A BILL
To derive federal funds to pharmaceutical research agencies specified in developing non addictive painkillers.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

3 SECTION 1. SHORT TITLE

This act may be cited as the Crime Reduction Act of 2016.

6 SECTION 2. FINDINGS

Congress hereby finds and declares that,
8 1) most inmates are in prison, in large part, because of substance abuse
9 2) More deaths, illnesses and disabilities stem from substance abuse than from any other preventable health condition.
10 3) The illegal drug market in the United States is one of the most profitable in the world
11 4) over half of state and Federal inmates used drugs during the month preceding their offense
12 5) People who live with substance dependence have a higher risk of all bad outcomes including unintentional injuries,
13 accidents, risk of domestic violence, medical problems, and death.
14 6) one in four deaths is attributable to illicit drug use
15 7) Seized drugs are stored for years until they're no longer needed as evidence.
16 8) U.S. seizures of illegal drugs in transit exceeded 1,626 metric tons
17 9) 83.1% of drug law violations were for possession of a controlled substance
18 10) Students do not have a reasonable expectation of privacy with respect to their personal belongings while they are at
19 school.
20 11) Alcohol and drugs are implicated in an estimated 80% of offenses leading to incarceration in the United States such
21 as domestic violence, driving while intoxicated, property offenses, drug offenses, and public-order offenses.
22 SECTION 3. STATUTORY LANGUAGE
23 A) The Crime Reduction Act of 2016 will derive federal funds to pharmaceutical research agencies specified in
24 developing non addictive painkillers to combat the growing dependency on the illegal drug market. The pharmaceutical
25 research agencies will provide the FDA (food and drug administration) with a yearly report summarizing the research
26 accomplished and discoveries made. The agencies will also be subjected to random inspections by the FDA and must
27 release any document requested within a week. The penalty for failing to oblige is a 2 million dollar fine. The drug/s
28 produced will go through extensive and proper testing. If passed, be made available at every drug store and if
29 unsuccessful, the drug/s will be improved and modified so as to be tested within the following year. If the drug does not
30 meet the requirements of the FDA within 35 years of the drugs creation, then the drug is no longer eligible for funding.
31 Decreasing the amount of illegal painkillers bought will save more lives and minimize the growing influence of the
32 illegal drug market.
33 B) This law shall be enforced and upheld by the Drug Enforcement Administration and all branches of the United
34 States Department of Justice. The funding of 60 million dollars will be acquired from federal income taxes and be
35 diverted towards the research for non addictive narcotics. The agencies have the right to accept private donations given
36 without the expectations of a reward and payment. Private donations could only be used towards creating and
37 perfecting the drug. Advertisement for the product is made and paid for by the agencies using the private donations
38 accepted. However, the advertisements are approved and regulated by the government. Once the product is on the
39 market, the agencies will be the only recipients of the proceeds but must pay a 10% tax on all profits. If the drug indeed
40 reduces the amount of illegal drugs bought than the agencies will receive a two million dollar bonus that can only be
41 used to expand the company, buy new equipment, or fund a drug research program.
42 C) Any agency found breaking this law will be fined for at least 2 million dollars and could have funding suspended
43 and/or terminated. This law shall go into effect December 31, 2016.

The illegal drug market in the United States is one of the most profitable in the world with sales ranging
higher than can be terminated or controlled. The consumption of illegal drugs has reached epidemic proportions
in which children as young as eleven years old are arrested for trafficking, dealing, and/or consuming illicit
drugs. It is the responsibility of the United States to prevent Americas future generation from squandering their
potential and protect them from harm. The Crime Reduction Act of 2016 proposes a solution for said national
problem in that it will reduce the amount of incarcerations, medical problems, and drug dependences.
Drug use in the United States continues to escalate in spite of substantial publicity and treatment
programs. As a national problem on all age levels, drug abuse moved into prominence during the 1960s and is
still listed in various public opinion polls as among the three most disturbing aspects of contemporary life,
elucidating that in the past 56 years, the arrest rate for drug-associated crimes has maintained its alarming
influence. In fact, the United States locks up more people for drug associated crimes than any other country.
The youth form a large number of those incarcerated, most falling under the age of 18. Furthermore, being
under the influence of prohibited drugs causes one to lose touch with reality and commit crimes that could have
otherwise been avoided. According to The White House Law Enforcement and Criminal Justice Reform, Over
half of state and Federal inmates used drugs during the month preceding their offense, and nearly one-third of
state prisoners and one-quarter of Federal prisoners used drugs at the time of their offense, concluding that a
majority of inmates are in prison due to substance abuse. The nations capacity for convicts has gone beyond
containment and is in need of regulation. The Crime Reduction Act of 2016 will derive federal funds to
pharmaceutical research agencies specified in developing non addictive painkillers to combat the growing
influence of the illegal drug market and reduce the annual arrest rate, for alcohol and drugs are implicated in
an estimated 80% of offenses leading to incarceration in the United States. In enacting this bill, future drug
crimes will be decreased to a manageable point and the funds accumulated by the drop in arrests will be
diverted towards other important priorities such as victim services and mental health treatment.
Taking unsanctioned drugs could lead to long-term physiological and psychological health problems
such as anxiety, dementia, depression, parkinsonism, or even death. As stated in Effects of Drug Abuse and
Addiction, More deaths, illnesses and disabilities stem from substance abuse than from any other preventable
health condition, meaning that what is taken under the guise of a good time could result in frequent trips to the
hospital. In addition, one in four deaths is attributable to illicit drug use, illustrating the irreversible harmful
effects of consuming unlicensed drugs. The Crime Reduction Act of 2016 would counteract the misuse of
illegal drugs so as to prevent the youth from diminishing their prospects and promise. The non addictive
painkillers produced through the enactment of the Crime Reduction Act of 2016 would help lessen the stress
and strain addiction puts on the individual as well as decrease the possibility of future health problems.
Taking illicit drugs alters the way the brain perceives objects and actions, and could change the behavior
of the consumer to an unrecognizable point. People who live with substance dependence have a higher risk of
all bad outcomes including unintentional injuries, accidents, risk of domestic violence, and death, elucidating
the deterioration of the human health and psyche. Furthermore, there are a number of long-term physical and
emotional effects of addiction that can easily turn a healthy man or woman into a frail shadow of their former
self; a depiction seen time and time again. The Criminal Reduction Act of 2016 ensures for a drug that would
minimize addiction and the degeneration of brain cells. In addition, the seized drugs are stored for years until
they're no longer needed as evidence, demonstrating the dependency of said drugs for there is about 1,626
metric tons of confiscated drugs in evidence lockup. Having a drug that is FDA approved would mean
decreasing the amount of drugs commandeered annually and preventing unnecessary harm to future
generations.
