taken in the year under report.
CHAPTER II1.
Bihar Survey Office.

18. General. Mr. J. F. Gantzer, M.B.E., was incharge throughout the


year. He has, during the year under review, introduced various improved
methods in the technical branches of the Bihar Survey Office, in keeping with
economy and efficiency. Survey of the 43 Forest Blocks in Palamau was
successfully completed by the Traverse section by plane table surveying on
black prints of the cadastral survey maps and theodolite surveying was
resorted to only in fixing the positions of the longer forest roads.
As in previous years, a course of training in survey and settlement work
for junior Civilians and Police and other officers was held for six weeks from
2nd January 1937 in Kankarbagh Gachi and an expenditure of Rs. 2,848 was
incurred on the training.
REPRODUCTION SECTION.

19. General. The staff was fully engaged during the. year. In August
and the early part of September there was a rush of important and urgent work
from the Public Works Department (Irrigation Branch), in connection with
the preparation of maps in colours of the flooded areas of North Bihar. To
meet this heavy demand extra staff had to be entertained for a short period.
As no work was received from the Registrar of Examinations, Bihar, during
the year, there is a shortage of several thousands in the outturn of copies and
the cost rate per copy is adversely affected. In spite, however, of this there
has actually been a small increase in the number of sheets dealt with.
20. Outturn. The outturn this year was 7,826 sheets and 165,193 copies
against last year's outturn of 7,567 sheets and 180,778 copies. The reason
of the shortage is given in the foregoing paragraph. The details are as

Apart from the above, 21,501 colour impressions were done during the year.
21. Cost rate. The direct cost rate per copy was Re. 0-2-10 against
Re. 0-2-3 in 1935-36 ; Re. 0.2-1 in 1934-35 and Re. 0-2-6 in 1933-34.
22. Recovery.The recoveries for blue and black prints used for partition
cases and work done for Indian States were Rs. 874 and Rs. 4,495 respectively.
Including the above and excluding Rs. 519 for the sale of printed copies of
maps, the total recovery for all extra departmental jobs in the Reproduction
and Drawing sections amounted to Rs. 15,559 against Rs. 17,252 in 1935-36
Rs. 18,067 in 1934-35 and Rs. 15,691 in 1933.34. Besides this, a sum well
over Rs. 94,000 is due from the Public Works Department which will bring the
total value of the extra departmental work to the neighbourhood of Rs. 20,000,

DRAWING SECTION.
23. Preparation of 1"=4 miles scale distiiict mapsShahabad. The map
was brought up-to-date last year but the photographic reduction in the Survey
of India Office and the sur-printing of roads in red and. contours in brown in
this office was carried out during this year.
Saran. Three-fourths of the work on this map was completed during the
year.
Sambalpur.Half of the work on this map was completed during the
year.
24. Preparation of skeleton district map on the scale 1"=8 milesDar
bhanga.The map was completed and published during the year.

Shahabad. The map was completed and published during the year.
25. Preparation of 1"=1 mile thana maps.Drawing work of the following 9 thanas on 10 sheets was completed during the year :Kolhan of district Singhbhuni, Lalganj, Mahua and Hajipur of district
Muzaffarpur, Manjhi, Masrakh, Siwan, Basantpur and Darauli of district Saran.
26. Pieparation of town maps. Half of the work on the town map of
Patna and environs including Dinapore, Hajipur and Sanepur on the scale
2"=1 mile was completed last year. The balance of the work was completed
in three colours during the year and the map was also published.
27. Preparation of the 1"=16 miles Province map of Bihar. Half of the
work was completed last year and the remaining half was completed this
year. '1 he map was published during the year.
28. Preparation of a 1"=10 miles road map of Bihar.----The existing
originals of the road map of Bihar and Orissa on the scale 1"=10 miles
were utilized for the compilation of this province map. The map has been
brought up-to-date during the year and will shortly be published.
29. Preparation of a road map of Orissa. The road map of Orissa Province on the scale 1"=10 miles on one sheet has been compiled on the lines
of the road map of Bihar at the expense of the Orissa Government. The
map has been completed except for Ganjam District for which up-to-date
detai'.s are yet awaited.
30. Preparation of forest mapsKatikela reserved forest.Half of the
remaining work on the Katikela reserved forest map was completed and published during the year.
Saranda Forest Division. The fair drawing of the interior details of all.
the 16 blocks of the Saranda Forest Division maps on the scale 4"=1 mile
was completed during the year.
Palamau Forest Division. Forest boundaries with pillars and other
forest details of 3S9 original field sheets on the scale 16" = .1 mile were inked
up and pillar numbers on 200 sheets were hand printed during the year.
31. Bandh and flood maps of North Bihar for the Irrigation Branch of
the Public Works Department Traces of 57 Bandh and flood maps with their
colour traces of 3 to 7 colnurs for each map were prepared i- id printed
during the year. This was an urgent and important job.
32. Preparation of Miscellaneous maps. -1,253 graphs, sketches, diagrams
and charts were prepared and printed for several Government Departments.
33. Sale of maps.The following maps were sold during the year :Province maps

