Preface
Purpose
This User Guide will serve as the reference document for the specific purpose of
transacting business associated with Financial Transmission Rights within the
ISO New England (ISO) marketplace using the eFTR application. This document
introduces the functionality and the structure of the application and is one of two
distinct documents. Both an eFTR Reference document and Task document make
up the complete User Guide. The Reference document explains the general
concepts for using the application. The Tasks document goes into greater detail
for specific tasks. In most instances, web page screen captures have been used to
illustrate the explanations. The eFTR application is mapped to the SMD Market
database.

Assumptions
An assumption has been made that the reader is familiar with using web-based
applications and web-browser navigation. The market system user should have a
good understanding of ISO Market Rules, Manuals, and other governing
documents in order to properly use the eFTR application to complete desired
business transactions.

1. Web Application Access


The eFTR application is accessed through Internet facilities with the following
web browser:

Internet Explorer 5.5 or greater supporting SSL 3.0 secured 128-bit


encryption

Additional software and hardware requirements for accessing the ISO


SMD marketplace are listed on the ISOweb page at:
http://www.iso-ne.com
Users need to register with the Customer Service Department within ISO in
order to submit and view private information in the eFTR application for the
intention and purpose of taking part in the ISO SMD Marketplace.
Registration for Financial Transmission Rights bidders/holders and market
system users can be done by going to the registration area of the ISO web page at:
http://www.iso-ne.com/ISO_Customer_Services/
Once registered, FTR bidders/holders and market system users will be provided
with the link to access the SMD home page, which will then allow direct access to
SMD software applications.
Access to the SMD Sandbox will also be restricted to registered market system
users and registered FTR bidders/holders. Questions or inquires about market
access should be addressed to the CustomerService Department at ISO.

Common Features
Many functional features are shared by the eFTR application on numerous web
pages. For example, action buttons allow you to:

Create new rows of data.

Update rows. You can update a single row or multiple rows of data at once on
an eFTR web page.

Delete rows.

Refresh the data displayed after updating the data block. New data in the
data block are lost if you select the Refresh button before selecting the Update
button.

The status bar displays the progress of actions. See Appendix A. for a list of
status messages. The status bar also displays error messages. See Appendix B.
for a list of status bar error messages and Appendix C. for a list of file upload
error messages.
In addition, green, yellow, and red status lights (buttons) indicate the status of
your actions when creating, updating, or deleting rows of data. See Appendix D.
for further information about the status light indicators.

General Web Page Overview


Navigation Menu and Data Block
Data used in the ISO eFTR application are presented in data blocks on each of the
web pages. The following figure provides an example of the navigation menu and
its associated data block:

Descriptions

a. Top Left Frame/Site Navigation: Menus and Page Access Titles


The left pane of the page consistently provides access to menus, pages, and
dynamic data list blocks.
b. Page Access Command Button The left pane of the page consistently
provides access to the Public and Private command buttons. With these
buttons, you can access the appropriate menus, pages, and dynamic data list
blocks containing public or private data.
c. Menu Options Within the left pane, called the SideLine Navigation pane,
are the menu options for public data when the Public button is selected, and
the menu options for private data when the Private button is selected.
d. Data Window Title The data window title displays the context according
to your menu selection.
e. Data Block Title The data block title reflects the type of information that
is presented in the data block, which may be different from the window title.
Note that more than one data block may be present on a page. The data
displayed is determined by selections made from the data list boxes. See (h).
f. Current Record Data Block Current-record data is that which is
displayed in table format in the main body of the web page. Fields that
cannot be modified are indicated by static text.
g. Minimize/Maximize Window The minimize/maximize button
collapses or expands the current-record window.
h. Context-Specific Data List Boxes Different list boxes display
dynamically according to context and the web page selected. You can use the
list boxes to further refine the content displayed in the data block.
i. Status Lights Status lights in green, yellow, or red display the status of
your actions when you are viewing or modifying a data record.
j. Current Record Dynamic Data Fields that can be modified are
indicated by the appearance of a drop-down menu, a radio button or
checkbox, or a text box.
k. Action Buttons A data block can present any or all of the following
buttons, depending on the data block:
New. Use this button to add a new row of data to a data
block. The data in the new row are not updated in the
database until you select the Update button.
Update. Use this button after you modify a data block and
wish to send your data to the database. If you navigate to

another web page before updating, your changes and/or


additions are lost.
Delete. Use this button to delete a row of data in the
database. Only the highlighted row in the data block is
deleted from the database.
Refresh. Use this button to retrieve the most recent data
from the database.
Important: New data in the data block are lost if you
select the Refresh button before selecting the Update
button.
l. Status Bar The Status Bar has two parts:

Row Status Bar The left side of the Status Bar. It presents the status of
a row of data relative to the database.

