Gateway, which is also

formed a partnership with Mercy Health System and St. Mary
Medical Center to offer new
Medicare Advantage products
in Philadelphia, Bucks and Delaware counties. The company
previously only offered special
needs plans locally.

that this new Medicare plan will
offer them, said Patricia Darnley, president and CEO of Gateway Health, noting members
will have access to more than

UPMC Health Plan has started signing up senior adults in
the city for 2017 enrollment in its
UPMC for Life Medicare Advantage product, which features a
choice of three HMO plans. The
company is also in negotiations
with the state to enter the Medicaid managed care market in
southeastern Pennsylvania.
The University of Pittsburgh
Medical Center created its own
health insurance division in
1996. Weve gone from zero to
3 million members in 20 years,
said John Lovelace, president of
government programs at UPMC
Health Plan.
Lovelace said its Medicare
Advantage plan has expanded
several times beyond its western Pennsylvania roots, most
recently adding members in
Lancaster. Starting next year, it
will be in Reading and York as
well as Philadelphia. Lovelace
said the goal is to add Chester,
Montgomery, Bucks and Delaware counties in 2018.
UPMC is entering a crowded
Medicare field in Philadelphia.

Digital district
In 2011, Philadelphia established a digital
sign district along Market Street between
7th and 13th streets as an economic development tool to spark new investment
along a corridor that had languished for
decades. The policy applied only to new
construction or to buildings that would
be substantially redeveloped. An owner
had to spend a minimum of $10 million.
Revenues generated from billboard
advertising were sought to cover a portion of development costs, give a financial
boost to projects, and help subsidize some
of the rents needed to support the cost of
new construction. As a result, property
owners were enticed by the measure and
moved ahead with projects.
In January 2015, Brickstone illuminated a $9.8 million digital billboard that
stretched across its building at 701 Market St. Without those funds generated

The sign district has so far been a success as evidence of the $1 billion in development in the works along Market East
and the three significant projects partly underwritten by it, Abernathy said,
noting it has been since the 1980s when
that part of the city saw so much investment. However, there may not be additional projects that can take advantage of
the sign district going forward but he is
hopeful existing projects can keep signs
as designed.
We want to sit down with them to
understand their concerns better and
find a way to move this forward, Abernathy said.
Its not clear whether the city did anything wrong though Abernathy said there
was a breakdown in communication.
Some of the issues that have been raised
involve sign dimensions, lighting, brightness as well as size. Also billboards are
prohibited from being seen in a PennDot
right-of-way or visible from a state highway. Safety is a key factor and PennDot
needs to ensure it complies with state and
federal law, Kulpa said. If it doesnt meet
federal standards or even violates them,
Pennsylvania could face losing federal transportation funds, which annually
total $1.6 billion.
Theres a lot at stake, Kirkpatrick,
the PennDot spokesman said. We want
to work with the city and the city is working with us.

you to pay off your mortgage faster through a biweekly
mortgage program. These programs require you
to make half of your total payment biweekly. The
company cant submit your mortgage payment to

Its Director of Governmental Affairs Alex Halper said while theyre well-intentioned, pay equity laws can have unintended consequences for
employers. He argues there are laws already on
the books that adequately address discriminatory
practices.
[The bills] dont recognize the employers
perspective and come with what could be some
very detrimental, unintended, but still detrimental, consequences on employers who could find
theyre being sued for asking a very standard interview question or deciding to pay someone slightly more because of additional education or experience, said Halper. Pay equity advocates would
parry that reasoning with the fact employers are
already banned from asking about age, marital
status, and a host of other topics, and salary history would just join the fray, but Halper said salaries are a far more important piece of the puzzle.
Without it, he said, employers could be operating
in the dark.

for protecting the health, safety, and welfare of the public by overseeing the licensure
of approximately 1 million professionals. She was also a member of Rendells STEM
Initiative Team that supported the development of STEM education, and workforce
development programs.
