ABSTRACT
Health service as the attempt to make people and each individual healthy
becomes very important in supporting JKN (National Health Security) program
which has been conducted by BPJS (Social Security Provider) since January 1,
2014. Puskesmas is one of the government health facilities which functions as the
spearhead of the Health Service in providing JKN. The objective of the research
was to explain the implementation of JKN program at Sawit Seberang Puskesmas
and the supporting and inhibiting factors of the implementation of JKN program
at Sawit Seberang Puskesmas.
The research used qualitative approach by using in-depth interviews with
eight informants that consisted of the Head of Health Service department of
Langkat District Health Service, the Head of Sawit Seberang Puskesmas, several
health care providers at Sawit Seberang Puskesmas, and patients with JKN and
non JKN.
The result of the research showed that health service in the JKN era was
still similar to that of the previous one, human resources in health service were
not adequate qualitatively and quantitatively, especially the administrative
quality, facility and infrastructure were not complete, financial was sufficient, the
policy was transparent, the commitment of the stakeholders was clear, and
people still not satisfied with the health service at Sawit Seberang Puskesmas.
It is recommended that the management of Langkat District Health Service
increase the collaboration with health BPJS in order to improve administrative
quality, Langkat District Health Service increase the accommodate the needs of a
shortage of general doctor, dentist and a laboratory room, Langkat District
Health Service increase monitor the performance at Sawit Seberang Puskesmas, it
is also recommended that the management of Sawit Seberang Puskesmas
collaborate with BPJS in socializing the people about the problem of reference,
Sawit Seberang Puskesmas be disciplined and firmly in the line of task as the
spearhead of health service to the community.
