Four Candidates Nominated for Webster


County Extension & Outreach Council

Voters have the opportunity to elect five Webster
County residents at the November 8th general election
for the Iowa State University Extension and Outreach
Webster County Council. There will be 4 four-year
terms and 1 two-year term to fill vacancy.

As an extension council member you
represent your county in a partnership with Iowa
State University; its a good way to give back to
your community, said Terry Maloy, director of
Iowa Association of County Extension Councils.
through interactions with ISU Extension and Outreach staff, extension councils provide researchbased education programs that are valuable to
county residents.


Candidates on this years ballot include: Gary
Hammitt, Vincent; Jolene Hays, Fort Dodge; LeAnn
Lawler, Clare; and Janet Peterson, Harcourt.

for absentee voting
Oct. 29 and Nov. 5. . .


The Webster County Auditors office is open
the last two Saturdays before the election from 8 a.m. until
5 p.m. for county residents who want to vote at
the courthouse.

Saturday, October 29 is the last to preregister to vote before the election and absentee voting will be available in the office.

Saturday, Nov. 5 the auditors office is
open for absentee voting or to correct an incomplete or deficient absentee ballot.

tackle football charity; Breast Cancer
Heartland Bank and Security Savings Bank match funds...

The Southeast Valley 5th and 6th grade tackle
football team raised money for a breast cancer charity
during the month of October.

During the games the players wore pink to promote awareness and pink T-shirts were sold for fans to
wear. Team members went through the stands during the
games asking for donations.

They collected $150. Security Savings Bank

and Heartland Bank both matched that amount.



This made it possible for a $450 donation to
the breast cancer division of the Trinity Foundation at
UnityPoint Health in Fort Dodge.

The donation may go towards things such as
wigs and bras for breast cancer patients in our community. Way to go Jaguars!

hosts Community
Harvset Party
Saturday, Oct. 29...

The Paton Public Library will host the Community Harvest Party with a touch of Halloween. The party
will take place on October, 29 from 5:00-7:30pm at the
Paton Community Center.

You are welcome to come in costume! This fun
filled event will includes activities such as a hay rides,
bobbing for apples, community scavenger hunt and painting pumpkins.

Dinner will also be served. The meal includes
chili, cinnamon rolls, potato soup, and veggie beef soup.
Drinks are also provided including cider, juice and coffee.

A trip well made...

It was good to have a chauffeur to drive me up
nnorth not long ago. My younger friend had vacation
-days that werent completely filled and offered to take
-me. It turned out to be an enjoyable jaunt for both of us.
On our way I had her turn off the highway at Boxholm to
-see a few of my childhood sights.
-
Since we anticipated being in Dayton a little beefore noon we didnt do the whole tour but I showed her
the home my parents owned, their final abode in Boxholm
.and the nearby Methodist Church where I attended Suneday School, was baptized and confirmed, attended MYF
tand occasionally did some musical offering. We didnt
have time to stop and see if we could go in. It used to be
&churches were not locked, especially in the day time and
.anyone could enter but times have changed. We have
.found that out recently in my Des Moines church with
a wallet and car keys pilfered during the Sunday School
hour at that.

We drove past the Stark place where the barn
still stands, the barn where I found my beloved Tina, the
runt Rat Terrier. She was my constant companion for
several years and when she left this earth I cried buckets
of tears. I swore to myself never to fall in love with a
-pet, especially a dog again. I have to admit I came close
though. We travelled on north on a street that wasnt there
din 1946 and though we didnt go clear east to it, I pointed
Aout the place where I last lived in Boxholm and saw that
the barn was still standing but the attached chicken house
apparently gone. It looked as if there was a new structure built across the street, the place where second grade
teacher Mabel Bergquist and her father lived at that time.
That street dead ended and those were the only two residences on that end of the street.

We turned left toward the highway. Absent was
the old depot as were the old Quaker elevator and the
old Farmers Elevator and the railroad. The new elevator
buildings are very impressive. When my children were
young there was still the railroad and the old elevators. We often came through Boone and what was then
referred to as the back way. When we got to the intersection just north of the Paul Chingren place there was
a railroad crossing and the boys, John and Rex, spotting
the alligator (elevator) would beg us to let them out to
walk the RR on into town. We never did let them do it
as we were always expected at Grandma and Grandpas
or another relatives place and there wasnt time to allow
them to do that. I have always regretted that we didnt
make a special trip with no time schedule and let them
take that hike.

