2. China: Should they pull the plug on the investment project?

No, before SolCal continue its investment in China, it should do more research on
China market. Though China Solar market is growing rapidly, it is still facing many
challenges.
1. Solar photovoltaics capacity in China is very high now and more than target.
In October 2015, Chinas National Energy Administration (NDRC) set an
ambitious 23.1 GW target for 2015. But in this year, China has already 43GW
installed capacity, after having installed over 18GW of solar power in 2015.
So currently China SolCal energy market may probably not a high demand
industry.
2. There is high competition in China Solar market. There are over 400 Solar
photovoltaic companies in China. China has been the world's largest
manufacturer of solar panels since 2008 and, since 2011, has produced the
majority of global photovoltaics on an annualized basis. Industry projections
estimate that, by the end of 2017, China will have enough manufacturing
capacity to produce 51 GW of photovoltaics per year, an amount over twice
as large as 2010's global production of 24 GW. The major dominators are
domestic companies, including CHINT Group Corporation, Suntech
Power, Yingli Solar, and China Sunergy. They all have good capacity for Solar
panel, for example, Yingli Solar manufactures approximately 600 MW/year
of polycrystalline cells and modules, and in 2012 the photovoltaic modules
annual production of China Sunergy were 1.2 GW.
3. SolCal doesnt have contact channel in China. As the friendly relationship with
Chinese government is very important to run a business in China. But SolCal
doesnt have this kind of channel to communicate with Chinese government
and extend its networking in China. It becomes harder for SolCal to setup
business in China.
Suggestion for China market strategy:
1. Joint venture with Chinese local company to seize the ability to extend
networking with Chinese government and local business partners, leverage
by lower labor cost and exist facility and infrastructure.
2. Enhance technology to be the industry leader. Though Chinese Solar PV
companies can mass produce the Solar panel, they lack the technology to
make high efficient and high quality Solar panel. For this part, they still rely
on the countries which own high-tech for Solar energy such as Germany and
U.S.

Although China's solar energy industry has developed rapidly, it is still faced with many

solar thermal industry development planning; the public sector research and testing and
certification platform still needs to be established; the supply chain of solar photovoltaic
power generation system equipments and applications should be further developed and
improved; the photovoltaic power generation tariff approval procedures and approval
procedures are not clear enough; China's solar energy industry lacks complete and effective
technical, safety and management standards, especially with respect to the power quality
and management issues, and it is widely known that such standards are absolutely
essential for the health development of China's solar energy industry.
