Objectives of the Study

1. To suggest a methodology for evaluating the impact of the various quality


improvement schemes implemented by spice board on major spices during 12 th Five
year plan.
2. To adopt the proposed methodology to:
Evaluate the impact of various measures taken through the promotional activities
(Pesticide residue, Postharvest management & Storage) directly and through
campaigns/activities in collaboration with the State Govts./ Union Territories and
other Stakeholders, in promoting general awareness on quality improvement on
major spices in the country during 12th Five year plan.
Analyze the result and in the light of analysis, give recommendations on the
corrective measures that need to be taken to make the scheme more effective for
the next Five year plan
Coverage
The Evaluation Study would cover the following major activities being undertaken
under the Scheme;
Collecting the objectives & financial outlay of the 12 th Five year plan w.r.t Quality
improvement schemes
Demonstrations, Capacity building programmes & Media campaigns and other
promotional activities undertaken directly by the Spice Board related to quality
improvement on major spices
Promotional activities undertaken in collaboration with States/ Union Territories/
other Stakeholders
Evaluation Framework of the study
The evaluation framework of the study will be developed based upon other similar
studies and the available literature. Based on the Terms of Reference (TOR) and
coverage, an Evaluation Matrix (EM) will be prepared. The EM suggests Performance
Indicators (PI) for each measure and the tools to be used for evaluation.
Similarly, an Evaluation Tools Matrix (ETM) will also developed for evaluate the
different evaluation tools identified with sources of data for each and expected output.
These used separately for every promotional measure will generate enough objective
information to know the effectiveness.
A sample tracking survey for the target markets and farmers at the destination will
also be developed. All the evaluation focuses on effectiveness of quality improvement
schemes by the Spice Board.

As this study will undertaken after the scheme has been implemented therefore only
tracking and conversion survey will be used to monitor change among different
stakeholders and to know their opinion of the effectiveness of different measures
used.