As we approached the highway I pointed out the
Lutheran Church to Sue and tried to explain the additions
made. I also had told her that the church was originally
built out in the country on the northeast corner of that Chingren intersection but at some time (way before mine)
it was very carefully hauled to town. The old parsonage
remained out in the country and my last memory of it was
being the home of the family of one of my classmates,
Keith Norlin. I told her the large house now standing to
the north of the church was originally the church town
parsonage which I heard has been sold. The house in the
country has been long gone.

We hit the highway and headed to Dayton. Between Boxholm and Dayton we noticed road construction signs but saw nothing until suddenly there it was!
What was it? Was there a new angled northwest/southeast
thoroughfare going in I hadnt heard about? Scene soon
forgotten and on to Dayton! It was only on the return trip
I suddenly said, Oh, yeah! Thats that ----- pipeline!
Look at what has been displaced! No wonder some of
the landowners were fighting so strongly! Will they get

that all back in shape to enable regular farming or other


activities by next spring? Looked to me as if a lot to do
but what do I know?

We enjoyed our pizza burgers and fries at the
Community Grocery and glad we came on Friday instead
of Monday or we wouldnt have gotten them. Its a good
place to get some tasty home cookin so hope their plan to
re-open next month takes place. We went to the Review
office and had a great visit with Glenn and Mary Ann and
then before leaving town stopped to visit an old (we are
old) classmate.

While in town we drove to the south end of Main
Street to turn around. At the end of the street was a sign
with the big letters COMMUNITY EVENTS. The rest
of the board was blank! That seems to be the way many
Iowa small rural towns are going. I did notice the stately
building housing The Iron Saddle Saloon and remarked
to Sue, I wonder if that was built and used as an Opry
House. It sure looks like one. My queries confirmed
my guess. I noticed a number of those stately buildings that probably were originally built for another use.
Some appeared to still be holding a business and others questionable. I had previously learned that the building that now houses The Review was the once famous
LeValleys (did I spell it correctly?) Cafe, a very lively
place in my time though I worked in a grocery store on
Saturday nights so never got to go to Dayton to the teen
dances there. Of course some rumored that it was not a
nice place. After all DANCING? But it was a good
place for the kids.

Then time to leave Dayton and one quick jaunt
up Boxholms Main Street to highlight the places that
are what ares and what they were. Some were gone totally. Some (most) were vacant and one in particular, the
old Steen Drugstore building looks like it is crumbling
away. Sad but a reality. It is MY hometown and I still
love it.

I would like to extend a heart


felt "thank you" to all who blessed me with
prayers, visits and cards during my hospital stay and rehabilitation. I also owe the
Gowrie Rescue Unit a big thank you for
their exceptional service. Last but not least,
thank you to my sweet neighbors for their
help and concern. I'm proud to
call this community, home.

Halloween Spectacular
Craft and Vendor Show
Saturday, October 29...

October 29 from 9 a.m. to 4 p.m. a Fall Craft and
Vendor Show will take place at the Moorland Gym, 416
Third Street, Moorland..

This event will showcase 50 vendors and crafters. A fun day of shopping and childrens activities will
be had by all who attend.

Iowa pheasant season begins Oct. 29;


bird numbers high for county, state
Harvest depends on weather, hunter numbers. . .

Iowas pheasant hunting tradition will begin another chapter on October 29, when nearly 60,000 hunters
will pursue ringnecks during the season opening weekend
in fields across the state.

The Iowa Department of Natural Resources annual August roadside survey predicts Iowa pheasant hunters can expect to have good hunting this fall, and likely
more company in the field. The optimistic mood is a natural
outcome of five consecutive years of higher population surveys and hunter harvests.

The survey found an average of 21 pheasants per
30 mile route statewide, with higher counts coming from
counties crossing the state diagonally from northwest to
southeast. The statewide average in 2015 was 24 pheasants
per route.

At this point, it appears much of our corn and
beans will be out of the fields by the opener, which will
concentrate birds to grass areas and make hunters happy. If
we have good weather, I think we could see a bump in hunter numbers and birds harvested, said Todd Bogenschutz,
upland wildlife biologist for the Iowa DNR.

