OFFICERS MISSIONS AND STANDARDS


2010-2011
MISSIONS

DISTRICT
The mission of the district is to enhance the performance and extend the network of clubs,
thereby offering greater numbers of people the opportunity to benefit from the
Toastmasters educational program.

DIVISION
The mission of the division is to serve the clubs assigned to it by providing district support
and resources to clubs and members through the Area Governors.

CLUB
The mission of the club is to provide a mutually supportive and positive learning
environment in which every member has the opportunity to develop communication and
leadership skills, which in turn foster self-confidence and personal growth.

STANDARDS

DIVISION GOVERNOR (DVG)

is responsible for supervising within the Division. The DVG works under the supervision of
the District Governor.

A Division Governor strives to achieve the mission of the district, accomplishing the district
goals in
Membership building and retention
Club Building
Educational accomplishments

She ensures that each club realizes its mission and fulfills its responsibilities.
DIVISION COUNCIL

A Division Council is advisory in nature and its purpose is to help the division governor
achieve club, area, division and ultimately district goals. The council also may help with
administrative activities, such as division contest, meetings and training.

Responsibilities.
a. Serves under the direction of the District Governor and receive guidance from the
Lieutenant Governor Education and Training, Lieutenant Governor Marketing and the
Public Relations Officer.
b. Reports regularly to the District Governor and Lieutenant Governors on division
progress.
c. Provides motivation, guidance and supervision to Area Governors so they fulfill their
roles and responsibilities.
d. Participates in Division Governor training programs provided by the District.

Standards
a. to achieve minimum recognition of Distinguished Division
b. focuses on Area Governor achievement in the Distinguished Area Program so that every
are is a Distinguished Area o better.
c. Contacts Area Governors at least once a month and discuss;
 progress toward goals in the Distinguished Area Program
 follow-up on club-visit
 weak clubs and strategies to make sure there are no single-digit clubs in any area
 rebuilding all clubs to charter strength
 ensures that 100% of the Area-Governors are trained
 holds at least 2 Division council meetings each year.
 Participates in District Training
 Prepares her successor to assume office, completing the steps necessary for an orderly
transfer of office by June 30

ASSISTANT DIVISION GOVERNOR- EDUCATION AND TRAINING

Responsibilities
Under the guidance of the Division Governor, the Ass. Division Governor – Education
and Training
 shall perform the duties of the Division Governor periods of absence
 serving as presiding officer of the Div. Education and Training committee

Standards
 strives to have every club and each member rep the benefits of the Toastmasters
education program and become a Distinguished Club.
 Reports regularly to the Division Governor on division progress
 Promoting achievement of educational goals at the Club, Area Level
 Assisting clubs and Areas in using the educational materials and programs of TM
International
 Promoting speech contests at all levels
 Monitors Division, Area and club administration the prompt submission of
educational accomplishments.
 Participate in leadership training (TLI) conducted by District TLI
 Submits a report to the Division Governor at each Division Council meeting.
ASSISTANT DIVISION GOVERNOR MARKETING

Responsibilities
 under the guidance of the Division Governor, the Asst. Division Governor-
Marketing, plans, develop, implements and directs marketing objectives for new
club development and membership retention

Standards
 ensures achievement of division membership and club growth objective of
distinguished division
 monitors division, are and club administration the prompt submission of complete
club dues-renewal reports to WHQ and club-officer list to WHQ and District
Governor.
 Monitors the submission of Area Report of club visit forms to the District Governor.
 Encourages Area Governors to visit clubs frequently; to strengthen satisfaction and
membership-building efforts
 Implements programs to assist weak clubs and bring them to a level of 20 or more
members.
 Participate in Leadership Training (TLI) conducted by District TLI
 Reports regularly to the Division Governor on division progress on membership and
club-growth
 Submits a report to the Division Governor at each division council meeting

DIVISION PUBLIC RELATIONS OFFICER

Responsibilities
 The Public Relations officer prepare a public relations program to keep both
members and non-members aware of the Toastmasters program and help achieve
division goals for membership building and retention, building new clubs and
educational program achievements.