In addition 11, copies of thana lists were also sold.
The total amount of sale-proceeds of reaps and thana lists enumerated
above and including mounting charges of maps was Rs. 3,695 against
Rs. 2,179 last year. Out of the total amount of _Rs. 3,695 a sum of Rs. 282-8.0
is creditable to the Government of Orissa on account of sale-proceeds of maps
appertaining to that province. The total recoveries on account of certified
copies of maps, etc., is Ils. 1,095-12-0 out of which Rs. 117-10-0, is creditable
to Orissa.
34. Comparative maps.A 4" to a mile comparative map of villages
Ratteullahpur, Samsipur and Dularpur, thana Teghra,' district Monghyr,
showing boundaries according to the revenue and the cadastral surveys was
prepared for the Subdivisional Officer of Barh and a trace copy of the map
was supplied to him.
TRAVERSE SECTION.

35. The main items of work done during the year are mentioned below :^Maintenance of Special Ganges Diara Reference Pillars.In all 51 pillars
were dealt with in districts Saran, Muzaffarpur, Bhagalpur, Purnea, Patna
and Monghyr, 25 pillars being newly embedded ; 15 moved to safe sites
and 11 inspected.
District Shahabad.The major portion of the last cadastral survey
boundary of Government estates Udai Chapra and Sughar Chapra was relaid
and demarcated. On completion, three copies of the demarcation map and
offset field book were supplied, to the Collector.
District Palamau.The survey of the boundaries of 43 Forest Blocks was
carried out. The work was commenced on newly plotted 16"= 1 mile sheets
from the traverse data of the last cadastral survey with the approval of
the Conservator of Forests, but it was decided shortly after the commencement
of the work that as the survey of these newly plotted sheets would not be in
accordance With the existing rules for the notification of lteserved and Protected Forests, the remaining work should be completed on black prints of the
last caclastral survey sheets. This was accordingly done and the entire
work was based on and carried out by means of plane table traversing.
Cons'derable amount of illness amongst the staff and the death of one of
the travversers in this notoriously unhealthy area, hampered the progress and
three Forest blocks could not be completed during the year.
District Singhbham.An estimate for the survey of the boundaries
of 163 Protected Forest blocks in the Chaibassa Forest Division, was
prepared and the cost intimated to the Conservator of Forests, Bihar.

CHAPTER V.
Bihar Rent Settlement.
'1. Government decided to take action under section 112 of the Bihar
Tenancy Act to reduce rents to start with in the Patna, Gaya, Shahabad and
14Tonghyr districts which are deemed to be unfair and inequitable in consideration of the present prices.
The oporations were started under the supervision of Rai Sahib Ray
I3ardutt.'i l'rashad, as Settlement Officer and nine Assistant Settlement Officers
under hJru.
37, To help the raiyats in filing applications under section 112,
Government reduced the rate of court fees on all applications filed before
the _Revenue Ufficers from annas 12 to annas 4. The landlords were
also given the same privilege.
