Preface
Purpose
This User Guide will serve as the reference document for the specific purpose of
transacting business associated with Financial Transmission Rights within the
ISO New England (ISO) marketplace using the eFTR application. This document
introduces the functionality and the structure of the application and is one of two
distinct documents. Both an eFTR Reference document and Task document make
up the complete User Guide. The Reference document explains the general
concepts for using the application. The Tasks document goes into greater detail
for specific tasks. In most instances, web page screen captures have been used to
illustrate the explanations. The eFTR application is mapped to the SMD Market
database.
Assumptions
An assumption has been made that the reader is familiar with using web-based
applications and web-browser navigation. The market system user should have a
good understanding of ISO Market Rules, Manuals, and other governing
documents in order to properly use the eFTR application to complete desired
business transactions.

Common Features
Many functional features are shared by the eFTR application on numerous web
pages. For example, action buttons allow you to:
Update rows. You can update a single row or multiple rows of data at once on
an eFTR web page.
Delete rows.
Refresh the data displayed after updating the data block. New data in the
data block are lost if you select the Refresh button before selecting the Update
button.
The status bar displays the progress of actions. See Appendix A. for a list of
status messages. The status bar also displays error messages. See Appendix B.
for a list of status bar error messages and Appendix C. for a list of file upload
error messages.
In addition, green, yellow, and red status lights (buttons) indicate the status of
your actions when creating, updating, or deleting rows of data. See Appendix D.
for further information about the status light indicators.
Descriptions
Row Status Bar The left side of the Status Bar. It presents the status of
a row of data relative to the database.
Action Status Bar The right side of the Status Bar. It presents the status
of the most recent action. (See Appendix A. for possible states of the
action status bar.)

eFTR Navigation
The pane located at the left of the web page containing the SideLine Navigation
panel is the main method for navigating the eFTR application web pages.

In addition to eFTRs public menu pages, ISO generates Special Messages that
cover all aspects of ISO New Englands operations. Messages are posted any time
of the day or night as a means of alerting customers to the status of New
Englands Control Area operations and other news. Special Messages can be
viewed by going to this location of the ISO web page: http://www.iso-ne.com/

Auction Results
The public Auction Results web page allows you to view the winning quotes for
the paths in the market and portfolio that you select. You can view auction
clearing prices and other auction results information. (The eFTR user interface
uses the terms Market and Auction interchangeably.) This may include the
owner of the winning quotes, the Class, whether the quote was a bid to buy or an
offer to sell an FTR, the MW amount, and the MW value of each awarded FTR.

All FTRs
From the All FTRs web page on the Public menu, you can quickly receive an
overview of all existing FTRs. FTRs are displayed by portfolio and path for a
specific month and year. The data block displays the owner of the FTR, start date
and end date of the FTR, Class (On-peak or Off-peak), and the MW amount.

Constraints
From the public Constraints web page, you can view transmission constraints for
an auction. The web page presents the monitored facility, as well as the
contingency.

File Transfer
The public File Transfer web page lists FTR reports that are available for
download in comma separated value (CSV) file format. Public auction results,
clearing prices, and binding constraints are available for each market. A report of
all FTRs by month is also available for download.

User Registration
While viewing the Public site, a user registration link displays as the last option in
the SideLine Links navigation menu.
Prior to accessing private web pages, a user must be an eligible FTR bidder/FTR
holder. This means the user has registered with ISO. Clicking the User
Registration button will link to the ISO New England Customer Service web page.
Instructions on the web page will assist you with completing and submitting the
eligible FTR bidder/FTR holder registration form.

Quote Summary
From the Private menu, the Quote Summary web page allows you to perform
several tasks related to managing FTRs which includes viewing open quotes,
creating auction quotes, updating open quotes, and deleting open quotes.

Auction Results
The private Auction Results web page allows you to view your private results
filtered by Market, Portfolio, and related Source and Sink. Information displayed
includes the Source and Sink, Class (On-peak or Off-peak), whether the FTR was
posted to buy or sell, the MW amount of the quote, the price per MW, the MW
amount that cleared, and price per MW that cleared.

The FTR Main web page on the Private menu presents existing FTRs for the
transmission paths in the currently selected portfolio. The FTR Main web page is
where you can view clearing prices by transmission path, and view, create,
update, or delete open quotes by path.

Preface
Purpose
This User Guide will serve as a reference document for the specific purpose of
transacting business associated with Financial Transmission Rights within the
ISO New England (ISO) marketplace using the eFTR application. The eFTR User
Guide is divided into two distinct documents: the Reference document and the
Task document. The former explains the general concepts for using the
application while this Tasks document goes into greater detail for specific tasks
associated with doing FTR business. In most instances, web page screen captures
have been used to illustrate the explanations. The eFTR application is mapped to
the SMD Market database.
Assumptions

Viewing Constraints
You can view binding constraints associated with an FTR Auction. In the FTR
Auction, an analysis must be performed to select a set of winning bids and offers.
The analysis must maximize the value of the FTR auction while respecting the
physical limitations of the transmission system under pre-contingency and postcontingency conditions resulting in binding constraints.

