SECTION 1: Findings
Congress makes the following findings:
1) The U.S.-Israeli alliance has grown in recent years both military and
nonmilitary challenges. United States has provided Israel with indispensable
diplomatic, economic, and military support since 1949. (I)
2) The two countries share intelligence on terrorism, nuclear
proliferation, and Middle Eastern politics. Israel's military experiences have
shaped the United States' approach to counterterrorism and homeland
security. (I)
3) The two governments work together to develop advanced military
technology, such as the David's Sling counter-rocket and Arrow missile
defense systems, which may soon be ready for export to other U.S. allies. (I)
4) Israel has also emerged as an important niche defense supplier to the
U.S. military. (I)
5) The two countries enjoy a number of agreements to facilitate trade,
such as the United States-Israel Free Trade Agreement, which was the first
FTA entered into by the United States. (II)
6) Leverage also benefits United States. Its buying Israel's acquiesce
with things the US wants, like being able to stop Israeli arms sales to China.

SECTION 2: Purpose
This bill is to provide funding and researchers into our biggest ally in the middle
eastern region, israel, to develop new technological advancements in the
militaries of both nation.
SECTION 3: General Provisions
This act provides that the U.S. will fund and send researchers to Israel to create a
team that will focus on military research for the benefits of both nation. This act
will help advance technology for both nations and improve relations among the
two nations. This act will also help maintain our presence in the middle east by
working with our ally economically and technologically.
SECTION 4: Definitions
1) Indispensable: absolute necessary
2) Diplomatic: concerning diploma
3) Proliferation: rapid increase in the number or amount of something
4) Counterterrorism: political or military activities designed to prevent or
thwart terrorism.
5) Niche: a comfortable or suitable position in life or employment
