A BILL
To reduce our dependence on coal, gas, and oil gradually over the next ten years by incrementally diverting
previously awarded funds towards the development of alternative sources of energy.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE
This act may be cited as the Resource Preservation Act of 2017.

SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) Fossil fuels are nonrenewable resources.
2) Coal is the cheapest most readily available energy resource available. Coal also accounts for almost half of all
public energy.
3) Fossil fuels are carbon compounds storing massive amounts of ready to be released energy.
4) The burning of fossil fuels releases nitrogen oxides into the atmosphere.
5) Business spending on coal oil and gas ranges from roughly seven hundred billion to one trillion dollars each year.
6) The burning of fossil fuels has brought a 25% increase in carbon dioxide levels in the atmosphere.
7) Increase in readily available supply has lowered prices making fossil fuels a very practical means of producing
energy.
8) All stages of fossil fuel refinement come at great cost to our environment.
9) CO2 stored in fossil fuels is released back into the environment when used to produce energy.
10) The burning of fossil fuels accounts for most air pollution being released.
11) Fossil fuels take millions of years to be created and therefore have a production that is inequitable to its necessity.

SECTION 3. STATUTORY LANGUAGE
A) The Resource Preservation Act of 2016 shall allow for the United States to reduce its dependence on Coal, Oil,
and Gas over the next ten years through the reallocation of previously awarded funds towards the development of
new and innovative forms of clean energy. Once written into law the reallocation of awarded funds shall proceed
with quarterly reductions in funding for all energy companies operating by use of Coal, Oil, and Gas. All companies
operating by use of such fuels shall be incentivized to invest their funds into research for new innovative modes of
clean energy with certain tax exemptions. In addition a special tax will be put forth on the sale of Coal, Oil, and Gas
products to additionally incentivize a shift from energy sources such as Coal, Oil, and Gas to new and clean forms of
energy in the public eye. The gain from such a tax would serve to fund a committee to oversee the reallocation of
awarded funds in the energy field.
B) This bill shall first and foremost be enforced by the IRS, and subsequently by the subcommittee established to
oversee the funds being diverted to the research and development of new modes of energy production. Funding for
this bills enforcement shall be covered by the newly enacted Coal, Oil, and Gas tax.
C) All corporations found to be operating without accordance to the new laws and regulations set forth by this bill
shall be penalized with harsh tax increases as well as investigation into all company assets. The confiscated funds
shall be used for the research and development of new modes of energy without credit being awarded to the company
at gilt. This law shall go into effect as of January 1, 2017.

The United States of America has hit a point at which its dependence on fossil fuels could devastate the state of
our nation. Our nation uses fossil fuels every day throughout almost every level of our society. Burning fossil fuels
remains one of the most cost effective and accessible means of producing energy. That being as it is, our use of fossil
fuels has come at a great cost which far outweighs the benefit they yield. Harvesting fossil fuels has reeked innumerable
damages upon our natural environments nationwide. The burning of such fuels has brought a dramatic increase in the air
pollution since its start during the industrial revolution. Furthermore, having the United States rest so much of its
economic and social weight on an ever dwindling supply of fuels the effect of which has brought immense economic and
political repercussions. The Resource Preservation Act of 2017 shall act to reduce our dependence on fossil fuels by
incentivizing the development of new and clean forms of energy that shall reduce the impact of fossil fuels on our
environment as well as our economy. With the currently low prices at which fossil fuels can be bought and burned its
easy to see why we still burn them to produce energy, however whats always easiest isnt always whats best and a
movement to new and clean forms of energy will reduce our nations the dependance on fossil fuels promoting the
stability of our nation should their be a dramatic drop in fuel supplies worldwide.