Bogenschutz said he has noticed more birds near

field edges and along the roads as the crops have been coming out.

Ive been seeing some birds around on my way
in to the office and have been getting a few phone calls from
around the state from people also seeing birds, he said.
The birds are here, we need hunters to return.

Iowas pheasant population could sustain a harvest
of 500,000 roosters, but it will not reach that level until there
are 90,000 hunters afield. In 2015, some 55,000 hunters harvested 270,000 Iowa roosters.

Hunters can read the August roadside survey, review hunting regulations, buy a license and find a place to
hunt online at www.iowadnr.gov/hunting
Pheasant hunting
regulations unchanged

Regulations covering pheasant hunting are unchanged from last year there is a limit of three roosters per
day, 12 roosters in possession, and hunters are required to
wear one piece of solid blaze orange clothing. If hunting public land, be sure to check if steel shot is required. If cleaning
the birds in the field, be sure to leave the head, fully feathered
wing or leg attached while transporting the bird home.

Jaguar cross country boys team


finishes 8th; two qualify for State
SV Girls finish fifth place overall. . .

The Jaguar cross country teams made the two
hour trip on Thursday, Oct. 20 to try and punch their
ticket to the state cross country meet again this year. The
boys team was once again led by the one-two punch of
Spencer Warehime and Patrick Breitsprecher.

Warehime claimed silver medal honors running
a 17:12. Breitsprecher continued to close the gap he finishes behind Warehime, running a 17:23 to finish fourth
overall. Number one ranked Andrew Stumbo of Ogden
was the overall winner, running a time of 16:54.

Southeast Valley finished eighth overall as a
team scoring 196 points in the boys race. South Hamilton was first with 56 points. Ogden was second with 83
points and Roland Story third with 106 points.

Todd Hamilton (61st, 19:58), Ben Carlson
(63rd, 20:05), and Nathan Montgomery (66th, 20:11)
rounded out the top five scorers for the Jaguars. Ben Sebring (83rd, 21:52) and Lucas Pontius (86th, 22:05) were
the displacement runners for Southeast Valley.
Katara Jondle
leads SV girls

In the girls race, the Jaguars finished fifth place
overall with 134 points, only 24 points from the third
qualifying team of Roland Story.

Katara Jondle was the top Southeast Valley runner, finishing 20th running a 23:52. Senior Emma Graves
was the only Jaguar to PR Thursday for the season running a 24:06 to finish 24th.

Shenandoah-Essex won the meet with 27 points,
while Underwood was third with 48. Ogden just edged

the Jaguars for fourth place with 123 points.



Alli True (25th, 24:08), Tessa Berg (34th,
25:24) and Emma Hunter (36th, 25:28) were the next
three scorers. Sammy Alphs (48th, 26:36) and Hannah
Rees (70th, 29:29) were the Jaguar sixth and seventh
place runners.

Spencer Warehime and Patrick Breitsprecher
will compete in Saturdays state cross country meet in
Fort Dodge. They will compete in the 2A boys race
which will begin at 1:30 pm at Lakeside Golf Course next
to Kennedy Park north of Fort Dodge.

Iowa law requires that a person be a registered voter
to participate in an election. There are several ways you may
register in person at the Auditors Office (Webster County
Courthouse 2nd Floor, 8:00AM to 4:30PM Monday through
Friday), through the mail, or at your polling place on election
day.

You also can register at drivers license stations and
public assistance agencies. As of January 1, 2016 you can
register to vote electronically.

You can find the electronic system at: www.sos.
iowa.gov, then click on Register to Vote, or www.iowadot.
gov, then click on Online Services, or mymvd.iowadot.
gov. Every time you move within the county or in Iowa, it is
recommended that you update your voter registration.

If youre not registered in your current county by
the preregistration deadline, you will be required to show
proof of identity and proof of address on Election Day.

The Southeast Valley Jaguars lost to District Champion Carroll Kuemper Friday night 31-20 but once again the
Jaguars qualified for the playoffs.

With a 5-2 District record and third place district
finish the Jags advanced to the playoffs for the third straight
year since whole grade sharing.

