Handicapped
Children Act (IDEA)

1975

and people with


disabilities who
work at and go to
places that are
federally funded.

1972 but passed


by congress. The
veto lead to
protests and
demonstrations.
The act was passed
in 1973. It said that
people with
disabilities in
federally funded
programs could not
be discriminated
against. Special
accommodations
are to be given to
them and things
like handicap
parking and curb
cuts came about.

The act affects


schools and
everyone that
works in it. It also
affects the K-12
students, ages 621, and the
students parents,
both disabled and
not disabled.

This law said that


all schools needed
to provide special
services to children
with disabilities.
Also, that the
rights of the
children and
parents are
protected. Steps
should also be
taken to ensure
improvement in
the childs
academics,
through a least
restrictive
environment. An
IEP must also be in
place for students
with disabilities.
This also says that
all students, no
matter their
disabilities, must
take the
standardized tests
given to all other
students.

-Secondary Act

1965/2001

This affects all


school age
children, especially
students from lowincome families.

This act had been


added to from the
original act in 1975
(PL-94-142). In
1990(PL-101-476),
1997(PL-105-17),
and then in
2004(PL-108-446)
things were added
and changed. This
act says that
students with
disabilities must be
educated by the
school they attend
and cant be
rejected because of
the disabilities they
have. They must
also not be
discriminated
against, they have
the right to a free
public education,
and they must be
taught in an
environment that is
appropriate for
them to learn in.
The schools must
make decisions
with the parents of
the students and
safeguards must
be in place to
protect the rights
of the children with
disabilities.
This act says that
students have
certain
expectations in
school. The
teachers must
teach according to
scientific research
that shows
effective teaching
practices. All
students must take

standardized tests
and all scores must
be used, but
accommodations
for students with
disabilities are
given, like more
time to complete
the tests. They
must take
assessments in
math, reading and
science. When the
scores are posted,
certain groups
scores must be
posted too, such as
English learners,
students with
disabilities, and
different ethnic and
racial groups.