Action Status Bar The right side of the Status Bar. It presents the status
of the most recent action. (See Appendix A. for possible states of the
action status bar.)

Reviewing Error Messages


If an update is unsuccessful, a status light turns red and an error may be
displayed in the status bar, as shown below. See Appendix D. for a description of
the status light indicators.

To view an error message:


a. Click the red status indicator.
b. Review the error message displayed.
c. Note the conditional text that displays in the status message.
Appendix B. summarizes some common error messages that may appear in the
eFTR status bar along with their causes.
An error message in eFTR can also occur when attempting to upload private data
files. The file upload status shows Errors Present. Clicking Errors Present
provides a link to a file with a detailed report of errors encountered in the file.
Appendix C. summarizes the common error messages and their causes when
uploading data. If an uploaded file contains errors, all quotes contained in the
file are rejected. The market participant must correct the quote file and resubmit
the file to ISO.

eFTR Navigation
The pane located at the left of the web page containing the SideLine Navigation
panel is the main method for navigating the eFTR application web pages.

SideLine Links Navigation Menus


The SideLine Navigation panel provides links to each of the eFTR application web
pages. There are two different SideLine Navigation menus:
a. Public for use by non-registered users
b. Private for use by registered eligible FTR bidders/FTR holders
To participate in the FTR Market, registration as an FTR Customer is required.
(Note that this registration is separate from the Market System user registration.)
Data blocks for each menu are described in the following sections.

Public Menu Pages


The Public menu selections enable unregistered access to general information
that pertains to the ISO FTR market. Accessing each Public Menu item is
described in the corresponding tasks document.

In addition to eFTRs public menu pages, ISO generates Special Messages that
cover all aspects of ISO New Englands operations. Messages are posted any time
of the day or night as a means of alerting customers to the status of New
Englands Control Area operations and other news. Special Messages can be

The public Clearing Prices by Path web page permits you to view the
FTR Auction clearing price for the selected path by auction and Class (On-peak or
Off-peak). You can also view clearing prices for past auctions.

Clearing Prices by Portfolio


The public Clearing Prices by Portfolio web page allows you to view the FTR
Auction clearing price of On-peak or Off-peak Class types by portfolio. Similar to
the Clearing Prices by Path web page, you can also view clearing prices for past
auctions.

Auction Results
The public Auction Results web page allows you to view the winning quotes for
the paths in the market and portfolio that you select. You can view auction
clearing prices and other auction results information. (The eFTR user interface
uses the terms Market and Auction interchangeably.) This may include the
owner of the winning quotes, the Class, whether the quote was a bid to buy or an
offer to sell an FTR, the MW amount, and the MW value of each awarded FTR.

All FTRs
From the All FTRs web page on the Public menu, you can quickly receive an
overview of all existing FTRs. FTRs are displayed by portfolio and path for a
specific month and year. The data block displays the owner of the FTR, start date
and end date of the FTR, Class (On-peak or Off-peak), and the MW amount.

From the public Constraints web page, you can view transmission constraints for
an auction. The web page presents the monitored facility, as well as the
contingency.

File Transfer
The public File Transfer web page lists FTR reports that are available for
download in comma separated value (CSV) file format. Public auction results,
clearing prices, and binding constraints are available for each market. A report of
all FTRs by month is also available for download.

User Registration
While viewing the Public site, a user registration link displays as the last option in
the SideLine Links navigation menu.

Prior to accessing private web pages, a user must be an eligible FTR bidder/FTR
holder. This means the user has registered with ISO. Clicking the User
Registration button will link to the ISO New England Customer Service web page.
Instructions on the web page will assist you with completing and submitting the
eligible FTR bidder/FTR holder registration form.

From the Private menu, the Quote Summary web page allows you to perform
several tasks related to managing FTRs which includes viewing open quotes,
creating auction quotes, updating open quotes, and deleting open quotes.