The Jaguars had won five consecutive games and
with a win against Carroll Kuemper they would have shared
the district championship.

We have lost to Kuemper 8-1, South Central
Calhoun 7-2 and Bishop Garrigan which is 9-0. It is hard
to get mad at the boys when they are competing with teams
who have those records and good seasons, said coach Mike
Swieter.

The coaches are hurt with this loss but they know
the boys gave everything they had, asserted coach Swieter.

Coach Swieter continued, Only 25% of the teams
across the state of Iowa make it to the playoffs and the Jags
are there again. The boys worked hard to put themselves into
this situation and deserve this and plan on taking advantage

of it.

He added, The coaches are very proud of the boys
for not giving up when we were 1-2. We have faced adversity all season but never gave up. We will not let this game
affect how we prepare for whoever the state matches us up
with.

Southeast Valley trailed 17-6 at the end of the first
half after taking a 6-0 first quarter lead. The scoring was
even in the second half.

Affirmed coach Swieter, Be proud of what these
boys have accomplished. We were both small class A football teams and have come together and made the playoffs
three years in a row in Class 2A and we have had three
straight winning seasons. That is something any school
would be proud of.

Swieter noted that the Jaguar football team turned
their season around started after losing to SCC 12-14. The
only chance we had of sharing the district title and have a
chance was to win the next five games, Swieter affirmed.

gave them a chance of the share of the title. During those


wins they also tallied up the points in winning four of those
games by 17 or more which helped the Jags grab one of the
two wild card playoff spots.

Making the playoffs is much harder than in the
past. Only 16 teams advance compared to 32 in previous
years. With a 5-2 District record and third place finish the
Jags advanced to the playoffs for the third straight year since
joining.
Good stats for Jaguars
vs. Carroll Kuemper

Fullback Aaron Swieter had 114 yards in only 12
carries including a 51 yard touchdown run. Aaron Swieter is
only the second running back to rush for over 100 yards on
Carroll Kuemper this season. He was the
only running back to do this and the other player to rush over
100 yards against Kuemper was a quarterback. Kaleb Jondle
carried 12 times for 60 yards.

Nolan Brand was 8-14 in passing including two
touchdown passes. One touchdown pass went for 79 yards
to wide receiver Nolan Johnson.

Nolan Johnson caught three passes for 116 yards
and two touchdowns. Dakota Jaeschke caught three for 44
yards.

Defensive tackle Alex Pliner had two solo tackles,
one for a loss, and four assisted tackles. He also had tackle
assists for a loss and two sacks.

Ryan Gustafson led the defense with eight assisted
tackles and seven solo tackles. Kyler Jondle had five assisted, and seven solo tackles; Dakota Jaeschke, five and three;
and Sam Berglund, two and five.

Punter Mason Ackerson punted three times for 102
-yards, and 38 yards was his longest. Nyles Johnson had three
ekickoff returns for 37 yards.

Jags prove worthy opponent for top


rated Carroll Kuemper in 31-20 loss
Four turnovers are costly. . .

The Southeast Valley Jaguars played well as a
team against Carroll Kuemper, but four turnovers doomed
their chances. But the Jags proved they could match up to
top rated Carroll Kuemper Friday night.

The Jag defense started the Carroll Kuemper
game very tough forcing a 3 and out. On the second play
on offense Aaron Swieter electrified the crowd with a 51
yard touchdown run.

Things were looking good for our team, stated
coach Swieter.

But it was three Jaguar turnovers that led to 17
points for Carroll Kuemper in the first half.

The Jag defense forces another three and out. The
Jag offense had a nice seven play drive going but fumbles
the ball.

The Jag defense allows a small drive of nine plays
but stopped Kuemper from scoring. The Jags led 6-0 after
one quarter.

Five plays later Kuemper gets it first touchdown
and extra point. The Jags fumbled on their first play and
give it right back.

Kuemper scored two plays later and made the
extra point.

Three plays later the Jags throw an interception.
Kuemper drove down the field but the Jags held them to a
field goal and it was 17-6 at the half.

Down 11 by three turnovers the Jags would not
give up. Kuemper started second half strong with a 12 play
scoring drive to take commanding lead 24 - 6.

Aaron Swieter started next drive off with a 36
yard run and then catches were made by Dakota Jaeschke,
Ryan Gustafson, and a 30 touchdown yard pass from Nolan Brand to Nolan Johnson made the score 20-12.

