Greetings!
It is of great joy that my beloved Municipality of Guiuan, Eastern Samar, received such an
endowment of selfless service from the study of the US Peace Corp Volunteers (Brandon and
Tori Stephens) in helping us plan vis Coastal Resource program and its Management. I am
always humbled working with people who, in silence, continuously serve others without regard
for any recognition. This is public service in its truest sense, and we, elected leaders, cannot but
be simply awed by the mark of inspiration some people are impressing upon us.
On behalf of my constituents, I am expressing my sincerest gratitude, on this outset, for the big
service the study that brought about the Coastal Resource Management Plan for the years 20132017 will help us. Guiuan is a coastal town that humbly faces the vast ocean of the Pacific and
the Leyte Gulf. As such, marine resources and unaltered beauty of nature abound. Vis--vis the
fast economic growth brought about by tourism and exportation of marine products, the need for
a long strategic plan and constant evaluation for progress in coastal protection and adjustment in
environmental management comes in handy. Not only will this study guide us in making wise
decisions to move Guiuan towards having a healthier coastal environment, but the restoration
endeavors as part of the program is aligned with the Municipal undertaking of maintaining
Guiuan as, while progress is desired, unaltered environmental pearl in the Eastern part of the
Pacific.
On this account, it is my commitment to fully adopt the Coastal Resource Management 20132017 as proposed, in line, and without prejudice, to the need of times the Municipality may face
all for the optimum utilization but with greater preservation of our dear ecosystem, the
environment and the resources it shares.

FOREWORD

TheGuiuanStrategicPlanforCoastalResourceManagement20132017ortheCoastal
ResourceManagementPlanofGuiuanisundoubtedlyoneofthemostimportantdevelopment
plansthatacoastalmunicipalitysuchasGuiuancouldeverhave.ThisPlancontainsallthe
necessarystrategiesandactivitiesinthepreservationandregulationofGuiuanscoastal
resources.ThisPlanensuresthattheinhabitantsofthismunicipalityinthegenerationstocome
willhavetheenoughresourcestosustaintheirlivingwithplentytospare.

TheSangguniangBayanasthelocallegislativebodylendsitsalloutsupporttothismost
significantpieceofdevelopmentplan.Hence,ithasnohesitationtoapproveitafterathorough
studyandwiththestrongendorsementfromtheconcernedCommittee.Italsohasmadeits
commitmenttosupportallnecessaryfuturelegislativeactionsneededtoeffectivelyenforce
andimplementtheplan.
ItisimportantthatallareasofthePlanbegivenenoughsupportinorderthatits
objectivesmayberealized.Asplansshouldbe,allareasaredependentoneachother.Hence,
wesubmitthateachareabegiventheappropriatesupportitrequiresforittobesuccessfully
implemented.Onecrucialaspectthathastobecoveredandundertakenisthecreationofthe
CoastalResourceManagementOfficeintheLGU.

TheCRMPlanisaworkthatisaproductofcooperation,teamworkandcoordination
betweentheLGUandtheUSPeaceCorps.OnthesideoftheLGUthroughtheOfficeof
MunicipalAgriculturalServices(OMAS),theMunicipalPlanningandDevelopmentOffice
(MPDO),andtheOfficeoftheMayor.ThisisnottosaythoughthatotherOfficesintheLGU
havenotparticipated.TheUSPeaceCorpsthroughtheirVolunteersBrandonandToriStephens
withamplesupportfromtheUSPeaceCorpsOfficeinthePhilippinesandsomeotherPeace
CorpsVolunteerswhovisitedandassistedBrandonandToriinsomeoftheiractivities.

WordsarenotenoughtoexpressthegratitudeandappreciationofGuiuantotheUS
PeaceCorps,particularlyBrandonandToriStephensfortheircommitmentanddedicationin
puttingthiswholePlantogetherneverwaningintheirinterestandenthusiasmeveninthe
midstofnaturalandmanmadechallenges.Theyhaveriskedtheirlivesandlimbsintheprocess
offormulatingthisPlan.Theyhaveshedblood;sweatandtearsinseeingthisplangothrough
thearduousandlaboriousprocess.TheymadesurethatthisPlanshallbeaproductof
participativecollaborationofthedifferentstakeholdersandsectorsthatwillbedirectlyor
indirectlyaffectedbythePlan.Throughthisparticipativeprocess,thestakeholdersaremucha
partinitsformulationastheyarepartoftheobjectofthePlan.


Withtheappropriatesupportandcooperationofallstakeholders,wearesurethatthis
Planwillbesuccessfullycarriedouttoreappositiveresultsandensurethesustainabilityofthe
resourcesofGuiuan,enoughtobeenjoyedandnurturedbyfuturegenerationsof
Guiuananons.ThisPlanwillbealastinglegacyofthisadministrationandwithhopethatthiswill
becontinuedtoitsnextperiodandguaranteethatthiswillbesustainedinthesucceeding
periodstocome.

