Minutes of the May 18, 2010 Board Meeting of the Pine Forest Property

Owners Association

Item 1 of the Agenda: The meeting was called to order by Skarnulis at 7:00pm

Skarnulis asked for a volunteer to take the minutes in the absence of S.L. McCulley. Deshotels
volunteered.

Item 2 of the Agenda: Haschke moved to accept the minutes of open meeting on April 20th as
submitted, a second from Skarnulis, with a discussion from Haschke. Haschke clarified that the
Item 6A on the aformentioned minutes regarding the lawsuit discussed in the Executive Session
had not been filed, but would probably be filed on May 19th. Motion to accept the minutes
carried.

Item 3 of the Agenda: Haschke brought to notice that there are Property Owners who are still
delinquent with PFHOA Dues. Haschke will provide a list of which properties are still delinquent
and present these to the Board on the next scheduled Board Meeting. Action will be determined at
next Board Meeting. Mack moved to accept the Treasuress Report as submitted, Deshotels
second and motion was carried.

Item 4 of the Agenda: Clark presented the Road Committee Report. Discussion on Agenda 4a
from Skarnulis followed. A complaint was submitted by a PFPOA property owner to the Texas
Commission on Environmental Quality regarding the erosion and silt accumulation on Timber
Lane. Road Construction by the County was initiated, but heavy rains followed about midway
into construction, causing erosion and silt, and halting the work temporarily. A meeting with
Haschke, Skarnulis, County Commisioner Willie Pena, Roads Supervisor Andy Baker, and
TCEQ Environmental Investigators Robert Perales and Russ Baker was held in response to the
complaint. The County will continue to address and correct the erosion and drainage problem on
Timber Lane. TCEQ informed Skarnulis and Hascke that it is the responsibility of the Builders in
PFPOA to contain and prevent any erosion during the building process. Property owners with
more than one (1) Acre are required to file for a permit with TCEQ to comply with State
Laws. As the ACC adopts TCEQ rules, they will provide this information to property owners at
the time of permit processing before any building is approved by ACC. Information on PFPOA
website is posted with a contact phone number for TCEQ for all property owners to access.

Clark informed the Board that completion of Timber Lane to its current ending point is pending
cost proposal by the County. Road Construction of Colo Vista without connecting Timber Lane
to Colo Vista will be the most likely next phase due to cost of construction of the steep grade that
exists on Timber Lane.

Item 5 of the Agenda: In the absence of ACC Chair, Tom McCulley, no report was submitted.
Old Business: Skarnulis reported that Sue Lane McCulley plans on presenting the ammended
By-Laws sometime in June to the Board Members to review before the next scheduled meeting.

New Business: Skarnulis informed board that he was approached from a business about
advertising on PFPOA website. Haschke will be updating/editing advertising on the site and
Skarnulis asked that the Board Members look at any changes or editing that may be presented to
the website designer. Discussion on cost to Advertisers on the website resulted in a motion by
Skarnulis to charge $60.00/year and to revisit the cost once the number of "hits" for the
advertisers is realized. Second by Mack, motion carried.

Item 8 of the Agenda: Meeting Adjourned at 8:15pm