Kuemper came right back and scored again to
make score 31 to 12.

Two plays later Nolan Brand connected with Nolan Johnson for a 79 yard touchdown pass. Nolan Brand
hit Dakota Jaeschke for the two point conversion to make
score 20-31.

The Jag defense forced Kuemper to punt. There
was a 31 yard pass to Dakota Jaeschke and a 24 yarder to
Nyles Johnson. But that was followed with an interception in the end zone.

Jags got the ball back but as time was ending we
needed to punt instead of go for it because the 11 point
loss was crucial in making the playoffs. The Jags tied
with Centerville with the exact same record and exact same
points so that was big keeping them out at the end.

beats Eagle Grove 54-6;
Jags end season 3-1-1

The SV junior varsity football team defeated
Eagle Grove by the score of 54-6 on Oct. 18.

Leading the offense was Ethan Pliner with two
touchdown runs. Hunter Kruse threw three touchdown
passes to Carter Lane, Carter Fluckiger, and Chase Swieter. Ivan Hudson added a touchdown run.

Defensive players scoring touchdowns for the
Jaguars were Randy Andrews and Carter Fluckiger with
interception returns for touchdowns.

Chase Swieter connected for four extra points.
Chase Kamp added an interception. Chase Swieter had a
fumble recovery. The JV ended their season with a 3-1-1
record.

SV JVR team defeats

The JVR SV Jaguars football team defeated
Carroll Kuemper by the score of 12-0 on Oct. 20. The
Jaguars held a 6-0 lead at halftime with a 20 yard touchdown reception from Hunter Kruse to Carter Lane for the
Jaguars first score.

Ethan Pliner, with some tough running, scored
the other touchdown in the forth quarter on a trap play
from 10 yards out.

The defense was stellar and pitched a shutout!
Both Chase Swieter and Hunter Kruse caught six passes
each from Hunter Kruse. The SV JVR team ended their
season record at 3-1.


The Seventh grade Jaguar football team defeated St. Edmond 32-0 at the SE Valley Middle School in
Burnside Oct. 11.

In the first quarter Rylie Ferrari had a one yard
touchdown run and Lathe Muench had a 2 point conversion run.

In the second quarter, Rylie Ferrari had touchdown runs of five and 42 yards followed by two point
conversion runs by Lathe Muench.

In the third quarter Koleson Kruse had a 30 yard
touchdown run and Rylie Ferrari ran for the two point
conversion.

The eighth graders lost 20-8. Hunter Sorenson
ran 50 yards for a touchdown.

Iowa Secretary of Agriculture Bill Northey
commented on the Iowa Crops and Weather report released by the USDA National Agricultural Statistical Service. The report is released weekly from April through
October.

Iowas corn and soybean harvest is moving

On or after November 11, 2016, the City of Gowrie will submit a
request to the State of Iowa, Iowa Economic Development Authority for
the release of Community Development Block Grant funds under Title 1
of the HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974 as
amended (P.L. 97-35), to undertake the following project:

Project Title: Owner-Occupied Housing Rehabilitation Program

Purpose: Rehabilitation of 4 single-family, owner-occupied homes

Location: The proposed project will take place in a target neighborhood
from Riddle Street east to Pleasant Street, and from Webster Street south
to Union Street.

Estimated Cost: $137,280.00 in CDBG funding and $13,332 in City
funding.

The activities proposed are categorically excluded under HUD
regulations at 24 CFR Part 58 from National Environmental Policy Act
(NEPA) requirements. An Environmental Review Record (ERR) that
documents the environmental determinations for this project is on file at
City of Gowrie, 1206 Market Street, Gowrie IA and may be examined or
copied weekdays during normal business hours of 8:00 A.M to 3:00 P.M.

A tiered approach to the environmental review will be followed.
Therefore, prior to on-site construction work for each rehabilitation project,
a site-specific SHPO concurrence will be secured. This will occur once
Project Specifications on subject property is complete.

PUBLIC COMMENTS - Any individual, group, or agency may submit
written comments on the ERR to the City of Gowrie. All comments
received by November 10, 2016 will be considered by the City of Gowrie
prior to authorizing submission of a request for release of funds.

