FOREWORD
The Current Labor Statistics (CLS), published by the Philippine Statistics Authority (PSA), provides data
users with timely, accurate and reliable data on the latest macroeconomic statistics and other related labor and
employment statistics.
This issue of the CLS includes the preliminary results of the April and July 2016 round of the Labor Force
Survey (LFS) which already covered the province of Leyte. Starting April 2016 round, the LFS adopted the 2013
Master Sample Design as well as the population projections based on the 2010 Census of Population and
Housing (2010 CPH). Hence, this is a break in the series and data are not comparable with previous rounds.
Meanwhile, the annualized 2015 data is still not comparable with the 2014 data as the latter excludes the
January survey round.
Also included in this issue are data on Millennium Development Goals (MDGs) indicators specifically on
employment; indices of compensation per employee; minimum wage rates; consumer price index; inflation
rate; purchasing power of the peso; net inward foreign investments; labor productivity and growth rates; gross
domestic product (GDP) real growth rates in selected Asian countries; inflation rates and unemployment rates in
selected Asian countries; and comparative wages in Asian countries.
The PSA would like to thank the agencies where the data were secured, specifically, the Bangko Sentral
ng Pilipinas and the National Wages and Productivity Commission. Equally deserving of our gratitude are the

DATA HIGHLIGHTS

The break in the series in the Labor Force Survey (LFS) due to the adoption of the 2013 Master Sample Design as well as the
populations projections based on the 2010 Census of Population and Housing meant LFS results starting April 2016 rounds are not
comparable with previous survey rounds.

The countrys labor force was placed at 43.309 million as shown by the preliminary results of the July 2016. With the household
population recorded at 68.436 million during the period, Labor Force Participation Rate (LFPR) was posted at 63.3 percent.

The number of employed persons was placed at 40.974 million accounting for 94.6 percent of the labor force for the period.
Region IV-A accounted for the highest share in employed persons in the country at 13.5 percent followed by NCR at 12.8 percent
and Region III at 10.7 percent.

By sector, services comprised more than half (55.3%) of the total employed in the country in July 2016 with wholesale and
retail; repair of motor vehicles and motor cycles accounting for one-fifth (19.9%) of the total. The agriculture and industry
sectors posted shares of 26.7 percent and 17.8 percent, respectively.

About three out of every five (61.5%) employed persons were wage and salary workers, bulk of which (19.739 million) were in
private establishments. Further, self-employed workers accounted for 27.4 percent of the total while employers in own-family
operated business and unpaid family workers posted shares of less than 10 percent each.

More than two-thirds (67.9% or 27.813 million) of employed person were full time workers or working 40 hours or more in a
week. Part-time workers totaled 12.939 million for the period. Mean hours worked was recorded at 42.7.

Number of unemployed persons was placed at 2.335 million translating to an unemployment rate of 5.4 percent. Region IV-A
registered the highest unemployment rate for the period at 7.6 percent followed by NCR (6.58%) and Region III (6.2%).

Most of the unemployed persons were men (1.48 million of 60.7%); those aged 15-24 years old (1.125 million or 48.2%) and
those who have attained high school education (931 thousand or 39.3%).

Underemployment rate was registered at 17.3 percent corresponding to 7.094 million workers wanting additional hours of work.
More than half (55.3% or 3.920 million) were working less than 40 hours a week or visibly underemployed.
Visible
underemployment rate for the period was registered at 9.6 percent.

The highest underemployment rate was recorded by Region X at 32.2 percent followed by Region VIII (31.0%), MIMAROPA
(26.6%) and Caraga (26.2%).

The labor turnover rate in the first quarter of 2016 was registered at 0.96 percent which meant that nine workers per 1,000
employed were added to the workforce as accession rate (7.87%) exceeded separation rate (6.91%) during the period.

The Regional Tripartite Wages and Productivity Board (RTWPB) approved effective October 2, 2016 an increase in the minimum
wage rates in Region I to P280.00 for workers in the large non-agricultural establishments, P252.00 for those in the agriculture
plantation and P280.00 for commercial fishing. The Wage Board for Region I also approved the monthly minimum wage rates for
domestic workers at P3,500.00 for chartered cities and first class municipalities and P2,500.00 for other municipalities. Other
regions likewise provided increases in the minimum wage rates include: Region IX at P296.00 for non-agricultural establishments,
P271.00 for agricultural establishments, P276.00 for establishments in retail/service and P251.00 for establishments engaged in
cottage/handicraft; and Region XII at P295.00 for non-agricultural establishments, P272.00 for agricultural establishments and
retail/service establishments.

The index of compensation per employee at constant 1978 prices in non-agricultural industries was posted at 114.1 for the 1st
quarter of 2016, 3.7 index points higher than the 110.4 recorded in the same period last year.

The Consumer Price Index (CPI) for August 2016 was recorded at 144.3 index points, higher by 2.6 index points as compared to
141.7 index points posted during the same period last year. The inflation rate increased by 1.2 index points during the same
period while the purchasing power of the peso dropped by P0.02 centavos.

The countrys Gross National Income (GNI) at constant 2000 prices for the 2nd quarter of 2016 grew by 6.8% from the same
period last year or translating to an overall increase of P158.4 billion in GNI. The Gross Domestic Product (GDP) likewise exhibited
an increase of 7.0% or P135.4 billion during the same period last year.

Net inward foreign investments recorded with the Bangko Sentral ng Pilipinas (BSP) amounted to a total of US$3,214 million for
the 2nd quarter of 2016, higher by US$4,277 million from the -US$1,063 of the same period last year. Compared with the 2nd
quarter 2015 figures, the net foreign direct investments and net foreign portfolio investment both registered a gain of US$1,662
million and US$2,615 million, respectively.

The National Capital Region posted the highest labor productivity for the country in 2015 at P583,368 having a growth rate of
5.4% compared with the P548,438 in 2014.

Growth Rate of Labor Productivity - annual change in Gross Domestic Product per employed person at constant 2000 prices.
Employment-to-Population Ratio - proportion of household population 15 years old and over that is employed.
Working Poverty Rate - proportion of working poor to total employment. Working poor are employed persons living in a household whose members are estimated to be below the poverty threshold.
This is calculated on the basis of cross-tabulations of data sets of the Family Income and Expenditure Survey (that includes variable on poverty status) conducted every three (3) years and the Labor Force Survey.
Share of Women in Wage Employment in Non-agricultural Sector - share of female wage and salary employment in the non-agricultural sector expressed as a percentage of total wage and salary
employment in the non-agricultural sector.

Underemployed - employed persons who want additional hours of work in their present job, or to have additional job, or to have a new job with longer working hours.
Visibly Underemployed - underemployed persons who worked for less than 40 hours during the reference week.
Invisibly Underemployed - underemployed persons who worked for 40 hours or more during the reference week.
Employment Generation - year-on-year incremental change in employment.