To view constraints:
1. Select Constraints from the SideLine Link Public menu for the Constraints
web page to display.
2. Select the market you are interested in from the Market drop-down list box
on the left pane of the page.
The Constraints data block is updated with data for the selected market.
3. Review the following constraints data associated with the selected market:

3. Right-click the name of the file you are interested in from the Available
Downloads list on the File Transfer web page.
Caution: If you left-click the file, the contents of the file appear on the web
page. If this happens, simply select the Back button of your web browser
to return to the Downloads list.
4. Select Save Target As from the list of options.
5. Select the destination where you would like to save the file. Be sure the file is
saved in the correct format by entering the .csv file extension.
6. Click the Save button in the Save As dialog box. The file is downloaded to
your local directory.

FTR Main use this page to view auction clearing price information,
filtered by a transmission path defined as part of a portfolio.

Alternatively, you can use the File Downloads web page to download a file
containing price history information. See Downloading Private Files for
more information.
To view clearing prices:
1. Select FTR Main from the SideLine Link Private menu for the FTR Main
web page to display.
2. Select the portfolio you are interested in from the list on the left pane of the
web page.
3. Define the path you are interested in by selecting the desired Source and Sink
from the Source/Sink menu on the left pane of the page.
The paths you have selected appear in the clearing prices by path data block.

3. Enter the name of the new Portfolio in the Portfolio text box or click the Copy
to Portfolio button located on the left pane of the page. If you are typing in
the portfolio name when adding a path to an existing portfolio, the portfolio
name given to the new row must match the existing portfolio name. You can
best achieve this by selecting Copy to Portfolio.
4. Select a Source from the Source/Sink list on the left pane of the page. Click
the Copy to Source button. The Source portion of the row is filled with this
information.
5. Select a Sink from the Source/Sink list on the left pane of the page. Click the
Copy to Sink button. The Sink portion of the row is filled with this
information.
6. Click the Update button located at the bottom of the data block. A warning
message appears.
7. Click OK. The row status changes from yellow to green after the information
is sent to the database. The new portfolio is now in the database.

Deleting Portfolios
You can delete an entire portfolio or a transmission path within a portfolio. Once
an entire portfolio is deleted, the transmission paths assigned to that portfolio are
deleted as well.

To delete a portfolio:
1. Select Portfolio Manager from the Private menu for the Portfolio Manager
web page to display.
2. Select the portfolio you wish to delete.

message appears.

Note: If the portfolio has multiple paths, you will need to select and delete
each defined path separately in order to delete the entire portfolio.

7. Complete the row by filling in the following information in the data block:
Start Date and End Date (In order to specify the day, month, or year click
in the desired Date field. The day will be highlighted, use the Up or Down
arrow key on the keyboard to change the day. Use the Right and/or Left
arrow to access the month and/or year. Again, use the Up or Down arrow
to change the month and/or year. Note: A transaction cannot be
submitted before the current date. If it is a sale, it cannot exceed the
term, MW value, or be of a different Class than the specified FTR.

8. Click the Update button in the Posted Secondary Trades data block. A
warning message displays.

9. Click OK. The row status changes from yellow to green and the status
message Update Complete appears at the bottom of the data block. If the
status changes to red, messages noting the error appear in the status bar. A
list of error messages is provided in Appendix B of the Reference Section
document.
10. Click the Refresh button in the Status of Secondary Trades data block to see
updated information regarding your recently posted FTR. The FTR posting
you just created can be viewed by other eligible FTR bidders in the Available
Secondary Trades data block. You can view the posting you just created in the
Posted Secondary Trades data block if the start and end date periods for the
newly posted FTR overlap the year and month selections.

5. Click the Accept button in the Available Secondary Trades data block. A
warning message displays.
6. Click OK. A message indicating the update is complete displays in the status
bar at the bottom of the Available Secondary Trades data block.
7. The row disappears from the Available Secondary Trades list for the market
participant accepting the trade and now displays in the Accepted Secondary
Trades data block of the market participant who originally posted the trade.
The trade must be confirmed by the Market Participant who originally posted
the trade in order for the trade to be complete.

5. Click the Confirm button to accept the trade or the Delete button to reject
the trade. Confirming the trade completes the transaction. Deleting the trade
removes the transaction from the database. If you choose the Confirm
button, the following warning message appears:

Errors Present The file contains errors that have prevented it from
being inserted into the database. This error message serves as a link to a
detailed report of errors encountered with the file. Note that if a single
error is found with quotes in the file, all quotes are rejected.

3. Right-click the name of the file you are interested in from the Available
Downloads list on the File Transfer web page.
Caution: If you left-click the file, the contents of the file appear on the web
page. If this happens, select the Back button of your web browser to return
to the Downloads list.
4. Select Save Target As from the list of options.
5. Select the destination where you would like to save the file and enter a
descriptive file name for the download with a CSV file extension. Otherwise,
this field will default to ftr_filetransferwrapper with a file type of HTML.
6. Click the Save button on the Save As dialog box. The file is downloaded to
your local directory.