Auction Results
The private Auction Results web page allows you to view your private results
filtered by Market, Portfolio, and related Source and Sink. Information displayed
includes the Source and Sink, Class (On-peak or Off-peak), whether the FTR was
posted to buy or sell, the MW amount of the quote, the price per MW, the MW
amount that cleared, and price per MW that cleared.

Secondary Trading Center


The Secondary Trading Center web page on the Private menu is where you can
participate in the Secondary Market. You can view the status of secondary trades,
buy or sell FTRs, accept a secondary trade, and confirm or reject trades. Note
that four separate data blocks appear on this page.

Status of Secondary Trades shows the status of a secondary trade from


the time it is posted to the time it is confirmed

Posted Secondary Trades displays all trades you have posted

Available Secondary Trades displays all trades posted by other market


participants that are available

Accepted Secondary Trades displays all trades posted by you and


accepted by other market participants

The data displayed in each of the data blocks named above are filtered by the
Year and Month selected.

Preface
Purpose
This User Guide will serve as a reference document for the specific purpose of
transacting business associated with Financial Transmission Rights within the
ISO New England (ISO) marketplace using the eFTR application. The eFTR User
Guide is divided into two distinct documents: the Reference document and the
Task document. The former explains the general concepts for using the
application while this Tasks document goes into greater detail for specific tasks
associated with doing FTR business. In most instances, web page screen captures
have been used to illustrate the explanations. The eFTR application is mapped to
the SMD Market database.

Assumptions
An assumption has been made that the reader is familiar with using web-based
applications and web-browser navigation. The market system user should have a
good understanding of ISO Market Rules, Manuals, and other governing
documents to properly use the eFTR application to complete desired business
transactions.

The eFTR application is accessed through Internet facilities with the following
web browser:

Internet Explorer 5.5 or greater supporting SSL 3.0 secured 128-bit


encryption

Additional software and hardware requirements for accessing the ISO


SMD marketplace are listed on the ISO web page at:
http://www.iso-ne.com
Users need to register with the Customer Service Department within ISO in
order to submit and view private information in the eFTR application for the
intention and purpose of taking part in the ISO SMD marketplace.
Registration for Financial Transmission Rights bidders/holders and market
system users can be done by going to the registration area of the ISO web page at:
http://www.iso-ne.com/ISO_Customer_Services/
Once registered, FTR bidders/holders and market system users will be provided
with the link to access the SMD Home page, which will then allow direct access to
SMD software applications.
Access to the SMD Sandbox will also be restricted to registered market system
users and registered FTR bidders/holders. Questions or inquires about market
access should be addressed to the Customer Service Department at ISO.

Viewing Constraints
You can view binding constraints associated with an FTR Auction. In the FTR
Auction, an analysis must be performed to select a set of winning bids and offers.
The analysis must maximize the value of the FTR auction while respecting the
physical limitations of the transmission system under pre-contingency and postcontingency conditions resulting in binding constraints.

To download a public file:


1. Select File Transfer from the SideLine Link Public menu for the File
Transfer web page to display.
2. Select the Market, Year, and Month from the drop-down list boxes located
on the left pane of the page.
The Market drop-down list box works independently of the Year/Month
drop-down list boxes. If downloading auction-related reports (i.e., public
auction results, clearing prices, and binding constraints), select the
appropriate Market. If downloading the Monthly FTR report, select the
corresponding Year and Month.

3. Right-click the name of the file you are interested in from the Available
Downloads list on the File Transfer web page.
Caution: If you left-click the file, the contents of the file appear on the web
page. If this happens, simply select the Back button of your web browser
to return to the Downloads list.
4. Select Save Target As from the list of options.
5. Select the destination where you would like to save the file. Be sure the file is
saved in the correct format by entering the .csv file extension.
6. Click the Save button in the Save As dialog box. The file is downloaded to
your local directory.

Viewing Clearing Price History
The FTR Main web page contains the same information that is presented on the
Clearing Prices by Path and Clearing Prices by Portfolio web pages (public pages).
The FTR Main web page presents open quotes in addition to clearing prices. One
advantage of this web page is that you can enter quotes on a path while viewing
the price history for that path.

Defining New Portfolios


ISO defines public portfolios, and only ISO may modify those portfolios. Private
portfolios, on the other hand, are created and modified by you as part of
managing your private FTR data. After creating a new portfolio, you can view
other eFTR pages and filter the data by portfolio.

