A RESOLUTION STRONGLY URGING SAINT LOUIS COLLEGE TO STRENGTHEN THE


IMPLEMENTATION AND TO STRICTLY OBSERVE, FOLLOW AND PRACTICE PROPER
SOLID WASTE MANAGEMENT AROUND THE SCHOOL CAMPUS
by: Committee on Ecological Management

WHEREAS, Article 11, Section 13 of the 1987 Philippine Constitution provides that the state
recognizes the vital role of the youth in nation building and shall promote and protect their
physical, moral, spiritual, intellectual and social well-being and along with it, to inculcate
youth patriotism and nationalism and encourage their involvement in public and civic affairs;

WHEREAS, Republic Act 8044 or the Youth in Nation Building Act specifies that the state
recognizes its responsibility to enable the youth to fulfill their vital role in nation-building;

WHEREAS, the Legislative Assembly created three (3) Working Committees, namely:
Committee on Discipline, Committee on Ecological Management and Committee on
Social Responsibilities.

WHEREAS, the Committee on Ecological Management shall oversee, make


recommendations and facilitate the cleanliness and orderliness of the school campus and to
take actions on environmental issues that can affect the school environment.

WHEREAS, the members of the Committee on Ecological Management have observed that
the trashes and wats

WHEREAS, the members of the Committee on Ecological Management have observed that
the number of sets of trash bins per corridor are not enough to cater all the wastes and
trashes of the students.

WHEREAS, Republic Act 9003 or the Ecological Solid Waste Management Act of 2000
provides the legal framework for the countrys systematic, comprehensive, and ecological
solid waste management program that shall ensure protection of public health and the
environment. It emphasizes the need to create the necessary mechanisms and incentives to
pursue an effective solid waste management at the local government levels.
WHEREAS, Article 1, Section 2 of Republic Act 9003, specifically list (d), (f) and (j) highlights
and emphasize the main goal of the resolution which is to:
(d) Ensure the proper segregation, collection, transport, storage, treatment and
disposal of solid waste through the formulation and adoption of the best
environmental practice in ecological waste management excluding incineration;
(f) Encourage greater private sector participation in solid waste management;
(j) Strength the integration of ecological solid waste management and resource
conservation and recovery topics into the academic curricula of formal and non-formal
education in order to promote environmental awareness and action among the citizenry.

WHEREAS, RA 9003 describes solid waste management as a discipline associated with the
control of generation, storage, collection, transfer and transport, processing, and disposal of
solid wastes. The manner by which these activities are conducted shall be in accord with the
best principles of public health, economics, engineering, conservation, aesthetics, other
environmental considerations, and public attitudes.

WHEREAS, in the statement of the President of Eco Waste Coalition last 2010, it was said
that children and the youth can be the perfect channel for spreading environmental
awareness, and the schools can play a big part in this process. Next to homes, the schools
provide the best training ground for instilling ecological awareness, responsibility and action
among kids, especially in preventing and reducing waste,

BE IT RESOLVED, . Aseparate container is required for each type of waste for on-site collection
properly marked as compostable, non-recyclable, recyclable or special waste. Waste
segregation shall primarily be conducted at the source including household, commercial, industrial
and agricultural sources.
