
increase in TCH congestion rate brought by enabling this function is the same as that
brought by increasing the value of TCHBUSYTHRES by (Proportion of VAMOS MS x
Proportion of CSFB MSs x 2). "2" indicates that two VAMOS calls are multiplexed onto
one TCHH or TCHF.

Engineering Guidelines

6.1 When to Use CSFB


It is recommended that the very-early TCH assignment based on CSFB call identification
function be enabled when the TCH congestion rate is lower than 5% but the access delay of
CSFB calls is long.
If the proportion of CSFB calls in a cell is less than 15%, you can enable all of the following
functions:
l

CSFB preemption and queuing

Full-rate channel preferred for CSFB calls

CSFB VAMOS prohibition

If the proportion of CSFB calls in a cell is greater than or equal to 15%, disable the preceding
three functions.
You are not advised to enable the full-rate channel preferred for CSFB calls or CSFB VAMOS
prohibition function in heavily-loaded or congested cells.

6.2 Required Information


Before deploying CSFB QoS, obtain the proportion of CSFB calls, traffic load, and TCH
congestion rate in a cell.

6.3 Planning
Ensure that the LTE network covers the same area as the GSM network.

6.4.2 Activation
Using MML Commands
Step 1 On the BSC LMT, run the SET GCELLSOFT command with the following parameters set to
appropriate values for the target cell:
l Set CSFB Support to SUPPORT(Support).
l Set CSFB MOC Identification Switch to ON(On).
l Set CSFB MTC Identification Switch to ON(On).
l Set CSFB Very Early TCH Assignment Switch to ON(On) if required.
l Select CSFBPMAQADENC(CSFB Queuing and Preempt Enable), CSFBOPTIFREN
(CSFB FR Optimization Enable), or CSFBNOUSEVAMOS(CSFB VAMOS Pairing
Prohibit) for CSFB Voice Quality Ensure Switch based on actual conditions.
Step 2 (Optional) If CSFB Very Early TCH Assignment Switch is set to ON(On), run the SET
GCELLBASICPARA command with Immediate Assignment TCH Load Threshold set to
an appropriate value for the target cell.

Using the CME


NOTE

When configuring the CSFB QoS feature on the CME, you must perform a single configuration first, and
then perform batch modifications if required.
You must perform a single configuration for a parameter before batch modifications of the parameter. You
are advised to perform batch modifications before logging out of the parameter setting interface.

Step 1 Configure a single object on the CME. (CME single configuration)


Set parameters on the CME configuration interface according to the operation sequence

6 Engineering Guidelines

To disable the very-early TCH assignment based on CSFB call identification function,
set CSFB Very Early TCH Assignment Switch to OFF(Off).

To disable the CSFB voice quality assurance function, deselect CSFBPMAQADENC


(CSFB Queuing and Preempt Enable), CSFBOPTIFREN(CSFB FR Optimization
Enable), or CSFBNOUSEVAMOS(CSFB VAMOS Pairing Prohibit) for CSFB Voice
Quality Ensure Switch based on actual conditions.

Using the CME


NOTE

When configuring the CSFB QoS feature on the CME, you must perform a single configuration first, and
then perform batch modifications if required. You must perform a single configuration for a parameter
before batch modifications of the parameter. You are advised to perform batch modifications before logging
out of the parameter setting interface.

Step 1 Configure a single object on the CME. (CME single configuration)


Set parameters on the CME configuration interface according to the operation sequence
described in Table 6-7. For the method of performing the CME single configuration, see CME
Single Configuration Operation Guide.
Step 2 (Optional) Modify objects in batches on the CME. (CME batch modification center)

To modify objects, such as BSCs, BTSs, cells, and TRXs, in batches, click theicon on the CME
configuration interface to start the batch modification wizard. For the method of performing
batch modifications through the CME batch modification center, press F1 on the wizard interface

6.6 Parameter Optimization


If the TCH congestion rate significantly increases after the very-early TCH assignment based
on CSFB call identification function is enabled, decrease the value of ImmTchLoadThres
(BSC6900,BSC6910).
After the CSFB preemption and queuing, full-rate channel preferred for CSFB calls, and CSFB
VAMOS prohibition functions are all enabled, if the value of the K3045: Congestion Rate on
TCH (All Channels Busy) counter increases by 5% to 10% and the proportion of traffic volume
on TCHHs decreases by more than 10%, perform the following optimization:
1.

Disable the full-rate channel preferred for CSFB calls function.

2.

If the TCH congestion rate is still high, disable the CSFB VAMOS prohibition function.

3.

If the value of the RH303A: Success Rate of Radio Handover counter decreases by more
than 3%, disable the CSFB preemption and queuing function.