BACKGROUNDCHAPTER1:OVERVIEWOFCRMPLANANDPROCESS
RATIONALEANDSCOPEOFTHEPLAN
The purpose of this document is to provide strategic direction to the Coastal Resource Management
program of the Local Government Unit of Guiuan and outline concrete CRM activities to be
implementedoverthenextfiveyears(20132017).
CRM activities have been undertaken in Guiuan since the 1980s, with the nonprofit sector as the
catalyzing force. In the early 2000s, in accordance with the devolution of CRM to municipal
governments,LGUGuiuantookamoreconcertedleadingroleinCRMinthemunicipality.CRMbecame
the responsibility of the OMAS, and they have since organized fisherfolk associations, provided
assistancetofishsanctuaries,implementedenvironmentaleducationcampaigns,andmuchmore.Since
thistime,however,theLGUhaslackedanofficialplanforCRMactivities,andprogramshavebeenleft
toformorganically,withoutmeetingdefinedlongtermgoals.
Now is a prime time for the LGU to consider its strategy towards CRM. With a CRM Office created
throughtheMFOin2010andtwofulltimeemployeesdevotedtofisheriesandCRMtasks,LGUGuiuan
must consider its priority areas for action and how activities build upon each other to lead to more
effective outcomes. There is also an opportunity to make CRM a centerpiece of the next
administrationsdevelopmentagenda,tocontinuetheworkstartedbyMayorAnnalizaGonzalesKwan.
ThisplanismeanttoguideprimarilytheactivitiesoftheCRMOfficeandOMAS,althoughitssuccesswill
require the support and active participation of a broad range of community stakeholders. There are
otherguidingdocumentsforCRMalreadycreatedorintheprocessofcreation(suchastheProtected
Area Management Plan of the Guiuan Marine Protected Landscape/Seascape and the CLUP) which
complementthisdocumentandprovidebroaderguidingthemes.Thisplan,however,focusesonspecific

PLANNINGHISTORYANDPROCESS
LGUGuiuanmadeafirstattemptatCRMPlanningin2003,whenaconsultantwashiredtodraftafive
yearplan.AlthoughtheLGUlearnedmoreabouttheCRMissuesfacingthemunicipality,thisplanwas
notadoptedorimplemented.Thisfirstdraftwasconsultedasasecondarysourceforthisplan.
In2009,LGUGuiuanenteredintoapartnershipwithUSPeaceCorps,andtwovolunteerswereassigned
toworkonCRMforathreeyearperiod,withtheirprimaryoutputbeinganewfiveyearplanforCRM.
VolunteersBrandonandToriStephensworkedcloselywithOMAS,particularATFisheriesstaffConcesa
AbudaandCrescencioCatayongtogatherprimaryinformationonthecurrentstatusofCRMandlearn
abouttheprioritycoastalenvironmentissuesfacingthecommunity.
Methods:
This planning process was designed first and foremost as a participatory endeavor. At all stages (data
gathering, validation, drafting, and review), community members with a stake in CRM were consulted
and their inputs included. This participatory approach does have its limitations data gathered by
communitymembersmaynothavethesamelevelofscientificaccuracyasdatagatheredbyuniversity
researchers, for example but successful CRM is dependent on the active involvement of resource
users.Byinvolvingthecommunitythroughoutthisplanningprocess,theirstakeinitsimplementationis
morepersonalandhopefullymoreurgenttothem.

Community workshops: in AprilJuly 2011, the OMAS team conducted eight Participatory Coastal
ResourceAssessmentworkshopsinthefollowingbarangays:Inapulangan,Victory,Banaag,Ngolos,
Taytay/Sapao,Bungtod,Alingarog,andSulangan.

Guiuanhasarelativelylargecoastalarea,beingapeninsula.Assuch,itwasnotfeasiblegiventhe
timeframe to conduct workshops and assessments in every coastal barangay. The OMAS team,
MPDOstaff,andMIETOstaff,thereforedecidedtoprofilebarangaysthatwerebothrepresentative
ofacertaingeographicareaandprioritiesforCRMinterventions.

Participantsintheseworkshopsmostlyincludedbarangayofficials,SKrepresentatives,and
fisherfolk.Eachworkshopwasahalfdayandincludedthefollowingtools:seasonalcalendar,daily
calendar,fishcatchprofile,costandtrendchartsforfishingactivities,FGD,issuespriorityranking,
andcommunitymap.

Coral reef monitoring training for MPA managers: In late 2010 with the assistance of BFAR, five
fishermenfromBarangayTrinidadweretrainedinsnorkelingmethodsforcoralreefandfishvisual
census assessments. They were then available to conduct surveys as part of the PCRA Habitat
Assessments in 2011 and completed coral reef assessments in Barangays Alingarog, Trinidad and
Victory.

