Affordable housing, as defined by The US Department of Housing and Urban Development, means that the cost of living
is no more than 30% of the total income in that residence. Measure M would allow the city to build up to 38,680 affordable
housing units. It got on the ballot after a report from the San Diego Housing Commission stated that the City is approaching the
current affordable housing unit [limit]. There are no guarantees that the 38,680 units will actually be built, and builders would
still have to acquire permits and be reviewed by Council. As it stands, 3,247 more units can be built before meeting the current
limit of 10,500. Measure M would not change any of the laws that already exist. There is currently no particular site in mind for
these extra units. All this measure needs is the majoritys vote to pass or fail. There is currently no site intended to be built on by
this measure.

According to the the 2011 San Diego Association of


Governments Regional Housing Needs Assessment, 41,927
housing units will be needed by 2020. Currently, San Diego is
only allowed to have 10,500. This measure would allow San
Diego to build the number of low income housing units that its
citizens need.
In terms of providing affordable housing for low income
families, California ranks 49th out of the fifty states. According
to the Consumer Price index (CPI), a family of four living in San
Diego will need to pay $67,000 a year for services such as
child care health care, as well as other living expenses. The
CPI director says that people arent making enough money to
support the costs of living in San Diego, despite minimum
wage being raised to $10.50 this year.
Of the 50 states, California is the second worst at providing
affordable housing for low income families. The median cost of
housing in San Diego is $500,000, while the median income is
People who will benefit from the passing of this measure
include veterans, disabled, children, and senior citizens.
If voted for, Measure M would not cause anyones taxes to
increase. It will not influence the current affordable housing
projects, and proper permits will still be required. San Diegos
population is growing, and these housing units will help meet
the demands that comes with growth.

A vote against Measure M increases the amount of


affordable housing units that public agencies and the city of
San Diego can help fund. This means it might fund, but does
not mean the city or public agencies will definitely fund more
affordable housing. There is also a limited amount of space in
San Diego.
We should be more focused on the bigger picture. Housing,
in general, is way too expensive. We should focus on cutting
costs of all housing units. There's no reason a middle-class
worker should pay 200,000 for only a 1-story house with two
bedrooms and a small kitchen.

[Measure M] is a monumental opportunity for our


community to rise to the challenge and provide support
