By act passed the 34 of March, 1799, for the better organi- zation of the troops of the United States, each non-commissioned officer, private, artfcer, and musician, who shall hereafter be en- listed for the army of the United States, aball be entitled to bounty of 12 dollars; but the payment of one third thereof shall, bbe deferred until he joins his regiment. ‘And each non-commissioned oficer, employed in the re- cruiting service, shall be entitled to receive (or each not-commis sioned oficer, private, or musician, duly enlisted, the sum of two dollars, io full compensation for his extra expenses inthis service. ‘There shall be a commander of the army of the United Suates, o be appointed and commissioned by the tile of Gene- ral of the Armies of the United States;” apd the.present offico and title of lieutenant-general shall hereafter be established. ‘There shall be a quarter-master-general tothe army of the United States, with the raok, pry, and emolument of major-ge- vera. Tt shall be lawful forthe president of the United States, at hia discretion, to organize, oficer, and raise « battalion of rifle- ‘men, to be entitled to the same pay and emolument asa batalion of infantry of the lie. ‘There shall be to every army of the United States, other ‘than that in which the quarter-master-general shall serve, a deputy THE AMERICAN ARMY: as ‘quartes-master-general, whé, in addition to his other emoluments, ‘shall be entiled to 50 dollars per month, for his extra services, ‘and travelling expenses. ‘The provisions of this act are not to affect the present quar- tersmaster-general of the United States, who in case a quarter- smaster-general shall be appointed, by this act is to act as deputy quarter-master-general, and have the rank of lieutenant-colone. ‘To every division of an army there shall be a quartermaster of division, who, in addition to his other emoluments, shall be en- titled to $0 dollars per month. ‘To every brigade there shall be a brigade uarter-master, ‘who shall receive 24 dollars per month, for his extra services; cach of which ofcers to be chosen by the quarter°master-general from the regimental officers. ‘There shall be a deputy inspector-general to every army, ‘other than that in which the inspector-general serves, to be a ‘eld-oficer, and to have 50 doUars pér month, for bis extra ser- vices. ‘To.very division of ah army, there shall be 2 division-inspece tor, who shall be entitled to thirty dollars per month, for his extra services. ‘To every brigade, there shall be « brigade-inspector, who shall bbe entitled to twenty-four dollars per moath, for his extra ser vices; each of which officers, to be chosen from the regimental ‘ofScers, by the inspector-general. ‘The adjuvant-general of the army, shall be ex-officio assist- ant inspector-general. ‘And every deputy-inspector-general, shall be ex-officio de- pputy-adjutant-genercl, and shall perform the duties of adjutant- general, in the army to whith he shall be annexed. ‘The pay-master-general of the armies of the United States, shall be always quartered at or near the head-quarters of the rmaio army,or at such place as the commanderin-chief shall deemn Proper. ‘To the army of the Western Frontiers, and to detachments from the main army, the pay-master-general shall appoint depaty- pay-masters, who shall account to him for all monies advanced ‘them, and shall give bond in the sum of fifteen thousand dollars, 16 THE AMERICAN ARMY: ith sureties forthe ful performance of their respective du- tics; and the several regimental pay-masters shall also give bond {in the sum of five thousand dollars, with sureties forthe faithful performance of their duties. ‘The pay-master-general to recaire eighi dollars per month, the rations pnd forage of « major, in full compensation for his services and travelling expenses; and the deputy in slition tw his pay, and other emoluments, thirty dollars per mont, in full ‘compensation for his extra services Every major.general of the army of the United States, shall be entitled to two aids, to be ghoten by himself each of whom, shall receive, i’ addition to his pay, and other emoluments, twen= ty-four doliars per month, and ten dollars per month for forage, ‘when not furnished by the United States. : Every brigadier of the army, shall be entitled to ‘ne aid, chosen by himself, who, in addition to his pay, and bther emola ‘ments ahall receive for his eatra services, twenty-four dollars per month, and ten dollars for forage, when not furiahed as afore ssid ‘The President of the United States, is authorized to engage and appoint, distinct from the officers of the corps of artllerists and engineers, two engineers, with the rank of lieutenant-colo- ‘els, and to allow them such compensation as he shall think ne- an inspector of fortifications, whose dution shall be assigned him by the Secretary of War, under the direc tion of the President of the United States. ‘The compensation allowed, if selected from the corps of tilleists and engineers, for his extra services, thinty-ve dollars per month; and if he shall not be an officer in the artillery or engineers, he shall be allowed for his services, seventy-five dal- lars monthly, and rank as major in the army of the United States. In case he shall be chosen from the corps of artllersts and cengincers, or army of the United States his place therein shall be supplied by promotion, or a new appointment, or both, x may be requisite; but he shall nevertheless retain his station in the suid corps or army, and rise therein, in the same manger, a8 if he had never been appointed inspector.
