The Islamic Republic of Afghanistan, Ministry of Energy & Water has applied for a grant from the
International Development Association toward the cost of Irrigation Restoration and Development
Project, and it intends to apply part of the proceeds of this grant to payments for hiring the
services of following qualified national individual consultants.

Together with the Senior MIS/IT Specialist, and the


other MIS developers, undertake a detailed user
requirements analysis of each department of PCU,
and ministry in the long run;
Together with the Senior MIS/IT Specialist, and the
other MIS developers, participates in the
development, programming, testing, debugging and
implementation of new features, modules and
functionalities of IRDP-IMIS;
Manages, designs, creates, produces and maintains
technical documentation for relevant computer
application systems and products; manages and
administers changes to technical documentation in
accordance with prevailing change management
procedures;
Individually test the database applications and ensure
that the applications work as a system;
Serves as team member in projects dealing with the
planning, specification, design, development,
implementation and maintenance of simple computer
application systems; liaises with users to define and
specify requirements;
Contributes to feasibility studies, systems analysis,
design, development, implementation and evaluation
and testing of online MIS improvements and new
features;
Provides guidance to new/junior staff. plans day-today work and supervises other staff as required;
assists in the implementation of new technologies
Together with the PCU and MEW departments,

Objectives:
I. Ensure
implementation
of high standards
technical survey
as
per
the
instruction
of
Design Engineer
on civil works
contract.
II.

Develop
and
implement
effective
field
surveying system
to
improve
documentation,
analysis
and
reporting of the
surveyed works
all as per the
globally accepted
standard

develop standard data collection forms and reports;


Integrate any new requirement into IRDP-IMIS;
Together with the GIS Specialist, integrate the GIS
and remote sensing applications into the developed
IRDP-IMIS;
Ensure that all data collection by all departments of
PCU and MEW is done using the standard forms;
Assist in the cleaning, validation and entry of data
into the DMIS database;
Ensure the developed MIS is capable of producing
information of IRDP and other related statistics and
report for all stakeholders;
Develop, maintain and promote data standards within
the departments of PCU, MEW and donor
community;
Train a ender users staff of PCU and MEW in
regional office of IRDP;
Carry out other tasks as directed by the IRDP
management;

Perform survey and leveling with data collection (maps,


benchmark levels, etc.) required for design of irrigation
schemes.

having practical familiarity with the basic surveying

traversing, plane table surveying, leveling and contouring,

conducting survey using theodolite, total-station, GPS, DGPS, level and other standard equipments for civil works
contracts and plotting the collected data

conducting setting out works on the site as per the design

setting out curves at site all as per design drawing.

Conducting and preparing Longitudinal Section and cross


section of each canal under the project with reference to
the established bench marks or establish additional bench
marks as per requirements.

10. Conducting and prepare topographical maps of the


irrigation sites and irrigation fields as per requirements
for design purpose.

The Project Coordination Unit (PCU) of Project: Irrigation Restoration and Development Project (IRDP)
under Ministry of Energy and water now invite National eligible consultants to indicate their interest.
Interested eligible candidates must provide information indicating that they are qualified to perform the
services and are invited to submit their CV (Curriculum Vitae), including employment records, description
of similar assignments carried out, experience in similar conditions, availability of appropriate skills etc.
The covering application letter should indicate that he meets all the required qualifications and
experience (as mentioned above) quoting references to various paragraphs of CV to demonstrate this.
A consultant will be selected in accordance with Section V Selection of Individual Consultants procedures
set out in the World Banks Guidelines: Selection and Employment of Consultants by World Bank
Borrowers (May 2004 as revised in October 2006 and May 2010).