Standards
 Prepares and submits a comprehensive communications program plan. The plan
should incorporate public relation strategies to promote.
 Membership building and retention in conjunction with the Asst. Governor-Education
and Training
 Officers and leadership training opportunities within the division
 District, division convention and other events.
 Submits a report to the Division Governor at each division council meeting.
 Works with the public relations committee to implement the division’s public relation
strategy
 Develops publicity through the use of the press, radio and other media aimed at
making Toastmasters better known

DIVISION SECRETARY
 This position may be combined with the office of treasurer.
 Accurate, timely records are essential to division operations.
 The division secretary records and maintains important division documents so that
the division can function effectively.
Responsibilities
 serves as a member of the division executive committee under the direction of
Division Governor and committee
 attend and participate in training programs provided by the division
 assume other duties as directed by the Division Governor

Standards
 records and keep minutes of division council meetings.

DIVISION TREASURER

This position may be combined with the office of secretary

Standards
 Under the guidance of Division Governor, the division treasurer prepares the
recommended budgets for the term, for the division at budget based upon the goals
of the district.
 Keep the division’s financial receipts and disbursements of expenses
 Submits a treasurer’s report to the Division Governor at each division council
meeting
 Obtains and submits treasurer’s report on Division TLI Officers Training

Additional Notes.
The role as the Division K Treasurer are as follows:
1. to keep track of the Division’s claims and Expenditure. To process claims from the
Area Governors to ensure that the claims are acceptable prior to passing them to
the DVG for approval, who will then submit the claims to the District Treasurer.
Hence, please forward all claims to the Division Treasurer first. Claims will be
treated in accordance with the District Handbook on Reimbursement.

DIVISION BULLETIN/NEWSLETTERS

Division K is looking for its club best newsletter in English, Mandarin and Bahasa
Malaysia (Pidato) for the whole term commencing 1st July 2010 TO June 2011 covering
activities organized or held by each club directly or indirectly.

Contest

Objectives:
to promote effective writing skills and creativity amongst the Bulletin Editors and
contributors to each club’s newsletter.

Period
Starting from 1st July 2010 and ends 30th June 2011
Closing Date will be informed later.

Prizes
 only 1 award to the best Newsletter in English, Mandarin or Bahasa Malaysia.

Announcement of Results
Division winners will be announced in June 2011 at Division Awards Function.

Judging Criteria
1. Newsletter must be in hard copy and printed in either black and white or color or
combination of both.

2. The contests must be relevant for the club Toastmaster objectives and promotion of
achievements of members within Toastmasters clubs.

3. Newsletter must cover activities of the club for the period of 1st July 2010 and end
30th June 2011.

AREA

The mission of the area is to provide District contact, support and services to the club so
that the club may in turn fulfill its responsibility to its members. This includes maintaining
regular contact with clubs in the area. The purpose of the area is to present club officer
training, conduct speech contests and to provide a communication link between the division
and its clubs.

AREA GOVERNOR

The Area Governor provides support and assistance to each club so that it may achieve the
club mission and fulfill its responsibilities to club members.

Responsibilities
• serves as a member of the executive committee and district council
• serves under the direction of the District Governor and receive guidance from the
Lieutenant Governor Education and Training, Lieutenant Governor Marketing and the
Public Relations officer.
• Reports regularly to the Division Governor on area progress
• Serves as chairman of the area council
• Participates in area governor training provided by the district

Standards
• Focuses on membership growth and educational achievements in clubs so that the
area can achieve a minimum recognition of Distinguished Area.
• Motivates and assist each club in the area to become a Distinguished Club
• Makes at least 2 club-visits
• Assess club membership and willingness to grow
• Assess who will achieve educational achievements and when these will be completed
• Evaluate “must do results” and quality expected of a club
• Complete the Area report of club visit form, give a copy to the club-president,
division governor and ,mail a copy to the district governor by deadline on the form
• Make a presentation during the club visit on one or more of the following topics.
• Distinguished Club Program
• Communication and Leadership tracks
• Membership growth and development
• Ensure that each club understands the service roles of Area Governor and District
• Contact club presidents monthly about
o A Distinguished Club Program performance
o b. follow-up on items identified during previous visit or contact
o District training or other district events
o ensure no net club loss occurs in the area
o assist Division Governor in building at least one new club within the area or
division.
• hold at least 2 are council meetings and have the following topics on the agenda;
o discuss each club’s plans and goals in the Distinguished club program and
needs for district/area assistance
o review attendance at club-officer training
o discuss plans for inter-club events( training, or contests)
• Participate in district training for area governors, executive committee meeting,
district conferences and district council meetings.

orderly transfer of office by June 30th.