Study Tour: Following this primary data gathering, 18 heads of office in LGUGuiuan and one SB
member, with the support of DILG, conducted an exposure tour in Ubay, Bohol to learn best
practicesinCRMthatcouldbeappliedinGuiuan.Toprepareforthislearningexperience,headsof
officeattendedanOrientationonCRMfacilitatedbyOMASstaffandPeaceCorpsVolunteers.They
alsometafterthetriptodebriefandprocesslessonslearned.

Planning Workshop: To validate information gathered in 2011 as well as gather more input from
stakeholders, OMAS and Peace Corps Volunteers conducted the CRM Plan Development
WorkshoponMarch12,2012.Inthisworkshop,fisherfolk,barangayofficials,governmentagency
staff,academe,andnonprofitrepresentativesdiscussedthepriorityCRMissuestoaddressinthe
next five years, as well as the goals they wanted to achieve. In small groups, they developed and
presented specific activities that should be undertaken to achieve their goals and the large group
gavefeedbackandmademodifications. 1 InputsfromthisworkshopformthebackboneoftheCRM
ActionPlan.

Synthesis:OMASstaffandPeaceCorpsVolunteerssynthesizedtheprimarydatawiththepriorities
andactionplansputforthattheworkshop.

ReviewandValidation:LGUHeadsofOfficemadeinitialcommentsonthedraftactionplanbefore
itwascirculatedtoacademerepresentativesatESSU,theNGOsector,DILG,andnationalagencies
forcommentsandrevision.TheplanhasalsobeenendorsedbytheMunicipalDevelopmentCouncil.
TheactionplanwasthenpresentedtotheSBforadoptiononSeptember25,2012.Thisfinalversion
incorporatescommunitycommentsfromthisreviewprocess.

MONITORINGANDEVALUATION

OMASstaffwillcreateanannualprogressreportonactivitiesaccomplishedandanexplanationofany
activities not completed. The MPDC and Municipal Mayor will evaluate the progress of this plan and
providefeedbackforworkplanenhancement.Afterthefirsttermofthemunicipalmayor,inthisplans
fourthyearofimplementation,amultisectoralfocusgroupwillbehelptogaugetheprogressmadein

The total population of Guiuan as of 2009 was 46,318. Of the total population, 32,331 70% of the
residentsliveinthecoastalbarangays. 4

AccordingtotheCBMS2009survey,13,151communitymembers,28%ofthepopulation,areformally
employed in Guiuan (under the CBMS definitions of formal employment). Men make up 66% of the
workforce (8,720 counted), while 33% or 4,431 are women. It should be noted that many more
communitymembersfindemploymentthroughinformalchannels,butthesenumbersarechallengingto
quantify.
FisheriesSector
In2006therewereanestimated4,020fishermeninmunicipality 6 .Theaveragemonthlyincomefora
family in a fishing community in Guiuan, as of 2007, was 4,336 PHP. 7 An even greater number of
communitymembersareengagedinfishingrelatedactivitiessuchasbuying,selling,andprocessing,but
thereiscurrentlynoreliabledatatosupportanexactfigure.
In addition to these municipal fishers, Guiuan attracts fishers from neighboring areas in Samar, Leyte,
andMindanaoduetoitshistoricalreputationforabundantfishinggrounds.
FishingProfile
Asapeninsula,Guiuanbenefitsfromdiversefishinggrounds.Withdeepseafishingontheeastcoast,
the main catch for fisherfolk is tuna, dorado, and marlin. On the Leyte Gulf side, fisherfolk catch a
variety of reef fish, particularly: lapu lapu, hamolod, mamadas, adgawon, batagon, latab, tamban,
danggit,galonggong,butlog,manlalara,aswellascrab,squid,octopus,lobster,andmore.

Despitethispotentialfordiversefisheries,Guiuanisnotexemptfromtheoveralldeclinethatfisheries
areexperiencingthroughoutthePhilippines.Thisdeclinecanbeattributedtotwomainfactors,thefirst
being illegal fishing methods such as: use of dynamite, sodium cyanide, fine mesh nets and use of

compressors.Thesecondfactoristheeverincreasingpopulationrelyingonmarineresourcesfortheir
livelihood.Asmentionedearlier,Guiuanhasexperienceda30%growthinpopulationinjusthepast14
years. According to local knowledge, there has been a 3350% decline in fish catch since 1990. 8
Accordingly,fisherfolkmustnowspendtwotothreetimesasmuchtimeatseatofeedtheirfamilies.