RELEASE OF FUNDS - The City of Gowrie certifies to the Iowa
Economic Development Authority that Gayle Redman in her capacity as
Mayor consents to accept the jurisdiction of the Federal Courts if an action
is brought to enforce responsibilities in relation to the environmental review
process and that these responsibilities have been satisfied. The Iowa
Economic Development Authority approval of the certification satisfies its
responsibilities under NEPA and related laws and authorities and allows
the City of Gowrie to use HUD program funds.

OBJECTIONS TO RELEASE OF FUNDS - The Iowa Economic
Development Authority will accept objections to its release of funds and
the City of Gowries certification for a period of fifteen days following the
anticipated submission date or its actual receipt of the request (whichever
is later) only if they are on one of the following bases: (a) the certification
was not executed by the Certifying Officer of the City of Gowrie; (b) the
City of Gowrie has omitted a step or failed to make a decision or finding
required by HUD regulations at 24 CFR part 58; (c) the grant recipient
or other participants in the development process have committed funds,
incurred costs or undertaken activities not authorized by 24 CFR Part 58
before approval of a release of funds by the Iowa Economic Development
Authority; or (d) another Federal agency acting pursuant to 40 CFR Part
1504 has submitted a written finding that the project is unsatisfactory from
the standpoint of environmental quality. Objections must be prepared
and submitted in accordance with the required procedures (24 CFR Part
58, Sec. 58.76) and shall be addressed to Iowa Economic Development
Authority at 200 East Grand Avenue, Des Moines, IA 50309. Potential
objectors should contact the Iowa Economic Development Authority to
verify the actual last day of the objection period.

REGULAR-PUBLIC HEARING
COUNCIL MEETING OCTOBER 17, 2016

Regular Gowrie City Council meeting was held at 6:45 p.m. on
October 17, 2016 at the Gowrie Community/Civic Center with Mayor Gayle
Redman in the chair and the following Council members answering roll
call: Streit, Harrison, Jackson, Petersen and Willardson.

Streit moved the minutes of the previous meeting be approved,
second by Harrison. Motion carried-unanimous.

Harrison moved to approve agenda, second by Willardson. Motion
carried-unanimous.

Parks report was given by Dave Hoover. New backstop for Brockett
baseball field was bought with memorial money, seeding for field will be
done in the spring with free labor, and dirt has been moved to the new field.
Library report was given by Alan Wooters. Invited the council to come
visit the library to see all the work that has been done. Mentioned the
savings account money going into a Trust Account, and brought up raises
for library employees.

Utilities report was given by Chuck Angstrom. Mentioned upgrading
meters, the sump pump issues, rate studies are going to be done, and
looking for a new line-man.

PUBLIC HEARING - The City Council of Gowrie, Iowa, met on
October 17, 2016 at 7:00 p.m., at the Gowrie Community/Civic Center, in
Gowrie, Iowa, for the purpose of conducting a public hearing on the 2nd
readings of Ordinance Nos. 233 and 234, possible waiving of 3rd readings
of Ordinance Nos. 233 and 234, and 1st readings of Ordinance Nos. 235,
236, and 237.

Chief Monaghan remarked on the errors in the Gowrie News article
from the last council meeting where his involvement at the school was
exaggerated. The situation at the school has improved. He is also working
on Golf Car Ordinance and mentioned the Marshall Memorial.

The Southeast Valley Student Council will hold

their Veterans Day program on Friday, November 11 at


10:30 a.m. at the SVHS gym.

They invite all veterans and their families to
come to the program.

The program will include a number by the high
school choir, a history of Veterans Day, a speaker from
the Iowa National Guard, and of course, ALL Veterans
will be honored.

There will be special parking near the high
school for Veterans.

A coffee and cookie reception will be hosted after the program in the gym. They look forward to honoring our Veterans.

Receiving the Ballot

After receiving a request form, the county auditor will mail the voter a ballot.

For the Nov. general elections, the ballots are
mailed no later than 40 days before election day. For other elections, ballots are mailed to voters as soon as they

You can return your voted absentee ballot by

Monday before election day or earlier and received in the
county auditors office no later than noon on the Monday

the polling place on election day. If you have not returned
your absentee ballot on election day, you have the following options:
