Decision list Board of Stakeholders FSSC 22000

This is the valid list of decisions made by the Board of Stakeholders FSSC 22000 (Board). This list shows a comprehensive overview of all
relevant decisions of the Board that have not been processed in the relevant documents. The decision list is dynamic and if necessary reviewed
after every meeting of the Board.
The Board is composed of representatives of the food categories covered by the FSSC 22000 scope. The Board is responsible for the content
and functioning of the certification scheme FSSC 22000 within the scope of the scheme. The Board organizes co-ordination activities in the field
of certification on the basis of the scheme and evaluates these in view of developments desired by interested parties, as well as with respect to
other relevant (e.g. technical) developments. The Board has the possibility to provide recommendations - on request or otherwise - to the
associated CBs with respect to the FSSC 22000 certification scheme.

Decision
49. ISO/TS 22002-1 is used as the PRP standard for the
manufacturing of pet food exclusively intended for dogs and cats.
52. It is agreed that Active materials and articles can be certified
under the FSSC scheme provided that:
1.
Article related hazards are identified, assessed and controlled
as per ISO 22000:2005 requirements.
2.
The auditor is also qualified for food chain category L (K) to
assess the active materials used in the product.
3.
Scope of the certificate is covered under food packaging
(ISO/TS 22002-4)
48. Certification of multi-site organizations and multi-site sampling as
described in ISO/TS 22003 is not applicable to the food chain
categories C, D, E, L and M (CI IV, DI, DII, I and K) of the FSSC
22000 scheme.
FSSC 22000 requires that every site shall have a separate audit, a
separate report and a separate certificate. Every site must be
entered separately in database.
For manufacturing sites belonging to the same legal entity (group)
that share functions that are controlled by a head office, part of the

audit may be combined where a significant part of the FSMS is


centrally managed at the head office level and is therefore audited
once at head office level for all sites. A maximum of 20% audit time
reduction can be allowed for the single manufacturing sites
belonging to the group where the shared functions are controlled by
the head office. The 20% audit time reduction is applied to the
minimum audit time (Ts) as shown in ISO/TS 22003, Annex B. The
functions at the head office are audited separately and every
manufacturing site belonging to the group shall have a separate
audit, a separate report and a separate certificate. The
manufacturing site audit report and certificate shows which functions
are audited at the head office.
45. Adhesives used as a food-packaging component are
intermediate (packaging) materials that can be FSSC certified. For
the definition of intermediate the PAS 223 is followed.
35. It is recommended that food manufacturers and their CBs use
ISO 22002-4 for issuing new FSSC 22000 certificates. After 1
November 2014, six months after this notification, it will no longer be
permitted to use PAS 223 for FSSC 22000. For those companies
with existing certificates that refer to PAS 223 there will be a
transition period of up to one year to change certificates over to ISO
22002-4, with a requirement for all certificates to be updated no later
October 31st 2015
34. It is permitted to use the revised designations according ISO
22003:2013
33. CBs may perform surveillance audits while they are suspended
depending the nature of the suspension
25. Glass kitchenware and tableware would be regarded as
consumer products and therefore out of the FSSC scope.
24. Every site shall have a separate audit, a separate report and a
separate certificate. For sites that share functions (e.g. main office)
part of the audit may be combined. However for every processing
site a complete report demonstrating compliance shall be available
and a separate certificate shall be issued. Sampling as described in
ISO/TS 22003 is only applicable to ISO 22000, not to the existing

categories of the FSSC scheme. Every site must be entered


separately in database (A guidance for multisite will be drafted)
23. For plants producing food & packaging it is allowed to issue 1
certificate that refers to both ISO 22002-1 and PAS 223.
22. Processing aids for food (if taken up in Codex inventory for
processing aids) is taken up in the FSSC scope.
Any gas which is included in the Codex list of additives [List of Codex
specifications for food additives - current version CAC/Misc 6] would
be considered within FSSC 22000 scope for certification.
Any gas which is included in the Codex list of processing aids as
packaging gas [Codex inventory for processing aids - current version
CAC/Misc 3] would be considered within FSSC 22000 scheme scope
for certification. In this case PAS 223 will be used.