Sincethe1970s,thereareanumberofmarinespeciesthathaveeitherdisappearedfromthewatersof
Guiuan, including: osoos, tabangongo, mahutoy, mamin, bagat, kuyawon, dalagsa, inasagan, lapas,
black lapu lapu, whaleshark. Fishermen note that the following species, while sometimes spotted are
nowonlyfoundrarelyinGuiuanwaters:sakalan,banagan,panthermahutoy,pagi,pawikan. 9

SeveralbarangaysinGuiuanarenotedforhavinghighconcentrationsofinformalsettlers.Flankingthe

dominatedallthreesurveyareas.Therewasevidenceofhumanimpactfromcuttingseenbysurveyors,
butonlyineasilyaccessibleareasfringingthesea.
IntheSillimanUniversity2007RSA,thetotalareasofmangrovecoverobservedwere:Sulangan9.9ha
total area; Bungtod 63 ha total area; Taytay 6 ha total area; and Manicani 24 ha total area.
Accordingtothedata,theseareasweredenselypopulatedwithover20speciesofmangroves,andlike
the2011surveys,theRhizohoraspecieswasdominantinalmostallsurveyareas.

Seagrass:

ThemajorityofseagrassareasinGuiuancanbeclassifiedasdisturbedbeds.Theseareasarehealthybut
occupy bays and coves that are near human settlements. They receive constant impact from human
activitysuchasslightphysicaldisturbancesandvariouskindsofpollutionthatarenotsevereenoughto
kill the seagrass. 11 These areas will continue to function as a habitat and breeding ground for fish
despitetheselimitedimpacts,butrequireconservationattention.

In 2010, the A7 alliance partnered with BFAR to conduct a biophysical assessment training at the
Bagonbanuafishsanctuary.Theassessmentteamsobserved24%coverofseagrassontheeastsideof
theislet.

ThroughthisnewpartnershipthereispotentialtostartexaminingGuiuansclimatechangevulnerability,
aswellasstrategiesforadaptation.

ZoningandDelineationStatus:

The MFO lists the proposed coordinates of Guiuans municipal water boundaries. These coordinates
wereproducedusingtheguidelinesgivenbyNAMRIAbutareonlytheproposedcoordinatesprovided
by BFAR, in accordance with DENR Administrative Order 17. At this point there has been no
confirmationwithNAMRIA.

Since2010,OMASandUSPeaceCorpsVolunteershaveundertakenIECprogramsin19outof44coastal
barangays with at least 2,325 community members in attendance. 12 Topics included climate change,
dangersandeffectsofillegalfishing,andcoralecology.

ofthefishsanctuary.Eachyear,20youthsnorkeledthecoralreefandactivitiesincludedposterand
poem contests, games throughout the day for youth, and an evening environmental education
programatthebarangayplaza.

EarthDay2010:TheLGUheldacoastalcleanupinBarangaysBarboandTaytay,whichincludedan
educational program about waste segregation, educational games for youth, a school supply give
away,andcommunitymeal.

ESSUhasshownaninterestinpartneringwiththeLGUinamoresignificantwayforIECefforts,through
their Extension Office and Education Department. According to ESSU, they are organizing students to
handle IEC on climate change and coordinating with Earth Care for National Development to develop
activitiesforenvironmentalprotection.ThereisalsopotentialtoutilizetheNSTPforIECandotherCRM
programs.

FARMCStatus:
TheMFARMCinGuiuaniscurrentlynotmeeting.Thisisaseriousproblemforcommunityengagement
and decision making. Due to the presence of fisherfolk organizations at the barangay level, BFARMC
organizationisnotseenasaprioritybyLGUstaffatthistime.However,emphasisshouldbeplacedon
reenergizingtheMFARMCandengagingitsmembersinCRMdecisionmaking.

StakeholderandPeoplesOrganizationCapacityBuilding:
Since 2010, OMAS staff has provided organizing assistance to the following fisherfolk associations as
theycreatedtheirconstitutionandbylawsandregisteredwithDOLE:AlingarogFisherfolkAssociation,

LivelihoodSupportandDevelopment:
LGUGuiuan provides livelihood support and development to coastal communities through OMAS,
primarilyintheareaoflivestockandcrops.Underitsswinedispersalprogram,beneficiariesreceiveone
pigletandthenpassontwopigletswithinthebarangay.Todate,13pigletshavebeendispersedand60
have been passed on to second generation beneficiaries. The regional DA also provides goat and cow
dispersal, both to mainland Guiuan and to Homonhon and Manicani islands. LGUGuiuan OMAS is
implementing a seed distribution program for vegetable gardening. This program is open to any

resident. Staff has noted that, while seeds are mostly used for home consumption and container
gardening,somevegetablesarebeingsoldinthemarketplaceaswell.
BFAR is providing livelihood support through fishing gear dispersal. A sampling of recent projects
include:52fishermeninBarangayTrinidadreceivingonebundleofgillnetperfisher;theentireDumrog
fisherfolkassociationreceivinggillnets;andperhapsmostsignificantly,theinstallmentoftwopayaw,
or deep sea aggregating devices, in Barangays Sapao and Taytay that are managed by the barangay

In recent years, LGUGuiuan has placed particular management emphasis on Manapag Reef Fish
Sanctuary, through the Manapag Reef Fish Sanctuary Strengthening Project. This project, started in
November2010,wasapartnershipbetweenLGUGuiuan,theBarangayCouncilofTrinidad,OMANGAT,
andUSPeaceCorpsVolunteers.PCVsprocuredagrantfromUSAIDwhichfundedcommunityeducation
events, construction of a guardhouse, new law enforcement equipment and signage, management
planningenhancement,andtrainingsinhabitatassessmentsandmanagement.

MangroveRehabilitationStatus:

LGUGuiuanisnotcurrentlyactivelyengagedinmangroveprotectionorreforestationprograms,other
than community IEC. This is largely the charge DENR. According to DENR, they have completed a five
hectare reforestation project in Barangay Alingarog. A proposal has been sent to the national DENR
office for funding that includes 100 hectares of reforestation to be planted throughout priority
barangaysoftheNIPASarea.Theofficeisalsotargetingthecoastlineofpoblacionbarangaysaspriority
areasforreforestationprojects.

SeedStockEnhancement:

ThisisanotherareatheLGUdoesnotworkindirectly,butOMASstaffprovidescommunityfacilitation
and linkaging support to BFAR staff in this area. According to BFAR, they will continue to distribute
seedlingsof:seaweeds,bluecrab,bangus,tilapia,abalone,seacucumberandgiantclamstointerested
barangays.Theywillalsoprovidetechnicaltrainingforpropermanagementtoensurethesustainability
ofthedifferentdispersalprojects.

AREAD:FISHERIESREGULATION
FisheriesregulationinGuiuanisstillverymuchinitsinfancy.Therecurrentlyisnoactivevesselorgear
registrationprogramsorfishcatchmonitoringprograms.Thesearepriorityareasforthefiveyearplan,
asvesselandgearregistrationismandatedintheMunicipalFisheriesOrdinance.
Currentlytherearenoclosedseasonsorrestrictedaccessprogramsbeingobservedinthemunicipality.
Theonemajorareaofactivityinrecentyearshasbeenfisherfolkregistration.InconjunctionwithBFAR,
OMASstaffhasregistered2,000+fisherfolkregisteredtodate,althoughthereareanestimated4,020
fishermeninmunicipality 13 .

80 fishermen were apprehended. They resided in Barangays Lupok, Barbo, Salcedo, Cogon, and 12.
ThosefromoutsidethemunicipalitywerefromTacloban,Giporlos,Tanauan,Sulangan.Theareaswith
the most apprehended fishers were Barangay Lupok, Guiuan and Tacloban City. As part of these
apprehensions,anestimatedPhp170,000wascollectedinfines.

TheFisheriesLawEnforcementTeamoftheLGUhasrecentlybeenrestaffedandincludestwocasual
employees.Althoughtheemployeesarecommittedtoimplementingproperlawenforcement,regular
patrollingisstillverylacking.Asaresult,illegalfishingcontinuesunhampered.Theequipmentattheir
currentdisposalincludes:twosetsofraingear,onebinocular,andoneflashlight.TheLGUdoeshavea
patrolboat,butitisnotadvisabletouseitforlongtripsduetoadamagedhull.Repairingtheboats
hullandresumingpatrollingisamajorpriority.

There are two certified fish examiners in the municipality, both employees of BFAR. There are no
certifiedfishexaminersemployedbythepublicmarket.

As for fish wardens, in 2009, fish wardens were deputized at the barangay level throughout the
municipalitybuttheyarenowinactive.

REGULATORYFRAMEWORK
The Basic Fishery Ordinance of 2010 of the Municipality of Guiuan, Eastern Samar, passed June 28,
2010,isrecognizedasamodelfisheriesordinanceforitsbreadthanddepthofregulations.Indeed,itis
theonlyMFOthathasbeenpassedsuccessfullyintheA7Alliance.However,IECisstillneededinthe
community to inform residents about new provisions in the ordinance, particularly with regards to
zoning, illegal fishing methods and penalties. Most importantly, enforcement of this MFO is greatly
lacking.Toaddressthis,politicalwill,improvedfisheriesregulation,improvedcoastallawenforcement,
andzoningproceduresareallneededandareaddressedinthisplan.

During the PCRA workshops, community members identified the following as top issues facing the
coastalenvironment:
IllegalFishing:
IllegalfishingiscitedasthepriorityissuefacingCRMinGuiuan.Althoughthecommunityseemstobe
aware of the environmental damage it causes, incidents of dynamite fishing, fishing with sodium
cyanide,fishingwithcompressor,anduseoffishmeshnetsareregularoccurrences.Sixoutoftheeight
PCRAbarangaysidentifiedthesemethodsasapriorityconcern.Somebarangayscontinuetoassertthat
illegal fishing is only practiced by outsiders, but others made an honest assessment; in one barangay
whoshowedparticularcandor,theyestimate that60%ofallfishersuseillegalmethods.Accordingto
PNPapprehensionrecords,itisclearthatillegalfishersarenotmerelyoutsiders,butthatGuiuanonsare
activelyengagedinthispractice.
OMASandBFARhaveconductedinformationcampaignsconcerningtheeffectsofillegalfishing,bothon
theenvironmentandonthefisherfolkthemselves.Asaresult,manyfisherfolklamentthepracticeand

itsdestructiveeffects,buttheyalsocontinuetoengageinthesemethods.Theycitedecliningfishcatch
coupledwithlackofalternativelivelihoodasthereasonbehindthisongoingbehavior.Inadditiontothis
pressure to convert to destructive methods, there is a great lack of coastal law enforcement in the
municipality.Despiteitsprevalence,therewereonly20apprehensionsoffishersusingillegalmethods
in2011.Fisherfolkengaginginthesepracticesthereforedonotfearimmediateconsequences.
DecliningFishCatch:
AsisthecasethroughoutthePhilippines,fisherfolkinGuiuanhaveseenadramaticdecreaseintheir
dailycatchandthereforetheirincomesfromfishing.Duringthe2011PCRAworkshops,fishersrecalled
catchtrendsoverthelast40years:in1970,itwascommonforafishermantocatch2050kilograms
offishperday(dependingonthespecies,includingtuna),whereasnow,theaveragecatchis.510
kilogramsperday,dependingonspecies.
LackofSupplementalLivelihoodOptions:
Inthefaceofthisdecline,fishersmustexertfargreaterefforttofeedtheirfamiliesandearnaliving.In
responsetothisunsustainabletrend,fisherfolkmustdiversifytheirincomegeneratingactivitiesbeyond
traditional fishing methods. Furthermore, livelihood skills trainings are often implemented by national
agencies without proper analysis of market demand for certain products, particularly in the area of
handicrafts and other options targeted towards women. In the same way, supplemental livelihood
developmentmustgobeyondfishinggearandvesseldispersal,whichmayevenservetoincreasefishing
pressure. Some fisherfolk are particularly interested in expanding their knowledge in the areas of
aquaculture,whichappearstobeoneofthemostviablealternatives.
SanitationandWasteDisposal:
Waste disposal, in the forms of household garbage and human wastes, continue to be a problem in
Guiuanalthoughsomegainshavebeenmadeinsanitation.LikemostareasinthePhilippines,behaviors
such as littering or dumping garbage into the ocean are common practice. The municipality lacks a
functional Materials Recovery Facility, which poses obstacles for segregation on an institutional level.
Somebarangayslocatednearertotownproperwouldliketohavenewormorefrequentservicebythe
municipalgarbagetruckandthereforeaccesstothemunicipaldumpsite.Forthosefartheraway,they
mustlocatepropercommunaldumpingareas.
Lack of sanitary toilets persists as an issue affecting community and environmental health. This is as
muchabehaviorchangeissueasitisoneofcommunityengineering.
Additionally,communitymembershaveidentifiedwastefromcottageindustriesasauniqueproblem,
particularlywastesfrompiggeriesandshellcrafting.
Someoftheconcretestrategiesdevisedbythecommunitytoaddressthesewasteissuesinclude:close
monitoringofcottagebusinessbythesanitaryinspectorandaccountabilityforthosehouseholdsnotin
compliance; enactment of barangay ordinances requiring septic tanks at homes with piggeries; and
commonsakasakadryingareastocentralizewastesandbyproducts.
PotableWater:
Lackofpotablewaterwasanissuenotedinthreebarangays:Alingarog,Inapulangan,andVictory.As
freshwaterresourcesbecomescarceronthepeninsulainthefuture,strategiesforaccessingdrinking
water should be created for each barangays unique situation. In Victory, fresh water has never been

availableandresidentsshouldbelookingatraincollectionsystemsasanoption.BarangayAlingarogs
former water source is no longer working and residents now purchase their water from the water
districtandtransportittothebarangay.Theymustlookforanewwatersourceinthebarangayorwork
with the water district to extend service to that area either option will be capital intensive.
Inapulanganswatersourceisbeingcontaminatedupland,becomingmuddyafterrains.Thisisclearlya
resourceuseissueandstrategiesneedtobedevisedtoreturnthewatersourcetoitsformer,cleaner
state.AnassessmentbyDENRshouldbeconductedandproperforestryprograms(suchastreeplanting
nearthewatersourceandbanningoftreecuttingnearthesource)shouldbeimplementedinthearea
tohelpanchorthesoilthatiswashingin.
InformalSettlers:
ThepresenceofinformalsettlerswasnotedasapriorityissueinBarangaySulanganandisaclearissue
inthedenselypopulatedareasofPoblacion,suchasBarangays6,3andHollywood.Withhighnumbers
ofinformalsettlerscomessanitationissuesandtheassociatedstrainonpublicservicessuchaswaste
collection,publichealth,andwatersupply.Thisisacomplexissue,butsomeresidentshaveproposeda
survey of the settler population and document clearance requirements as a deterrent to informal
settlingandtoformalizeresidency.Amoreimmediateneedistobringsanitationuptoacceptablelevels
intheseareas.
UseConflictsinParticularBarangays:

Fish Drying Machine in Barangay Taytay: This project, approved by DOST in 2010 remains an
ongoingdebateandaprioritizedneedbythebarangayresidents.AlthoughtheTaytayFisherfolkand
FishDriersAssociationwasgrantedthislivelihoodmachinery(worth500,000pesos),theystilllack
thelandon whichtoplaceit.Despitemeetings betweenthefisherfolkorganizationandLGU, this
issue remains unresolved. It is not feasible for the fisherfolk organization to shoulder the cost of
purchasingland;thereforealeaseagreement,perhapswithLGUcounterpartinguntilthelivelihood
endeavorisupandrunning,isthemostviableoption.BFARstaffhasalsovoicedconcernsaboutthe
profitability of this operation, due to the electricity needs of the machine; instead, they are
recommendingasolardrierasthebestoptionintermsofcostandmaintenance.

ElectrificationatSunshineBeach:SunshineBeachinBarangaySapaoisamajorfishlandingsitefor
deep sea fishers in Guiuan. It is also the hub for the Sunshine Fisherfolk Association. Despite its
prime location for fish landing and buying, the area lacks electrification and the fisherfolk have
identifiedthisasapriorityneed.Thisseemslikeausefulsteptowardssupportingthelivelihoodof
deep sea fishers and enhancing the infrastructure of this part of Guiuan, which also serves as a
tourism destination. Fishers would eventually like to see a cold storage facility at this venue,
following electrification. Careful study should be made of this proposal, particularly how it could
affectthefisherysupply.

RightofwaygoingtoSunshineBeach:Therecontinuestobeadisputeabouttheownershipofland
whichservesasatransportationroutetoSunshineBeach.Asofnow,alocalresidentischargingan
entrancefeefortheaccessroad.Thisisanextraburdenputonthefishermen,whomustpayfive
pesos each time they try to enter the landing area. It is also a hindrance to tourism in the area,
becauseoftheconfusingnatureoffeecollection.Thereshouldbeaninquiryintothelegalityofthis
practice, as well as an ordinance and agreement made between the SFA and the Sapao Barangay
Councilconcerningthisissue.

TransientFishers:
Municipal fishers are not receiving preference for municipal waters due to lack of implementation in
registrationandlicensingeffortsandcorrespondingenforcementoflawsrelatedtofishingaccess.This
issue was raised by the community in Barangay Inapulangan but unregulated, open access fishing is a
problemthroughoutGuiuan.
LackofDeputizedFishWardens:
AlthoughfishwardenshavebeendeputizedinthepastthroughBFAR,thosedeputizedarenowlargely
inactive. Without the involvement of enforcers at the barangay level, illegal fishing is challenging to
confront,giventhemassivecoastalareaofthemunicipality.BFLETsmustbetrainedandempoweredto
dealwithviolatorsandtheymustknowhowtointerfacewithlawenforcementatthemunicipallevel.
BarangayAlingarograisedthisconcern,butagainitisawidespreadissueinGuiuan.
IllegalLoggingandMining:
TheInapulangancommunityraisedtheseconcerns,buttheyhavebeenechoedbyseveralgroupsinthe
islands of Guiuan. Support for logging and mining efforts (on both large and small scales) is uneven
whilesomegroupsrallybehinditforthelivelihoodpotentialtheybring,othersdecrytheenvironmental
damage that can be caused. These issues will not be taken up specifically in the context of this CRM
Plan; rather, they will be dealt with in the CLUP. As permits are awarded through the legal process,
properoversightandhonestevaluationofimpactsmustbecarriedout.LGUGuiuanshouldpartnerwith
industryastheyimplementCorporateSocialResponsibilitymeasuresandshoulddirectsucheffortsto
projectsthatalignwiththisPlan.
Community members raised additional issues that are important but are not primarily resource
managementissues.Theyshouldbe takenupasprioritiesbytheLGU, but willnotbeincludedin the
CRMactionplan.Theyincluded:

Often fisherfolk do not understand the detrimental effects of anchoring because they do not
differentiatebetweencoralsandrock.IntensifiedIECisneededtoeducatecommunitiesaboutthelong
lasting effects of anchoring. Mooring buoys can also be constructed in areas where anchoring is
necessarynearreefs.
MangroveDestruction:

TheSillimanRSAwarnsofthepresenceofillegalcuttingforfirewood,fencing,andbuildingmaterials
forfishpensallofwhichcontributetohabitatdestruction.Somecuttingwasalsonotedinthe2011
mangrovesurvey.
Dredges(sudsod):

ObservedduringtheSillimanRSA,dredgesareanongoingthreattotheecosystem,particularlyseagrass
health.ItistherecommendationofSillimanthatdredgesshouldbebanned.

IssuesIdentifiedatCRMPlanningWorkshop:
DelineationofMunicipalWaters:
Coordinates for the delineation of municipal waters have been proposed according to DENR
Administrative Order 17. 14 However, they have not been validated by NAMRIA or agreed upon by
neighboringmunicipalities.Thismakescoastallawenforcementchallenging,whenaviolationcannotbe
referredwithcertaintytoaparticularmunicipality.TheA7alliancewouldbeapropervenuetotakeup
thisissue.
InactiveFishSanctuaries:
InthePhilippinestherearemorethan500fishsanctuaries,butitisestimatedthatonly10%areactively
managed. 15 In Guiuan, the five fish sanctuaries are very unevenly managed, depending on the
commitmentandresourcesoftherespectivemanagementbody.Existingsanctuariesrequiringthemost
attentionatthistimeareinBarangaysInapulanganandHamorawon.
LackofFisheriesManagementSchemes:
GuiuansCRMprogramisrelativelyweakinthisarea,withnocurrentprogramsinfishcatchmonitoring
orexamination.Inthesameway,registrationprogramsoffisherfolkareunderway,butthevesseland
gear registration programs have not been implemented. This will require active involvement and
coordination of several LGU offices, including OMAS, the Market Office, BPLO, and the Treasurers
Office.
MFOImplementation:
AlthoughtheMFOwaspassedin2010andisindeedamodelforothercommunitieslookingtoadoptan
MFO, its implementation is quite lacking. Notable areas requiring attention are zoning, fisheries
managementandcoastallawenforcement.WiththestronglegalbasisoftheMFO,Guiuannowrequires
thepoliticalwilltoputinintopractice.CreatinganIRRfortheMFOisonestartingplaceforthis.

Although the Guiuan Protected Seascape and Landscape is a longstanding NIPAS area, coordination
between the PAMB and LGU still requires strengthening. The LGU is actively participating in PAMB
meetings,butthereiscurrentlynosharingofNIPASfundswiththeCRMprogramoractivecoordination
inprogramming.
InactiveMFARMC:
ThepresenceofFARMCsisnotonlyrequiredbylawbutitisessentialforpropercommunityoversightof
CRMrelated policy. The Guiuan MFARMC was reorganized in April 2009, but the group has not met
regularlysinceOctober2009.TheMFARMCmustholdregular,productivemeetingstohelpguideCRM
policy and oversight to LGU CRM programming. Once reorganized and energized, FARMCs require
ongoingtrainingonlegalprocessesandhowtoprovidepolicyoversight.
LackofCoastalLawEnforcement:
Arguably,oneofthemostfrequentcriticismsoftheCRMprogramofLGUGuiuanisitslaxcoastallaw
enforcement. There are currently only two MFLET members and they do not have a fully operational
patrol boat. As such, there is minimal patrolling taking place and therefore minimal apprehensions of
illegalfishers.Thisleadstoageneralperceptionamongthepopulacethattherearefewconsequences
for illegal fishing. MFLET members also require ongoing training in the areas of apprehension and
evidencehandlingandmustworkcollaborativelywiththePNP.Thisareamustreceivemoreattention,
oversight,andfundingifillegalfishingisevertobereinedin.
PoliticalWill:
TherecentadministrationinGuiuanhasshownthemostsupportforCRMinthemunicipalityshistory,
withLGUGuiuanadoptingitsfirstformalCRMprogramduringthisperiod,passingtheMFO,establishing
aCRMoffice,andapprovingthisCRMPlan.TheongoingchallengenowistoenforcetheMFOwithits
corresponding penalties and provide strong support for the MFLET. Community perception of law
enforcementandfairnessinimplementationiskey.
LGUStaffwithHabitatAssessmentBackground:
Currently there are no fulltime LGU employees with a background in habitat assessment or
snorkeling/diving. To properly conduct assessment and monitoring activities, additional staff with
appropriateskillsandwillingnesstoconductwaterbasedtasksmustbehiredtoimplementthisplan.

concerns. Some of these groups, such as in Converse and Trinidad, are still quite strong and active;

potentialforthesecivilsocietygroups,butitisnotenoughforthemtoexistinnameonly.Theremust
beastrategyformovingthesegroupsforwardaftertheformationstage.