To define new portfolios:


1. Select Portfolio Manager from the SideLine Link Private menu for the
Portfolio Manager web page to display.
2. Click the New button located at the bottom of the data block. A new row
appears with a status of yellow.

3. Enter the name of the new Portfolio in the Portfolio text box or click the Copy
to Portfolio button located on the left pane of the page. If you are typing in
the portfolio name when adding a path to an existing portfolio, the portfolio
name given to the new row must match the existing portfolio name. You can
best achieve this by selecting Copy to Portfolio.
4. Select a Source from the Source/Sink list on the left pane of the page. Click
the Copy to Source button. The Source portion of the row is filled with this
information.
5. Select a Sink from the Source/Sink list on the left pane of the page. Click the
Copy to Sink button. The Sink portion of the row is filled with this
information.
6. Click the Update button located at the bottom of the data block. A warning
message appears.

7. Click OK. The row status changes from yellow to green after the information

You can view FTR portfolios from the Portfolio Manager web page or other pages.
Data is filtered by portfolio on many of the eFTR web pages through contentspecific data list boxes.

You can delete an entire portfolio or a transmission path within a portfolio. Once
an entire portfolio is deleted, the transmission paths assigned to that portfolio are

Creating Auction Quotes


You can create auction quotes three different ways. You can enter quotes for an
auction by portfolio, by path, or via file upload. To create auction quotes by
portfolio, you would use the Quote Summary web page and follow the steps
described in this section. The Quote Summary web page allows you to view
multiple paths (by portfolio) for the selected auction. To create auction quotes by
path, use FTR Main. FTR Main allows you to enter multiple quotes for a given
path to any open auction. FTR Main also displays the clearing prices for the
selected path for recent auctions. See Updating Open Quotes by Path for
information about using FTR Main. To create auction quotes via file upload, use
the File Transfer web page and follow the steps described in Uploading Private
Files.

Viewing the Status of Secondary Trades


Market participants can buy and sell FTRs directly with other market participants
on the Secondary Market. Note that the FTR Secondary Market allows trading of
existing FTRs only; FTRs cannot be reconfigured. However, an FTR can be split
into multiple FTRs on the same path with different MW amounts and different
start and end dates from the original FTR.
Using eFTR, eligible FTR bidders specify trades by transmission paths. When an
FTR holder trades an FTR, ISO automatically transfers the ownership of the FTR
to the new owner.
You can view all of your outstanding offers to buy and sell FTRs on the Secondary
Market through eFTR.

To upload a private file:


1. Select File Transfer from the SideLine Link Private menu for the File
Transfer web page to display.
2. Enter the name of the file you wish to upload into the File Upload text box on
the left pane of the page. Or click the Browse button to navigate to the file
you wish to upload, and open the file.

3. Click the Upload File button.


4. Click the Refresh button in the Upload Status data block to view the status
of the upload file. After uploading the file, the status is reflected in the Status
column in the data block. One of the following states will display:

Unprocessed The file has been uploaded, but has not been processed
by the application.

Success (number of FTR quotes processed) The file has been


successfully inserted into the database. Note that the same file can be
uploaded twice, causing twice as many quotes to upload.

Errors Present The file contains errors that have prevented it from
being inserted into the database. This error message serves as a link to a
detailed report of errors encountered with the file. Note that if a single
error is found with quotes in the file, all quotes are rejected.

Downloading Private Files


You can download private auction results files through eFTR. Files are provided
in comma separated value (CSV) file format.

To download a private file:


1. Select File Transfer from the SideLine Link Private menu for the File
Transfer web page to display.
2. Select the Market, Year, and Month from the drop-down list boxes located
on the left pane of the page.

3. Right-click the name of the file you are interested in from the Available
Downloads list on the File Transfer web page.
Caution: If you left-click the file, the contents of the file appear on the web
page. If this happens, select the Back button of your web browser to return
to the Downloads list.
4. Select Save Target As from the list of options.
5. Select the destination where you would like to save the file and enter a
descriptive file name for the download with a CSV file extension. Otherwise,
this field will default to ftr_filetransferwrapper with a file type of HTML.
6. Click the Save button on the Save As dialog box. The file is downloaded to
your local directory.
The following table provides a list of the reports available for download.
